3 5c Consider authorizing General Manager to execute Amendment No. 1 to Work Order No. 1 for Construction Materials Testing during Construction for Various Surface Water Transmission Line Segments for the GRP Program GRP Review Committee Agenda Item No. 4a Terracon Consultants, Inc. Surface Water Transmission System for GRP Program Construction Materials Testing Services (Contract No ) Work Order No. 1 provides for construction materials sampling and testing services for the construction of approximately 24.6 miles of surface water transmission system Segments T1, T2, C1, C2, C3 and C4, surge tank (standpipe), and the transmission system s Northern Water Receiving Facilities. Amendment No. 1 to Work Order No. 1 reduces the SJRA Board approved Work Order No. 1 Construction Materials Testing (CMT) Consultant fee. CMT Consultant and GRP Program Estimates-to-Complete indicate not all of the approved fees are required to complete Work Order No. 1 CMT Consultant contracted obligations. Unused funds will be utilized to support other GRP Program Contract(s). 4 5d Consider authorizing General Manager to execute Amendment No. 1 to Work Order No. 1 for Construction Materials Testing during Construction for Various Surface Water Transmission Line Segments for the GRP Program GRP Review Committee Agenda Item No. 4b Aviles Engineering Corporation Surface Water Transmission System for GRP Program Construction Materials Testing Services (Contract No ) Work Order No. 1 provides for construction materials sampling and testing services for the construction of approximately 32.4 miles of surface water transmission system Segments T3, W1A, W1B, W2A, W2B, W3A, W3B, W4, and the transmission system s Southern Water Receiving Facilities. Amendment No. 1 to Work Order No. 1 provides for all of the additional labor, materials, and equipment required to provide independent third party observation, sampling, and testing of materials incorporated into the construction work. Unforeseen conditions requiring additional Construction Materials Testing (CMT) Consultant activities, as well as approved contract schedule modifications, is projected to exhaust the Work Order No. 1 CMT Consultant fee. This Amendment is required to permit the CMT Consultant to continue performing the referenced CMT services through surface water transmission system Segments T3, W1A, W1B, W2A, W2B, W3A, W3B, W4, and the transmission system s Southern Water Receiving Facilities construction completion. 5 GRP Review Committee Agenda Item No. 4c 9a Consider authorizing General Manager to execute Supplemental Agreement with Southern Montgomery County MUD (SMCMUD) for System Improvements Participant Name: Southern Montgomery County MUD Design and Construction of Wastewater Plant Improvements Final Design and Construction Services Supplemental Agreement (Contract Number ) Purpose and General Description of Services: Southern Montgomery County MUD, a GRP Participant, will be a recipient of surface water as a part of Phase I of the Joint Groundwater Reduction Plan (GRP). Certain modifications to SMCMUD s wastewater treatment plant are required to mitigate the impacts from the delivery and distribution of surface water. SMCMUD will be responsible for the design and construction of the modifications. Under the GRP Contract with SMCMUD, the GRP is obligated to reimburse SMCMUD for the cost of the modifications. This Supplemental Agreement sets out a process to coordinate the financing, design, and construction of SMCMUD s modifications to its wastewater treatment plant. The estimated cost of the design and construction of the GRP facilities is $455, The funding for these improvements is budgeted in the GRP Program. Authorize the General Manager to execute the Supplemental Agreement with Southern Montgomery County MUD for System Improvements in the estimated amount of $455,

6 9b Consider authorizing General Manager to execute Work Order No. 2 for establishment and survey of a geological monitoring system for the GRP Program GRP Review Committee Agenda Item No. 4d LandTech Consultants, Inc. Surface Water Transmission System (Contract No ) Work Order No. 2 provides for establishment and periodic survey of a geological monitoring system for the Surface Water Transmission System. The purpose of the system is to monitor for any potential ground movement impacts to the transmission system. Data collection for the geologic monitoring system will occur at two locations: one on Research Forest centered on the intersection with Cat s Cradle, and one on FM 2978 south of the intersection with Research Forest. Data collection for the fault monitoring system incorporated into the constructed water transmission line segments will occur at two identified fault crossings. One is on Research Forest Dr. just east of the intersection with FM 2978 (Egypt fault), and the other is on Research Forest Dr. at the Smoke Wood Dr. intersection (Big Barn fault). Data collection/reporting will occur every six months until Initial Measurement System Data: November 15, 2014 Monitoring Data: Every six months to 2019 Type of Compensation (WO No. 2): Cost Plus Multiplier with Not-to-Exceed Total Amount: $39, N/A Anticipated Completion Date: November 15, 2019 Authorize General Manager to execute Work Order No. 2 in an amount not to exceed $39,097.50, with LandTech Consultants, Inc., for establishment and survey of a geological monitoring system for the GRP Program.

7 9c Consider authorizing General Manager to execute Professional Services Agreement and Work Order No. 1 for the analysis of geological monitoring data for the GRP Program GRP Review Committee Agenda Item No. 4e Carl E. Norman, Ph.D. Surface Water Transmission System (Contract No ) Work Order No. 1 provides for professional geological analysis services for the geological monitoring system for the Surface Water Transmission System. Analysis will be conducted with data provided at two locations for geologic monitoring systems: one on Research Forest centered on the intersection with Cat s Cradle, and one on FM 2978 south of the intersection with Research Forest. Analysis will also be conducted with data provided at two fault monitoring system locations: one on Research Forest Dr. just east of the intersection with FM 2978 (Egypt fault), and the other on Research Forest Dr. at the Smoke Wood Dr. intersection (Big Barn fault). Surface Water Transmission System, Segment W3C (Contract No ) Segment W3C is an extension of the original Phase 1 of the GRP Program. Work Order No. 5 provides for professional engineering final design and procurement phase services for the Surface Water Transmission Line, Segment W3C. Segment W3C includes approximately 7,560 LF of 12 pipe to be constructed east of and connecting to Segment W3B along the Kinder Morgan (Tennessee Gas) pipeline corridor east of I-45, to northward along Aldine Westfield Road to the Montgomery County MUD 99 Water Plant. Work Order No. 5 services generally include the coordination, final engineering, and geotechnical investigation efforts in the development of final design documents, and support during the construction proposal process. Work Order No. 6 provides for professional land acquisition surveying services for the Surface Water Transmission Line, Segment W3C. Segment W3C includes approximately 7,560 LF of 12 pipe to be constructed east of and connecting to Segment W3B along the Kinder Morgan (Tennessee Gas) pipeline corridor east of I-45, to northward along Aldine Westfield Road to the Montgomery County MUD 99 Water Plant. Surface Water Transmission System, Segment W3C, and Water Receiving Facility at Montgomery County MUD No. 99 Water Plant (Contract No ) Segment W3C is an extension of the original Phase 1 of the GRP Program. Work Order No. 1 provides for professional engineering design services for development of final design documents, including plans and specifications, for the Fiber Optic Network Communications System for the Surface Water Transmission System, Segment W3C, and the Water Receiving Facility at the Montgomery County MUD No. 99 Water Plant. Work Order No. 1 also provides for updating the design criteria, standards, and guidelines for installation of fiber conduit, and reviewing the fiber optic conduit design performed by the Segment W3C and Montgomery County MUD No. 99 Design Engineer. Surface Water Transmission System, Segment W3C (Contract No ) Segment W3C is an extension of the original Phase 1 of the GRP Program. Work Order No. 2 provides for professional engineering design services of the corrosion protection system for the Surface Water Transmission Line, Segment W3C. The scope of services includes all of the labor and materials essential to the development and submittal of final design documents, including specifications and drawings of the corrosion protection system. 12 9h Consider authorizing General Manager to execute Work Order No. 16 for Final Transient Analysis, Transmission System Start-up and Commissioning Plan, Development of electronic Operations Manual (eom), and Population of CMMS for the GRP Program AECOM Technical Services, Inc. GRP Program Surface Water Transmission System (Contract No ) Work Order No. 16 provides for the professional engineering services, including labor and materials required to populate the SJRA s Computer Maintenance Management System (CMMS), with essential surface water transmission system asset data. Work Order No. 16 also provides for development of a web-accessed transmission system electronic Operations Manual (eom); as-built transmission system hydraulic transient model (HTM) development, data processing (modeling), and reporting; and transmission system Startup and Commissioning plan development. The Plan is required to provide instructions and checklists for flushing and disinfecting the lines, and will assist with determining the sequence of commissioning activities, including the order in which transmission line segments and Water Receiving Facilities are brought on line. 13 9i Consider authorizing General Manager to execute Work Order No. 19 for Surface Water Facility startup and operation assistance for the GRP Program GRP Review Committee Agenda Item No. 4k HDR Engineering, Inc. GRP Program Surface Water Facilities (Contract No ) Work Order No. 19 provides for the professional engineering services, including labor and materials required to provide Surface Water Plant startup support to SJRA staff, including: on-call and on-site assistance from the Design Engineer; development of a Process Performance Sampling and Testing Plan in advance of startup; development of an off-specification water discharge permit, in the even that such water must be rapidly discharged; and design services for incorporating appropriate biological activity into the Granulated Activated Carbon (GAC) process. Proper biological activity may result in significantly reduced operation and maintenance costs without sacrificing finished water quality. 14 GRP Review Committee Agenda Item No. 4l 9j Consider authorizing General Manager to execute Amendment No. 1 to Work Order No. 9 for Preliminary and Final Design, Procurement, Topographic Survey, Metes & Bounds, and Geotechnical Investigation of Communications Conduit and Ground Boxes for the GRP Program Binkley & Barfield, Inc. Fiber Optic Network Communications System (Contract No ) Work Order No. 9 involves the design of the GRP Program s Fiber Optics Communication System to connect the Surface Water Transmission System Segments W2 and W3 to SJRA s Wastewater Treatment Plant No. 1. Amendment No. 1 to Work Order No. 9 includes all labor and expenses required to revise the route of the proposed fiber optic communication system to the southern right-of-way of Sawdust Road and a revision to the location of entry into WWTP No. 1 due to previously proposed location utility conflicts. The work will include preparation of final design specifications and drawings, topographic survey, boundary survey, SUE services, and preparation of four metes and bounds legal descriptions and parcel map exhibits. It was determined during the Final Design Phase that the route revision would decrease the construction cost. Topographic Survey December 12, 2014 Metes and Bounds and Exhibit January 9, 2015 Final Submittal February 18, 2015 Type of Compensation (WO No. 9, AM No. 1): Cost Plus Multiplier Original Fee for Work Order No. 9: $134, (Board Approved September 26, 2013) Amendment No. 1 for Work Order No. 9: $ 61, (Recommended Action) Total Amount: $195, Anticipated Completion Date: March 25, 2015 Authorize General Manager to execute Amendment No. 1 to Work Order No. 9 for $61,006.51, with Binkley & Barfield, Inc., for preliminary and final design, procurement, topographic survey, metes & bounds, and geotechnical investigation of communications conduit and ground boxes for the GRP Program.

15 9k Discuss new Participant(s) in the GRP Program and, in connection therewith, authorize the General Manger, or his designee, to execute letter(s) of assurance to Lone Star Groundwater Conservation District, as requested, and approve the GRP Contract(s) as presented and authorize the execution of same by the General Manager If Lone Star Groundwater Conservation District ( Lone Star ) receives an application for a groundwater well that will withdraw more than 10 million gallons of water per year, the applicant is subject to Lone Star s groundwater reduction rules. When such an application is filed, Lone Star staff requires documentation demonstrating that the applicant will implement a groundwater reduction plan ( GRP ) or join an existing joint GRP. Each of the following has filed such an application with Lone Star and requested that SJRA issue a letter to Lone Star confirming that a contract will be prepared and completed such that the applicant will join SJRA s GRP. Quadvest (McCall Sound/Sonoma Ridge) Wood Trace Municipal Utility District No. 1 GRP Review Committee Agenda Item No. 4m In addition, a contract to join SJRA s GRP (a GRP Contract ) has been prepared for each of the following and Board approval is now requested. Each GRP Contract is provided as backup.
