2 NOTE: (Before filling the form, please read and understand documents carefully) Introduction: The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) is a USAID funded, four year project that aims to improve the ability of Pakistan s commercial agriculture and livestock sectors to compete in international and national markets in the four target product lines; meat, high value and off season vegetables, mangoes, and citrus. AMD will act as a catalyst for development and investment in its target product lines by actively promoting cooperation and coordination amongst the value chain actors and ancillary service providers. AMD s implementation strategy is underpinned by a strictly commercial and market driven approach with a clear focus on strengthening market access for its partner organizations and supporting marketing and sales efforts, both nationally and internationally. The objective of the AMD project is to encourage investments in the four target product lines through offering matching grants and empowering stakeholders by developing synergies among them to accomplish together what they cannot do alone. AMD will support upgrading, streamlining of supply chains, optimization of profit margins, increase in the participation of women entrepreneurs, and ultimately help make Pakistani meat, high value and off season vegetables, mangoes and citrus more profitable and competitive. AMD will undertake a competitive bidding exercise, intending to issue a solicitation document to those companies which shall express their interest and provide initial relevant information demonstrating their ability to fulfill AMD s requirements. Background: The export of Pakistani mango is spread to a number of countries including GCC and EU where it is cherished for its taste and aroma; mostly in the ethnic markets. Usually the passenger planes provide around 3-4 MT capacity per flight for shipment to various destinations. Space availability for air shipments to lucrative destinations during the peak harvest season coupled with high cost of air freight erodes the competitiveness of Pakistani mango in international markets. Heavy reliance of mango exports on airfreight services, high cost associated with it, and access to a few conventional ethnic markets remain the foremost factors driving market access and growth. The air freight directly from Pakistan to EU and other distant markets costs around 1.8 to 2.5 USD per Kg which significantly erodes the profitability. However, a hybrid shipment (Karachi to Dubai via sea and air shipment beyond Dubai) can save around 0.7 to 0.9 USD per kg, thus adding to the competitiveness of Pakistani mangoes in the international market with only an addition of 3-4 days of voyage as compared to total air shipment. Sustainable growth of exports and greater profitability will hinge on the sector s ability to come up with the innovative ideas for leveraging a combination of sea and air freight services for existing markets and target new international markets with quality product. Objective The main objective of these two hybrid trial shipments (Karachi to UAE via sea and air shipments beyond UAE) is to reduce freight costs to existing markets as well as provide access to new export destinations. AMD s support will provide international technical assistance and cost share to mitigate the risk factor of implementing this innovative processes with the results of improving competitiveness and market penetration of Pakistani exporters. The successful intervention will have a significant and positive impact for the mango value chain stakeholders by providing higher margins through a more economical mode of transportation from Pakistan to the targeted export trade. Furthermore, the activity is envisioned to

3 be a catalyst for continued market expansion and diversification based on future market needs, thus helping the Pakistani mango sector to become competitive with global players. Modus Operandi The proposed two hybrid trial shipments aim to support eligible mango exporters to expand into existing markets and enter new international markets for U.K., E.U., Canada, USA, Russia, Malaysia or other partner identified markets via sea shipment from Karachi to UAE/DOHA and air shipment to the target destinations beyond UAE/DOHA. One container for one shipment would be shipped by sea to UAE, cross docked there for air shipment to multiple destinations while maintaining the cold chain at each step. Such shipments utilizing this hybrid shipment mode to various markets will be supported for eligible registered mango exporters/processors on a cost-sharing basis in terms of in-land transportation from processing unit to Karachi sea port, sea freight charges from Karachi to Dubai, transfer from seaport to airport,air freight charges from Dubai to the selected destinations and the associated freight insurance. AMD will also provide technical assistance for processing, in-land transportation, shipping and inspection on destination. The selected exporter will bear the cost of export quality mechanically graded mangoes, mango transportation from farm to processing unit, related labor cost for processing, packing, packaging, palletizing and loading on to refrigerated container, DPP approved pallets, corrugated carton boxes, reinforced corner boards, strapping and other related costs besides cost of corresponding export documentation including phyto certificates as well as customs and other relevant charges at local and end destination. The AMD marketing team would carry out assessments for shelf life, quality and safety of the product together with the consumer acceptance at the end destination. Application/ Qualification Criteria: 1. Registered Pakistani operating mango exporters that meet exporting requirements of importing countries. The processing unit must have proper docking facilities to accommodate the loading of refrigerated sea containers. 2. Having backward linkages with the producers registered with Plant Protection Department; 3. Eligible to export to target export destinations of UK, EU, Canada, U.S.A., Russia, Malaysia or other partner identified markets. 4. Agreeing to work on a cost share basis with AMD where AMD will mitigate the investment risk by assuming the door-to-door freight costs; AMD will also provide on-site technical assistance. 5. The exporter will assume all other export costs 6. Having relevant and valid registration with Pakistan Department of Plant Protection; 7. Regular mango exports to the selected destination for the last three years; 8. Willing to comply with the critical control points for handling this shipment identified by AMD; 9. Confirmed export orders for the desired destination; 10. Willing to share relevant export data of shipment with AMD.
