2 ISTA LABORATORY ACCREDITATION STANDARD Version 5.2 Effective as of Introduction This standard specifies the criteria which must be fulfilled by laboratories in order to obtain and maintain their status as an ISTA accredited laboratory and their authorisation to issue ISTA certificates. This standard covers all steps from sampling to issuance of ISTA certificates. Definition of laboratory Laboratory: entity performing seed sampling and/or testing. 4 REVISION OF THE ISTA LABORATORY ACCREDITATION STANDARD ECOM DECISION New title of the document: ISTA Accreditation Standard for Seed Testing and Seed Sampling New introduction: This standard specifies the criteria which must be fulfilled by laboratories in order to obtain and maintain their status as an ISTA accredited laboratory and their authorisation to issue ISTA certificates. This standard covers all steps from sampling to issuance of ISTA certificates. This standard applies also to entities performing sampling only. ISTA Certificates can be issued only by accredited laboratories having seed testing methods included in their scope of accreditation. New definition of laboratory Laboratory: entity performing: a) seed testing and sampling or b) seed testing only 4

5 AUDITING SAMPLING ONLY ENTITIES THE ISTA AUDITORS REPORT THAT ADDRESSING THE FOLLOWING REQUIREMENT IS CHALLENGING 9.2. The laboratory must maintain a document and a record system to suit its particular circumstances. It must retain all records of original observations, calculations and derived data and sufficient information to derive an audit trail, calibration records, staff records and a copy of each test report issued for a defined period, not less than six years. Should the sampling only entity be responsible to check the correctness of certificates issued (by a second lab) for samples they have drawn? If not, how to fulfill the requirement of ensuring an audit trail and traceability? 5

6 AUDITING SAMPLING ONLY ENTITIES The sampling entity could finalize its work completing a sampling certificate: - to be provided to the seed testing laboratory and strengthen the link between seed sampling and seed testing - to be kept by the sampling entity for traceability ISTA WILL PROVIDE A SAMPLING CERTIFICATE THE USE OF AN ISTA SEED SAMPLING CERTIFICATE WILL NOT BE MANDATORY. THE SAMPLING ENTITY WILL BE FREE TO USE ITS OWN FORM, PROVIDED THAT THE MANDATORY INFORMATION IS RECORDED IN THAT FORM. THE USE OF AN ISTA SEED SAMPLING CERTIFICATE WILL NOT BE ALLOWED WHEN SAMPLING AND TESTING ARE PERFORMED BY THE SAME LABORATORY. THE OIC ONLY IS ISSUED. 6

7 INTRODUCTION OF THE ISTA SEED SAMPLING CERTIFICATE (ISSC) ECOM DECISION A Working Group has been working to design the ISSC - ECOM Accreditation Working Group: Joël Léchappé, Masatoshi Sato, Berta Killerman, ISTA Secretary General (Beni Kaufman), - Chair of the ISTA Rules Committee (Steve Jones) and Vice-Chair (Craig R. McGill) - Chair of the ISTA Bulking and Sampling Committee (Eddie Goldshagg) - Ronnnie Don, ISTA Honorary Member and ISTA auditor The draft certificate has been then circulated within the BSC. 7

10 ISTA SEED SAMPLING CERTIFICATE THE INTRODUCTION OF THE NEW ISSC IN THE NEXT UP TO THREE YEARS WILL BE CONSIDERED AS AN EXPERIMENT (voluntary use in the next up to three years same fee of OIC and BIC). A VOTE ON THE FINAL INTRODUCTION OF THE ISSC WILL BE ORGANIZED LATEST IN 2018 (yes/no; in case of yes: terms, costs)?

11 CONCLUSION The aim of the new ISTA SEED SAMPLING CERTIFICATE (ISSC) is to be a tool to strengthen the accreditation process of Entities willing to be accredited by ISTA for seed sampling, without having seed testing in their scope. The ECOM foresee other possible benefits: - the ISSC could be useful when sampling is done by one accredited lab and testing by another one - the ISSC could be useful when the responsible for sampling (accredited by ISTA) wants to give evidence that sampling has been done using the ISTA Rules even if an ISTA certificate is not issued - the ISSC could become a promoting tool for ISTA 11
