7 CONCERNED AUTHORITIES UP ON ARRIVAL AT POD AND THE CARS COULD BE DELIVERED TO THE CONSIGNEE(ACTUAL OWNERS)EVEN WITHOUT SURRENDERERING OF ORIGINALS B/Ls OR TLX RELEASE AND WITHOUT PAYMENT OF LOCAL RELOADING CHARGES TO THE AGENT, HENCE POL WILL BE DEBITED BY THE LOCAL THC/RELOADING COSTS OF EMPTY CONTAINERS. B) NO BOOKINGS ARE ACCEPTED FOR LIBYAN DESTINATIONS FROM ANY WHERE IN THE WORLD UNLESS YOU HAVE THE PROOF THAT THE AGE OF THE CAR IS NOT MORE THAN 4 YEARS. ALSO THE AGE OF THE CAR (WITH THE DATE ) MUST BE CLEARLY STATED ON THE MSC MANIFESTS AND MSC B/L AND THE EXPORTER MUST GIVE PROOF OF THE AGE OF THE CAR BY HANDING TO MSC AGENTS THE ORIGINAL DOCUMENTS WITH THE PROOF. The shipping line(carrier) is held responsible by the Ministry of transport for any breach of the local regulations and decrees concerning the following: 1) Importation of used cars, used engines, tyres and used spare parts are not allowed at all. New spare parts must be clearly stated in the description of the B/L. 2) Damaged/salvaged/theft cars are not allowed at all. If customers shipped in contrary to these regulations, then it will be considered a smuggling case and will legally be held responsible by authorities. Shipping line will also be fully responsible to re-export the container back to its origin in addition to all fines and costs involved which eventually will be debited to POL agent. Regulation for importing Cars into Libya PLEASE NOTE THAT THE ONLY CARS WHICH CAN BE IMPORTED INTO LIBYA ARE ONLY THROUGH KHOMS, MISURATA AND BENGHAZI PORTS AND ARE ON THE FOLLOWING RESTRICTIONS: A. LIGHT TRUCKS WITH LESS THAN 4 TONNES LOAD. B. RIGHT HAND DRIVE CARS ( R.H.D ) ARE PROHIBITED TO BE IMPORTED INTO LIBYA AT ALL. C. ALL USED (TRUCKS, CRANES, HEAVY VEHICLES AND LORRIES) ARE NO LONGER ACCEPTED TO BE DISCHARGED IN TRIPOLI BUT ARE ACCEPTED IN THE OTHER DISCHARGING PORTS ROVIDING THAT THEY ARE NOT MORE THAN SEVEN YEARS OLD SINCE DATE OF MANUFACTURE.. D. ALL USED ARE NO LONGER ACCEPTED TO BE DISCHARGED IN TRIPOLI PORT BUT ARE ACCEPTED IN KHOMS, MISURATA AND BENGHAZI PROVIDING THAT USED CARS ARE NOT MORE THAN 4 YEARS OLD AND ARE NOT

8 DAMAGED, IF ANY WERE TO BE FOUND IN A CNTR THEN THESE CARS WILL BE PUT BACK IN THE SAME CNTR AND THE AGENT WILL BE RESPONSIBLE TO RE- EXPORT THIS CNTR TO ITS ORGIN PORT (EVEN IF ONLY ONE DAMAGED CAR WAS REJECTED IN THE CNTR), ALL LASHING, INCURRED COSTS AND PENALTIES WILL BE IMPOSED ON VESSEL OWNERS AND WILL BE DEBITED TO POL AGENT. NEW DECREE TRANS Hazardous Cargo Please meet following conditions in order for IMO cargo class 2 & 3 to be accepted.(see translation of circular) 1. Notifications of such goods should be received (3) days prior to vsl arrival. 2. Notification of arrival should contain(cntr Nr, IMO Nr, type of IMO signs on cntr, net wt of goods, vsl name, agents name, full detailed consignee name and address, vsl date of arrival) 3. Goods to be on direct a delivery basis, as such goods cannot be stowed in the port due to lack of appropriate storage spaces.
