3 ISO This specification establishes uniform procedures for the classification, acceptance and withdrawal of acceptance, of high security mechanical freight container seals. It is the principle document, which provides a single source of information about the characteristics of mechanical seals that are acceptable for securing freight containers in international commerce. Brooks was the first security seal manufacturer to have attained ISO compliance of its high security bolt and cable seals. If the manufacturer declares that their product is ISO compliant, they are confirming that not only does that product meet the strength values, but they also meet the manufacturer s integrity requirements which includes maintaining a 7 year history of seal distribution. C-TPAT (Customs-Trade Partnership Against Terrorism) C-TPAT is a government/business initiative to build cooperative relationships that strengthen border security and the overall supply chain. It is a Customs initiative which recognizes that it can only provide the highest level of security through close cooperation with the ultimate owners of the supply chain: importers, carriers and warehouse operators. C-TPAT membership reduces the number of inspections of cargo, gives members access to an assigned Customs account manager and C-TPAT membership listings. No certification is required for seal manufacturers. The only requirement that CTPAT has for importers & their seals is that they are responsible for applyiing seals that conform to the specifications of ISO to their containers and other cargo. 4 Aircraft Exterior SECURITY SEALS FOR AIRLINES In Airline industry, there are many types of seals for different applications in the airplane. If the aircraft remains over night (RON), the air carrier may conduct the search between the time the last flight arrives at the RON station and before the first flight of the day for that aircraft. Once the aircraft is searched, it must : (a) Be attended unless it is secured OR (b) Have all access points to the cabin or cargo hold that are reachable from the ground without ground equipment sealed using the following procedures : (1) The seals must be tamper-evident, numbered so that each seal is individually and uniquely identifiable, controlled, and accounted for. (2) Record, by aircraft, the number of each seal used. (3) Maintain records at the station for 30 calendar days. 5 Aircraft Exterior Continued SECURITY SEALS FOR AIRLINES Prior to opening a sealed aircraft, inspect each seal for signs of tampering; and (5) When it appears that a seal has been tampered with, the air carrier s management representative must be immediately notified. If suspect items are found, search is required & contact with appropriate law enforcement officials. 6 SECURITY SEALS FOR AIRLINES On-Board: Life Jackets Terrorists & criminals have always exploited loopholes in security to either smuggle drugs or explosives in areas that are rarely checked by security crew. One of these areas are the life jacket containers in all classes of a passenger aircraft. It is therefore easy to hide parts of an IED or drugs inside the life jacket containers only to be accessed later. In order to prevent the above, the containers/pockets must be secured by a non-residue tamper evident sticker that clearly displays a void message or destroys upon tamper. 8 CSSP Overview In 2007, Congress passed the Implementing Recommendations of the 9/11 Commission Act more commonly known as the 9/11 Act. This new law mandated that all cargo transported on a passenger aircraft be screened for explosives by August 1, Every shipment of cargo carried on passenger aircraft will require screening at piece level, prior to being transported on any passenger aircraft. Skids and pallets will have to be taken apart, screened and reconfigured. The 9/11 Act specifically identifies the types of screening allowed ranging from physical inspection to various technologies. Transit Security 100% Screening for All US Flights After August 1, 2010 all cargo to US airports via passenger or cargo only aircrafts must be 100% screened by certified cargo screening facilities. After the cargo is screened the cargo must be secured in a tamper evident truck/trailer during transit before unloading at the airport. Features: Designed for applications where the residue of a security message on the surface is desired when the label is lifted or removed; however, residue is easily removed.
