Safe Systems Road Infrastructure Program TAC and VicRoads initiative targeted at treatment of high risk roads using a Safe Systems approach Towards Zero is a Safe Systems approach Invests in: - Safety at the most dangerous areas in the road network - Supports people most vulnerable to become casualties on certain roads, speeds and time of day; and - Builds in second-chances for when drivers do slip up 10

Scope of Work Approximately 1,700km of linear flexible barrier to be installed on both roadside and median $202m in total investment allocated to address the issue of run-off-road and head-on casualties on high speed, high volume, rural divided roads (M- Class and A-Class only) Towards Zero Road Safety Strategy and Action Plan have identified 20 high risk rural divided roads of high priority for treatment with Continuous Safety Barrier of which 9 will be treated within this Procurement Two types of VicRoads approved Safety Barrier Systems Wire Rope Safety Barrier Flexfence Sentryline II Flexible Guard Fence EzyGuard Ramshield 12

VicRoads Prequalification Scheme Mandatory, required at time of this presentation Eligibility and assessment criteria dependent on type of works undertaken Further details can be found on the VicRoads website 2. National Road Safety Barrier Industry Accreditation (NRSBIA) Scheme Targeted at training and accrediting installers, maintainers and designers on safety barrier best practice Training packages currently under development by Lantra (UK), based on ISO9001:2015, WRSB and GF to be the first Minimum requirement for installers, maintainers and designers of road safety barriers to be provided at a later date Aiming to be operational in Victoria within 12 months 22

Eligibility National Road Safety Barrier Industry Accreditation Scheme Lantra Awards is a UK based administrator of training and accreditation who will be engaged in Australia to ensure we deliver high quality learning solutions Lantra with training providers will develop the following training courses (indicative): - One Day Foundation Barrier Course (installers, labourers, designers) - Two Day General Installation Course covering theory (installers) - Specific Product Courses (for installers, maintainers and designers) All installers will complete an online logbook confirming their practical experience Independent assessors - assessment of installers competence in the workplace What will accreditation look like? - Training Providers: will operate to clear and consistent quality standards - Assessors: will have minimum requirements and will work to a standardised approach - Companies: will receive certification - Operators and Installers: Smart Card to identify their level of certified skills - Training materials will be of a consistent quality Accreditation will be in effect within the next 9-12 months in Victoria 23
