3 WHAT WE KNOW IMO SOLAS Changes to the International Convention for the Safety Of Life At Sea AMSA Responsible for Application of Solas Changes in Australia Marine Order 42 is the Legal Instrument From 1 July 16 - Mandatory Verification of Gross Mass of Containers VGM VGM must be provided to Ships Master before Container is Loaded on the Vessel Shipper named on the Ocean Bill of Lading is the Legally Responsible Entity for providing the VGM 2 Methods - Method 1 - Weigh the Loaded Container, or Method 2 - Weigh All the Contents of the Container and add to the Tare Weight Weighing Equipment meeting the prescribed Standard of Accuracy must be used - NMI Trade or Other devices VGM must be communicated to the Terminal before the Container is Received at the Wharf, for safe handling PRA &/or other form of documented VGM is to be Provided to the Terminal/Stevedore & Master/Shipping Line AMSA s Audit Plans include investigating suspected non-compliance by Shippers. AMSA may issue penalties

8 Method 1 Equipment Container Weigher Weighbridge Bison Jacks Advantages - High Flow weighing - Less time consuming when packing a container - Quick to weigh compared to method 2 - Simple results generation Disadvantages - Relatively expensive capital investment (weighbridges) - Some require a lot of space - Most solutions are less accurate compared to Method 2

9 What is NMI Approval (trade scales) Manufacturer or Agent submits a product pattern to NMI and it is tested to OIML R76 or R51 requirements. Tests such as : Temperature effects, Humidity effects, EMC effects, Load test effects against MPE tolerances. If all pass OIML International Class tolerances then a NMI number and certificate is issued, the scale is then a Legal Identity and can be used in trade applications as set out in the certificate. Should I use a NMI approved scale? AMSA states it is not essential but NMI approval means : Tested to guarantee correct results under ambient conditions Published accuracies of equipment operation Legal standing in Australian courts

14 Final Message IMO SOLAS MO 42 changes come into effect in 7 weeks time Educate your staff, your customers, your transport providers Undertake trial shipments using Method 1 or Method 2 Ensure Weighing Equipment meeting the prescribed Standard of Accuracy is used - NMI Trade, or Other devices, calibrated and certified Start using the 1-Stop PRA VGM from now, so your staff use it as a standard process Speak with your shipping line to confirm how they will receive the VGM - via 1 Stop, or via another document Ensure good record keeping of the VGM and communications; weighbridge receipts; photograph tare weights Update your T&Cs to cover SOLAS MO 42 liability.
