1 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF GRAIN ORIENTED ELECTRICAL STEEL SHEET AND STRIP ACCORDING TO IS 3024:2006 (Second Revision) 1. Laboratory A laboratory shall be maintained which shall be suitably equipped and staffed, where the tests shall be carried out in accordance with the methods given in the specification. 1.1 All the testing apparatus shall be periodically checked and records of such checks shall be maintained. 2. Test Records - All records of tests and analysis shall be kept in suitable forms approved by the Bureau. Note: The existing forms etc. as being maintained by the manufacturers may be retained. These forms, however, shall contain all the information required for operating this scheme of Testing and Inspection. 2.1 Copies of any records or charts that may be required by the BIS shall be made available at any time on request. 3 Quality Control It is recommended that, as far as possible. Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this scheme (See IS 397 (Part 1) :2003 to IS 397 (Part IV): 2003) to control the quality during production. 3.1 In addition efforts should be made to gradually introduce the Quality Management System in accordance with IS/ISO Standard Mark The Standard mark as given in column (1) of the first schedule of the licence is specified for grain oriented electrical steel sheet and strip specified in IS 3024:2006. The grade designation shall be mentioned in the Test Certificate. 4.1 Test Certificate For each consignment of BIS Certified material conforming to IS:3024:2006 there shall be a test certificate which shall contain the standard Mark, the Coil / pallet no. cast/batch number, grade designation, nominal thickness & size, delivery condition and the corresponding test results ( as given in Annexure I) 4.2 Marking Each bundle of sheets/ strip shall be marked legibly and indelibly as follows: a) Manufacturer s name or trade mark, if any; b) Grade designation c) Gross and net mass of Coil / pallet no., Batch / cast number or identification mark by which the sheets/strips can be traced to the batch from which they are made d) Type of coating e) Licence No: CM/L Designation of Grades Grain Oriented electrical steel sheets / strips shall be designated as given in clause 6 of the specification. 2 4.4 Packing Unless otherwise stated the sheets / strips shall be suitably packed in metal protected container lined with water proof material lining to avoid any damage and to ensure protection from rust during transit (Ref. clause 17 of IS 3024:2006) Levels of Control The tests as indicated in table 1 attached and at the levels of control specified their in shall be carried out on whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance with para 2 above. All the production which conforms to the Indian Standard and covered by the licence shall be marked with certification mark of the Bureau. 5.1 Control Unit : For the purpose of this scheme a (control unit), shall be taken as single charge of the product of one or more casts heat-treated together with similar quality grading up to maximum weight of 5 tonnes or one mother coil whichever is higher. On the basis of tests and inspection results, decision regarding conformity or otherwise of lots of steel to the requirements of the specification shall be taken as indicated below: Chemical Composition The chemical composition of steel is left to the manufactures discretion Nominal Thickness and sizes - The nominal thickness and sizes for each grade shall be as given in table 5 and Clause 11.1, 11.2 & 11.3 respectively of the specification, unless otherwise agreed to between the manufacturer and the purchaser Edge Camber, Flatness: (wave factor) shall meet requirement of clause 11.4, 11.5, & of the specification Surface Condition The surface condition shall meet requirement of clause 7.4 of specification Magnetic Characteristics Magnetic Polarization The magnetic properties, magnetic polarization and specific total loss only apply to test specimen in the reference condition which is obtained by the heat treatment specified in table 1 & 2 of the specification. (The minimum specified values for magnetic polarization for magnetic field strength H of 800 A/m shall be as given in table 1 & 2 clause no 5.2 & 8.2. The magnetic polarization shall be determined in an alternating magnetic field (expressed as a peak value) at 50 Hz Core loss / Specific Total loss The specified values of maximum specific total loss at 50Hz, in watts per kilogram shall be given in table 1 & 2 clause no 5.2 & 8.1. The values of the specific total loss are specified for a magnetic polarization of 1.7 Tesla. The test shall be made in an alternating magnetic field at 50 Hz. The sampling, specimen preparation and testing practices shall be as per clause no 13, 14 & 15 of the specification. 5.2 Retest When a test does not give the specified result, this test shall be repeated on double the number of test specimen from other sheets of acceptance unit or on other strips from the coils. The delivery shall be considered to confirm with the order if all results of additional test are in accordance with the requirement of this standard. 5.3 Re treatment - The material which had not found to comply with the order, the manufacture may do re-treatment. In such cases the tests specified in table 5 shall be carried out on double the number of samples. 5.4 In respect of all other clauses, manufacturer shall maintain appropriate control and checks to ensure conformity of the product to the various requirements of the specification. 6. Rejections - Records shall be maintained for a reasonable time from which information relating to the rejection of material which does not conform to IS 3024:2006 may be obtained. Such rejected material shall not in any case be mixed up with that conforming to the specification. Page 2 of 6

3 7. Samples The licensee shall supply, free of charge, samples required in accordance with Regulations of the Bureau of Indian Standards from his factory or go-down. BIS shall pay for the samples taken by it from the open market. 8. Replacement Whenever a complaint is received soon after the goods with Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods are replaced free of cost by the licensee in case the complaint is proved to be genuine and the warranty period ( where applicable ) has not expired. The final authority to judge conformity of the product to the Indian standard shall be with the Bureau. The firm shall have own complaint investigation system as per IS/ISO In the event of any damage caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standards Mark and not "conforming to" the relevant Indian Standard, entire liability arising out of such non conforming product shall be of the licensee and BIS shall not in any way be responsible in such cases. 9. Stop Marking The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is any difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau. 9.1 The marking of the product shall be stopped immediately if directed to do so by the Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau. 10. Production Data The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered Accountant, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence.
