They were Mr. Chan Ping-sum William, Mr. Chan Tai-fat, Mr. Cheuk Chun-yik, Mr. Chim Ming-yan, Mr. Lau Chik-fung Luter and Prof. Yeung Hoi-yan Jeff. For those members who were not able to attend the Seminar presented by Ir Otto Poon, they may share the following abstract of Ir Otto Poon s presentation on Road Pricing. THE ENGAGEMENT PROCESS OF THE COUNCIL FOR SUSTAINABLE DEVELOPMENT WITH THE PUBLIC ON AIR QUALITY WITH PARTICULAR EMPHASIS ON ROAD PRICING The presentation begins with the concept of Sustainable Development and a quick introduction on the Council for Sustainable Development, particularly its five stage public engagement process.

2 After its subsequent engagement meetings on Air Quality, 14 recommendations were made to the Government towards the end of 2006 covering issues related to power, transport and industrial sectors. As the Government is already taking action on issues such as level of pollution from power plants, acceleration of the conversion to cleaner fuels, upgrading certain types of vehicles to Euro IV engines, installation of particulate traps and catalytic converters, etc., what are left for the Council to engage the public were High Air Pollution Days, Demand Side Management, and Road Pricing. As we all know, there are two main sources of air pollution, namely regional and local. Power plants and industries in the Pearl River Delta are the major causes for regional air pollution, whereas emission from vehicles is the main source of local road side pollution. There are of course many ways to reduce road side pollution such as cleaner fuels, better combustion in the engines, particulate trap and catalytic converter, switch off idling engines, etc. but we also need to look for other measures that can further mitigate the problem. Road Pricing is one of these measures to encourage the people to use more public transport, to regulate the traffic flow, to reduce number of cars on the roads, and to reduce traffic jams all of which would help towards reduction of emission. The Council did not consider the Road Pricing as a way to increase Government revenue. The presentation will also cover some case studies overseas but as each city is unique and there is no standard solution or panacea, the Council therefore would wish to engage the public to evaluate if Road Pricing could be an effective way to improve on the air quality of Hong Kong. As the leading professional body in the transport sector, the views from The Chartered Institute of Logistics and Transport would be of immense value for the Council to make a recommendation to the Government. 3 professional activities committee Site Visit - Air Traffic Control Complex, CAD - 6th July 2007 On 6th July 2007, 14 participants visited the Air Traffic Control Complex of Civil Aviation Department (CAD) to familiarise and to have a better understanding of their services, facilities and operations. The Hong Kong Air Traffic Management Division is responsible for the provision of air traffic control, flight information service and alerting service within the Hong Kong Flight Information Region (FIR) as assigned by the International Civil Aviation Organisation. The airspace covers a total of 276,000 square kilometres extending over the South China Sea. In 2006, the Division handled a total of 280,492 (international and local) aircraft movements which operated into and out of Hong Kong International Airport, and 139,714 movements transiting the FIR. Seminar on an Application of Quantitative Risk Assessment Techniques in Verifying System Safety Acceptance - 22nd August 2007 Dr. Vincent Ho described the risk-based approach to verify the safety acceptance of an emergency braking system of a modern light rail vehicle. Using an integrated event tree/fault tree risk model, all perceivable failure scenarios associated with the emergency braking system were postulated, and their consequence and frequency of occurrence were individually quantified. The total risk associated with the emergency braking system was assessed. Using application examples, Dr. Ho also demonstrated that the risk-based approach could be an effective risk management tool, and could offer significant advantages over the worst case analysis approach commonly used in the transit industry to justify safety acceptance. The Seminar was jointly organised with HKARMS, HKIE-SSC, HKIUS, IOSH and SOEHK. Site Visit to Da Chan Bay Terminal One, Shenzhen, China - 31st August 2007 Da Chan Bay Terminal One is located in Bao An District of Western Shenzhen, right at the middle of the Pearl River Delta cargo catchment area. The new international terminal will have five berths with a total quay area of 1830 meters, and will be able to handle the mega container vessels of the latest generation. The operation is scheduled to come on stream in December this year. Ms. Libra Ng, Commercial Manager of MTL, received the souvenir from Mr. Mervin Choy, member of PAC A group of 40 participants joined the visit and the transportation was specially arranged through the newly opened Hong Kong-Shenzhen Western Corridor. The Institute would like to express our appreciation to Modern Terminal Limited for arranging this visit.
