GENERALOVERVIEW

INDEX 1. WHAT IS A PORT COMMUNITY SYSTEM? 2. PORTIC BARCELONA S.A (PORTIC) 3. CHALLENGES & OPPORTUNITIES

THE NEED Transport chain integration Long distances + door-to-door services: intermodality Need to share information Optimizations of goods flows Optimization of information flows Advanced Information Technologies are an essential element to the information exchange Interconnectivity Interoperatibility

TRADITIONAL INFORMATION FLOW The paper/ information flow through a port is extremely relevant Customs Inspection services Inspection services Customs Customs Agent Harbour master s office Harbour master s office Customs Agent Port Authorit y Stevedore Stevedore Port Authorit y Bank Freight Forward er Ship Agent Shipowner Ship Agent Freight Forwarder Bank Exporter Land Transport Stowage Terminal Ship Stowage Terminal Land Transpor t Importer

NEW INFORMATION FLOW The paper/ information flow can be dramatically improved International System Customs Inspection services Inspection services Customs Customs Agent P CS Harbour master s office Harbour master s office PCS Customs Agent Port Authority Stevedore Stevedore Port Authority Bank Freight Forwarder Ship Agent Shipping Company Ship Agent Freight Forwarder Bank Exporter Transport Stowage Terminal Ship Stowage Terminal Transport Importer

PCS Definition neutral and open electronic platform enabling intelligent and secure exchange of information between public and private stakeholders in order to improve the competitive position of the sea and air ports communities. optimises, manages and automates port and logistics efficient processes through a single submission of data and connecting transport and logistics chains.

STRATEGIC VISION

Administrative + Operational Simplification of administrative burdens is key to efficient trade facilitation, but without being linked to efficiencies in the operational aspects of the movement of goods then no improvements in the supply chain can be made. Most efficiencies in maritime and port processes today, come as a result of the timely exchange of electronic messages on a end to end (machine to machine) basis between all relevant stakeholders.

Before and After PCS implementation SEGUB, Benin, West Africa Custom Revenue: Euros 410 million Euros 490 million Dwell time: days less than 8 days TEU (Twenty-foot Equivalent Unit): Rapid information exchange, coupled with accurate performance indicators has reduced dwell time from 5 weeks to less than 8 days as shown below.

INDEX 1. WHAT IS A PORT COMMUNITY SYSTEM? 2. PORTIC BARCELONA S.A (PORTIC) 3. CHALLENGES & OPPORTUNITIES

Port Community System Operator is an organisation that is either public, private or public/private that operates and maintains a Port Community System and where the Port Community System represents the core of the organisations business. has a board, or some form of steering committee, made up of representatives from different internal and external groups within the Port and Logistics community. has service level agreements with PCS users to manage the electronic exchange of information between different parties on their behalf.

PORTIC BARCELONA S.A PORTIC Barcelona S.A was founded in 1999 by Port Authority (APB) and Port associations in Barcelona Port to improve the documentary process that rules in maritime transport and to promote the use of the new IT technologies. PORTIC is a Private Entity with Public capital in its stakeholders.

SERVICE DESIGN STRATEGY KEY WORKING PRINCIPLES: 1. Linking supply-chain partners end-to-end 2. EDI transactions: guaranteed access and delivery 3. Pro-active use of available data 4. Value-added services

1. Linking Supply-chain partners end-to-end (from Barcelona to Singapore) Web Transparency Alarms & Events Shipping line /P.A. Shipping line Vessel arrival Forwarder Haulier Depot Terminal Customs Forwarder Ship. line /Terminal Shipping line/p.a.

2. Guaranteed access and delivery: sector-based web applications Example of integrating separate processes vessel operation application Alerts on potencial incidents i.e. cross-check dangerous cargo declaration with gate-in/out notifications Advanced Web Apps Business Activity Oriented Integrating separate processes Data upload tools Traceability & document repository Check cargo manifest with loading/unloading lists

3. Pro-active use of available data Example: contrast different sources for data: will APL Hamburg arrive on schedule? - check with vessel tracking option 2 minutes before scheduled arrival time, the vessel is still in Marseille

4. Value services Improve all metrics at the same time: cost, speed and quality of service Optimize resource allocation Bundling communication network & pro-active use of data Aligned with Port Strategy

4. Value services TRANSPORTIC GESTION DE FLOTAS Example: Transportic system TRASNPORTIC

3. Challenges & Opportunities Most of PCS have managed the container business but there are other business or ports activities to improve: Cars Ro Ro RailWay Cruises Consolidation

3. Challenges & Opportunities Virtual Container Yard The knowledge of the Transport Orders and the location of available equipments allow optimizing the truck route reducing empty trips. Transport Managment - Virtual Container Yard Optimization of the haulage transportation Optimization of the Container Equipment Gate In Gate Out Appointment System Optimization of Queues Optimization of Terminal Infrastructure Appointment System Paper Less Entry Model and electronic transport orders allow implementing an appointment system smoothly. In two both samples the massive use of transport order and the link with Terminal & Depot is the ground presented by PCS to develop them

3. Challenges & Oportunities Interoperability/ Interconnectivity Cassandra Project The information pipeline replaces the different sets of information held in the different types of documents, both commercial data and container tracking data. All partners in the supply chain feed their transaction related data in this pipeline. This data then comes available to other partners in the chain and to related government authorities, where it can be used in valuable risk assessments. Pre Clearance processes can be achieved accepting government procedures at the origin Reduction of administration costs and errors Reduced involvement of Customs (and other authorities) (*)Cassandra Project FP-7 Source

3. Challenges & Opportunities Mobilty Big Data Internet of Things Cloud Mobility Optimization of the haulage transportation. Increase visibility and tracebility
