1 UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION (UNIDO) Upgrading the Fishery Sector in South Sudan SPECIFICATIONS FOR: 5-TON ICE FACILITY WITH ELECTRICAL GENERATORS 1. General Background Information of the Project The vast and highly productive Nile River ecosystem in the Republic of South Sudan (RSS) harbours a significant, but unknown, amount of fish and supports a simple fisheries value chain that has the potential to create employment and positively impact food security in South Sudan. An inland artisanal fishery exists around lakes, rivers and floodplains with fisher folk mainly using traditional fishing methods that limit their ecological impact. Much of these fisheries are seasonal with fisher folk dividing their time and labour between fishing, crop farming and livestock. These fisher folk and their fishing communities are amongst the most poor and least resilient social group to livelihood shocks and make up a significant part of the severely food insecure households in the country. This project addresses fishing communities and actors along the entire fisheries value chain, improving food security (in rural households, in particular), creating jobs and setting South Sudan s fishery sector on a path of sustainable growth. The establishment of fishery sector infrastructure at KonyoKonyo market in Juba, South Sudan, supports the Government in its development plans. The fish market will help reduce post-harvest losses and help ensure that fishery sector workers can sell an improved product and that consumers have access to safe food. The recently constructed market will provide a proper facility to expand the fish trade and cater to the needs of the market workers and the consumers. The market provides more space for each market stall, a location to store fish overnight (fresh and processed), administrative rooms and toilet facilities, as well as a borehole and generator for operations. It is expected that the operation of the fish market will change how fish is sold and bought in South Sudan, introducing more nutritious food sources to consumers and increasing revenues for people in the fishery sector. An important component of improved fish sales operations and reducing postharvest losses is the introduction of ice at the fish market. It is expected that the increased utilization of ice will result in higher quality fish products and reduce post-harvest losses at the Konyokonyo fish market. It is for this reason that the project is procuring an ice facility. The facility will be housed by the fish market and will supply ice blocks on a daily basis to the fish market, as well as to the Konyokonyo general market. The ice facility will powered by a diesel-powered electrical generator (and back-up).

2 2. The scope of supply The supply and installation of a fully functional 5-ton block ice enclosed (container style) facility, with an insulated ice storage appendix, in Juba, South Sudan. Comprised as part of the above are: o The supply and installation of two diesel electrical generators of appropriate capacity to power the ice facility. Please see the below tables for technical specifications. See Figure 1 for general ice facility layout. The price for transportation, applicable insurances, commissioning of both machines must be included and training on operation and maintenance (of ice facility) must also be included in the quotation. Incomplete offers will not be considered. The ice facility and generator must be suitable for operating in extreme environments, including heat and rain. Block ice production times or 3x8 hours and 2x12 hours will both be taken into account with priority to long-term maintenance of the machinery and lowest operational costs. No KW or KVA power rating is recommended for the generators for the ice facility. The offer will include the best power rating for the ice facility, prioritizing lower energy consumption and long-term maintenance. The whole system has to operate in extreme weather conditions and as to be designed as such. Temperatures up to 45 C and an humidity up to 80%rf have to be considered for the lay out design. The system will be operated by non-technicians but from trained people so the system has to operate save in all situations. An operation mode or switching which damage the installation must be technically prevented (e.g. switching between the two power generators) As it is planned to operate the system on a 24/7 basis the tank capacity has to be at least as large to operate the power generators for 48 hours. The rating of the generators has to be in a way that the load can be covered with approximately 20% reserve taking in consideration to limit the running costs and fuel consumption to the possible minimum. (Soft start compressor, adjusted heat exchanger of the generator, etc.) 3. Guarantee Ice Facility: The overall machine must be guaranteed for a period of 24 months. The evaporator for 36 months. The generator set should be guaranteed for a period of 18 months from the startup date or 24 months from date of shipment whichever occurs earlier. 4. Delivery Period The supplier should ensure that the ice facility and generator are delivered within 120 days of the signature of the Purchase Order. The machines must be Delivered-at-Place (DAP) as per Incoterms 2010, to Juba, South Sudan. The address is as follows: Konyo Konyo Fish Market Juba, South Sudan

4 housed within an enclosed 40 ft shipping (cooling) container (or similar). Insulation: insulation must be designed for extreme weather environment, including ambient summer temperatures of 45 C. The insulation all around (floor, wall, ceiling) must be at least 5 cm insulation (standard cooling container). Preferable is an insulation of 12 to 14 cm. The design of the container must be suitable for food - surface stainless steel or Aluminum. The compressor must be separated from the production room with walls comprising at least the same insulation as the outer insulation. An ice block storage room with a capacity to store two thirds of the production (ie: 132 blocks) must be attached to the production room and accessible through a small door (with plastic sheets) for human movements connecting the production room to the storage room; The room should be sufficient large to allow storage of 132 ice blocks of 25 kgs each, while also allowing movement of persons to stack and retrieve ice. The walls must have an insulation value of at least 10 cm insulation (standard cooling container). Preferable is an insulation of 12 to 14 cms. A small window (with plastic sheet) and slide for ice movement will allow for the movement of ice between the production and storage areas.

5 The storage room should also comprise a small door to the outside (with plastic sheets) to allow the movement of persons with ice to the outside platform. The melting pool must be at a position within the container to allow to the shortest possible space between the melting pool and the window/slide leading into the ice storage room. Load share for start-up and automatic switch-over between generators is required. BASE FRAME The complete generating set should be mounted on a high quality steel fabricated base frame. In the catch all base frame should be located the fuel tank and the batteries. Anti-vibration pads should be fitted between engine-alternator and base frame ensuring

8 complete vibration isolation of rotating assemblies. The generator should be within a waterproof, lockable, sound-attenuated enclosure with a lockable window access to instrument panel. Enclose limits noise to 69 dba at 7 meters distance on 75% load and compliant with EC directive 2000/14/EC. Enclosure made of heavy duty galvanized steel plate with corrosion resistant coating paint and with stainless steel fasteners and hinges. Diesel tank capacity: in a size to power the Ice Facility for at least 48 hours. EXHAUST SYSTEM Industrial application exhaust silencers should be supplied. WARRANTY Generating set should be guaranteed for a period of 12 months from the startup date or 18 months from date of shipment whichever occurs earlier. QUALITY STANDARDS The gensets should meet the following requirements: a) 89/336/CEE as amended by 92/31/CEE and 93/68/CEE; b) 73/23/CEE as amended by 93/68/CEE; c) 98/37/CE as amended by 98/79/CE. d) 2002/88/CE. SPARE PARTS / Maintenance parts should be provided for at least 24 months of operation. (24/7 operation) DOCUMENTATION
