One of the essential tasks, as far as the application of this means of transport is concerned, is a detailed analysis of the possibilities for freight intermodal transport development at European and Regional scale. Since Constanţa has become a major actor in international cointainerised freight trade, Romania should nevertheless be included. Despite heavy investment in container terminal capacity, larger ships and larger flows of containers severely strain seaport operation. A well-applied dry port concept can help identify ways of shifting freight volumes from road to more energy efficient traffic modes that are less harmful to the environment, relieve seaport cities of congestion, can make goods handling more efficient in seaports and is able to facilitate improved logistics solutions for shippers in the port s hinterland. A specific class of terminals has evolved around the need for connecting inland conurbations with seaports. In the present situation, the best option would be tailoring a freight intermodal means of transport which matches the specific national parameters, being in accordance with the European standards, as well. Moreover, the implementation of this concept would trigger improvement as far as employment and cost reduction are concerned on condition that the optimal approach for the specifics of containerised freight transport sector are applied. The project is the result of an up-to-date need and in accordance with many papers and related documents issued by the European Commission for the transport sector development. Dryports development should be integrated as a solution of the country and market economy structures, into a network with Pan European network through the transport corridors. The application of dryport as an intermodal transport solution should mitigate the road axes traffic from freight transportation, reduction of negative impacts of

2 Project Description (Main Work Packages) transport sector in environmental aspects and improving efficiency of the other modes of transport such as rail and water transport. The achievement of this objective asks for a continuous transformation and rehabilitation of transport components while the policies and strategies are the instruments to precede these phenomena. The project will examine the development, design and effective operation of dryports that are fully integrated with the freight handling systems of the seaport facilities they serve. It will also support port capacity by improving hinterland distribution hubs and by looking at the potential of inland ports with multimodal connections. Dryports should operate as an extension to an existing seaport, increasing capacity and efficiency and also moving traffic off the roads and onto rail or inland waterways, wherever possible. The modelling has to show the dryports as secondary logistics businesses providing services such as storage, handling, container repair/storage, terminal operations and training. Within the present project, environmental studies will to be carried out, as well. The goal of this project is the identification of current capacities for freight surface transport (road, rail and water) development, the comparison with up-to-date technologies application, options and implementation of advanced policies and technologies for freight intermodal transport, in achieving a high level of interaction between transport modes. The achievement of these objectives enables access to: - Identifying suitable dryport sites in parallel with port developments and regional policies and considering the best ways to design, develop and operate effective hinterland intermodal freight transport hubs, fully integrated with the freight handling systems of the seaports with which they connect. - Analysis, study and report on the facilities and activities that can be incorporated in dryports from storage and consolidation through to container repair and maintenance, customs clearance and even logistics training - Work towards a model blueprint for a dryport. This will include a local focus, with partners discussing and developing projects - Assessment of the environmental and socio-economic impact of making better use of intermodal solutions, including monitoring the carbon dioxide effects of using dryports - Look at the integration of dryports into the EU s FP7-Transport concept.with concentrated goods flows from seaport to dryport, the concept can make a substantial difference in shifting cargo from road onto rail or inland waterway - Consideration of other issues ranging from IT solutions to goods flows analysis, from logistic knowledge for planners to reach out courses for small and medium enterprises
