The Purchasing Division must inform you of the following Answers to Questions Regarding the Request for Proposal Document: Q Will the Unified Government consider allowing the Offeror the ability to have an additional alternative response- namely: Comply with Clarifications? A. Yes. VIII. Training a. Respondent shall provide training to the Unified Government of Wyandotte County staff at the location where the equipment is installed. Additional training shall be provided to new staff assigned at no cost to the Unified Government of Wyandotte County. Training manuals shall be provided to the Unified Government of Wyandotte County s staff at all training meetings and will become the property of the Unified Government of Wyandotte County. Q: Could the Unified Government please identify how many users need to be trained for: A. Records Managements System training? 150 Law, B. Computer Aided Dispatch System? 75 Law, C. Mobile Data Computing System? 300 Law, Q: Are separate training sessions needed for Law and Fire Agencies? If yes, please identify number of users that need to be trained for each system, by agency A: Answered Above Q: Depending upon the number of users that would need to be trained, it may be necessary to conduct multiple training sessions that may affect project duration and cost. Would the Unified Government consider a Train-the-Trainer training approach rather than end-user training?

Page 105: Can Unified Government provide further information regarding REJIS interface and the type of interface functionality expected? A. Similar to the interface with KCJIS REJIS is our resource for local wants and warrants. An interface will need to be established with REJIS. (Don Kayser ,dkayser@rejis.org) Q. Page 105: Can Unified Government provide further information regarding the databases and queries referred to as External Data Queries Interface(s)? A. Various MS Access and SQL databases Q. Page 69: Several Interfaces were asked about in the Requirements section such as ProQA and EMSResouce. Does the Unified Government want pricing for these interfaces as well as those listed or just information regarding our ability to interface to these other application? A. The UG wants pricing for these interfaces. Q. Page 69: Does the proposed solution provide the ability to assign unique DR s by agency? In this instance, what does DR stand for? A. Yes, but it is preferred that it is integrated. If a 3 rd party solution is part of the bigger solution, it is required that the UG has one point of contact for support, updates, upgrades, etc Q. Can Unified Government please provide the following information in order to appropriately size the solution to meet current and future growth requirements? A. What type of infrastructure is Unified Government planning on using to support the law and fire mobile application? A. Laptop, Tablet, etc Q. Should the vendor include hardware for 2 factor authentication? Provide Costs for vendor provided hardware, and alternatively provide specs for equipment. How many law enforcement officers will be accessing mobile and records mobile? 300 Q. Should the vendor include electronic submission of Traffic Accident Reports? 2

The present epcrs will stay the same. Shost told me that the info has to go to them, ImageTrend for billing purposes, and the Department needs to also be able to draw info back out of them when needed. I believe that quarterly the EMS Division pulls info back from FirstWatch to submit to the state. Q. Section 13.02, regarding E9-1-1, who is the Unified Government s vendor? A. Mid America Regional Council MARC Q. Section 7.02, (d) Name Records, includes Does the proposed solution have the ability to transfer data to the FBI from the names record to a LiveScan System?. Does Unified Government want the vendor to propose this interface or just respond with our capability? A. Propose the interface Q. In Article VIII, Unified Government refers to interfaces to several disparate systems that utilize live CAD data for trend analysis. Can Unified Government describe the nature of these interfaces? Are they one way data feeds? What are the applications that are utilizing the CAD data? A. The CAD/RMS needs to be able to push info to ImageTrend and FirstWatch. Based on the questions does Unified Government want a tear and run interface? A. No Rip and Run Push to the Rig is the preferred method Q. Section requests pricing for an interface to COPLINK. Can Unified Government provide information of the type of data that will be required by COPLINK? Is this a one way interface to COPLINK or two way? A. CAD and RMS data will need to be exported to a MS SQL database daily. The interface to COPLINK will be a query only interface. 3

5 Q. Section 6.03 references virtualization. Does Unified Government prefer a virtualized solution for hardware architecture? A. Yes Q. Section 7.02, (f) Property and Evidence. Is the vendor required to provide a separate UCR/IBR electronic submission for property records or can this be part of the KIBRS electronic submission? A. KIBRS Q. Section 7.02, (g) Wants and Alerts. Regarding the requirement to query and capture court records, does Unified Government require a Court Interface as part of this proposal? A. Yes. REJIS IMDB ( Don Kayser ,dkayser@rejis.org) Q. Section 7.02, (k) Inventory and Resource Management. Regarding the ability to automatically generate a purchase order, does Unified Government require a Purchase Order Form as part of this proposal? Regarding the ability to interface directly with AFIS, does Unified Government require the AFIS interface as part of this proposal? A. Yes. Q. Section Traffic. Based on the requirement to send or receive data to and from a 3 rd party Court System via API, does the vendor need to provide an interface to the 3 rd party Court System? Yes Can Unified Government provide the name of the system and their API for review? REJIS IMDB (Don Kayser ,dkayser@rejis.org) Q. Section Traffic. Based on the requirement regarding Kansas Highway Patrol, does Unified Government require an interface to KHP as part of this proposal? A. Not required, but preferred. Q. Section Traffic. Does Unified Government require the vendor to provide preformatted traffic reports as part of this proposal? If so, can you please provide a sample? A. KLER KSAR KS Accident Report Q. Section UCR. As part of the requirement, Unified Government listed 9 forms (Return A, Property by Type and Value, Property Stolen by Classification, Return D, Return E, Return I, LEOKA, Domestic Violence Calls Assist, and Violent Crimes Against Senior Citizens). Is the vendor required to provide the 4

6 forms on the list as part of the proposal? If so, can Unified Government please provide a sample of each form? A. Attached Q. Would the Unified Government grant a three week extension? A. Only if we see a need for it. Q. Regarding Section 1.26 Notification of Award (RFP page 15), please provide a link to or file of the required Appointment of Process Agent Form. A. this for is required once an the contact has been awarded. Q. Section 7.01 System Specifications (RFP page 40) references an N-DEx IEPD compliant interface. Please describe the intended use of this interface. A. The KCKPD will be sharing (providing) Law Enforcement data to N-DEx to be shared amongst other LE Agencies both regionally and nationally. Q. Section 7.02 Integration (RFP page 43) references integration with tow lots. Please describe the integration points required with tow lots. Also, if there are expectations of an interface with systems associated with these tow lots, please provide details (including vendor contact information) for these systems. A. a. The KCKPD uses various tow lots that utilize various software suites to manage their intake. This is not a requirement but more a question as to the possibility of connecting to tow lot databases for real time updates. b. Currently the tow lots in use by the KCKPD utilize File Maker Pro and TOPS. (This of course is subject to change Q. Section 7.02 Integration (RFP page 43) references integration with pawn shops. Please describe the Integration points required with pawn shops. If pawn shops are submitting pawned property details electronically, please provide details (including vendor contact information) for the software being used A. LeadsOnline ( Q. Section 7.02 (b) Crisis Intervention (RFP page 44) references an interface with Mental Health facilities. Please provide details for the system being interfaced (with vendor contact information) and explain how this interface functions operationally. A. No. There is currently no software used to track this information, however, we would like to have the ability to enter information for known people suffering from mental health issues/ drug abuse issues so that they can be identified in the future allowing the officer handle the situation accordingly. Q. Section 7.02 (g) Wants and Alerts (RFP page 50) references an interface to query and capture information regarding wanted persons both within an agency s jurisdiction and across jurisdictional lines. Please advise what systems (with vendor contact information) outside the jurisdiction will be queried. 5

Please advise what court system(s) (with vendor contact information) is being interfaced and identify the types of records to be queried and captured. A. EJIS IMDS ( Don Kayser ,dkayser@remis.org) Q. The introductory paragraph on RFP page 61 references interfaces several disparate systems that utilize live CAD data for trend analysis. If these interfaces are to be replicated in the new system, please identify these systems (with vendor contact information) and detail the CAD information to be exchanged through each interface. A. The CAD/RMS needs to be able to push info to ImageTrend and FirstWatch. The present epcrs will stay the same. In either case, please identify the number of positions that will be using the dispatch protocol software. A. ProQA Q. Section 8.01 Police CAD (RFP page 63) references an interface with personnel rosters. Is there a roster software/system in place? If so, please identify the product and version number. If not, please indicate whether the proposer should include roster software in our proposal. A. The desire is to have a fully integrated personnel roster. If the solution provided does not have an integrated personnel module to create a personnel roster, then an interface would be required most likely would be an MS Access or SQL database. Q. Section 8.07 Fire CAD (RFP page 69) references a CAD/Radio interface for stations. Please describe the Intended functionality for this interface. Is this a different system than the one described on RFP page 43? A. They are the same. Q. Section 8.07 Fire CAD (RFP page 69) references an interface with a hydrant database. Is this a different database than the one being supplied with the fire records management system being procured under this RFP? If so, please provide information about the database. If the database is a commercial product, please provide contact information for the vendor. A. The possibility to interface with the local utility company BPU for real time availability.future enhancement. 6

8 Q. Section CSI (RFP page 84) references an interface directly with AFIS. Please provide details on the AFIS vendor, product name, and product version number, and describe the intended functionality for the interface with AFIS. A. Metamorpho v., MARS v. Q. Section Traffic (RFP page 86) references an interface with the Kansas Highway Patrol. Please describe the purpose of this interface, the system(s) being interfaced, and provide contact information for a representative who can discuss technical interface capabilities of the system. A. The UG desires to access KHP statistical information as well as submit statistical information regarding accidents, fatalities, etc electronically Q. Section Interfaces (RFP page 105) references interfaces with IBRS, UCR, and KIBRS. Please advise whether users of the proposed system are reporting both UCR and IBRS statistics and, for those agencies producing IBRS statistics, what data model (e.g., NIBRS) they are using other than KIBRS. In addition, please provide details on the number of statistical reports produced and the number of systems are being interfaced. A. Internally the KCKPD uses UCR. As for KIBRS, KBI has a KIBRS gateway that needs to be utilized to submit KIBRS (IBRS) data. Q. Section Interfaces (RFP page 105) references an interface with KCJIS. Please identify the functional objectives of this interface and provide contact information a representative who can discuss technical interface capabilities of the system. A. KCJIS will be used to access NCIC, (K)DOR, and NLETS as well as any other data that requires the State of Kansas to be the point of access. (Don Cathey , dcathey@khp.ks.gov) Q. Section Interfaces (RFP page 105) references an interface with REJIS. Please identify the functional objectives of this interface and provide contact information for a representative who can discuss the technical aspects of interfacing with REJIS. A. REJIS provides access to local and regional wants and warrants. (Don Kayser ,dkayser@rejis.org) Q. Section Interfaces (RFP page 105) references interfaces with NCIC, NLETS and KDOR. Typically, these systems are accessed through MULES. Please confirm that interfaces with these systems are required. A. With this being the State of Kansas, we utilize KCJIS to access these resources. (Don Cathey , dcathey@khp.ks.gov) Q. Regarding Section Electronic Filing Requirements (RFP page 107), will there be an uploaded form that the proposers may complete? A. No form, just upload you proposal to the site and you still have to submit the paper copies as well. 7

Please advise whether a separate training environment is required for Police RMS and, if so, please provide the number of workstations dedicated to the Police RMS training function. A. Please advise whether a separate training environment is required for field reporting and, if so, please provide the number of workstations dedicated to the field reporting training function. A. Please advise whether there is a virtual private network (VPN) appliance in place that will support remote connectivity by proposed staff for system support. A. A VPN solution is established and can be utilized by the solutions provider for support access. 10

12 Q. Please advise whether there is a master time clock available for synchronizing system times and, if so, please provide the make, model and included interface options. A. All time is synchronized via the Domain Controllers. Time is established utilizing time.nst.com Q. Please advise whether there is any open rack space for installing the new equipment or if racks should be included with the proposed hardware. A. There is rack space available Q. Please advise whether the organization has any vendor preference for servers, workstations, storage systems, and/or network hardware. A. Cisco Q. Please advise whether there is any requirement for integrated paging and, if so, what is the connectivity to the paging service or encoder. A. Not required Q. Please advise whether there is any equipment used for alerting fire companies of dispatches other than through the Motorola radio system and, if so, please provide the make and model is for the alerting system or encoder. Please advise whether there is any requirement to provide integration with any TTY/TDD equipment and, if so, please provide the manufacturer and model for the equipment as well as the number of positions that will use the TTY/TDD capability. On RFP page 9, Section 1.13 "General Purpose Requirements" states that"a complete response for each section and numbered condition of the Request for Proposal must be provided by Offeror." Please clarify the agency's expectation for responding to "each section." Are responses required specifically for Articles VI (Questionnaire) through XIII (Pricing), with any exceptions to other sections addressed in the designated Exceptions Addendum? A. Yes, to ensure you understand read all that is being required in the RFP. Q. On RFP page 35, question 17 of Section 6.01 asks for three (3) project references. 11

13 Does the UG desire agency references that use the product as outlined in Section 6.02 {RFP page 35)? Or does the UG prefer references who can speak to the process of implementation for similar projects- whether or not their system is yet live? A. On Section They must be similar in scope, but they do not have to be live. Q. During the pre-bidder conference, it was understood that vendors should provide specifications for hard ware and not pricing. However, in Section (RFP page 105), the UG states "Please provide any expected hardware costs." Please clarify whether vendors must simply provide hardware specifications A. Hardware Specifications only please. Q. Regarding Section 6.03 (b) "Servers" (RFP page 36), will the UG please provide details on the total number of system users, as well total users at Agencies included in this project (i.e., Kansas City PD, Wyandotte County Sheriff, Bonner Springs PD, etc.)? Specifically, please include the following: Number of sworn officers Number of full-time employees Total number of concurrent users A. Sworn Officers 386 (342 Patrol and Command) 44 (Detectives) Q. Regarding Section 6.03 (c) "Workstations" (RFP page 37), will the UG please provide details on the number of non-dispatch workstations involved? Also, please provide the number of dispatch workstations that are a part of this proposal A. 20 Dispatch Workstations, Q. Regarding Section 6.03 (e) "Tablets" (RFP page 37), will the UG please define the expected or desired tablet functionality at each agency? A. Field Reporting, Access to NCIC/DOR, Wants/Warrants, etc Q. Regarding Section 6.05 "Licensing" (RFP page 38), will the UG please provide the total number of Fire Stations that will be utilizing C\TFIRS reporting as part of this project? A. 18 Fire Stations Included Fire HQ Q. On RFP page 43, Section 7.02 "Integration" references the need to integrate with several aspects of 12

14 the system, including Jail. What vendor currently provides the UG's Jail software? Also, would the UG consider a fully-integrated ]all solution provided by proposing vendors? A. BlueHorse www. Bluehorse.com This same question applies to the specification listed under Section 7.02 (G) on RFP page 51: "Does the proposed solution provide an interface to jail systems to obtain alert information if a person is currently in jail?" Q. On RFP page 43, Section 7.02 (b) "Crisis Intervention" asks whether the proposed system can interface with Mental Health facilities. Please provide the current vendor of this system and clarify the expectations for this interface. A. There is no current vendor for this system. The KCKPD wants to track information that will alert a responder of possible mental health/ or drug abuse histories. Q. Regarding section 7.02 (g) "Wants and Alerts," item 1, will the UG please specify the system to which this interface is referring? A. REJIS for Local Wants/ALERTS - (Don Kayser ,dkayser@remis.org), KCJIS for State/DOR/NCIC (Don Cathey , dcathey@khp.ks.gov) Q. Regarding section 7.02 (j) "Personnel," please provide specific information regarding the KBE!viS requirements A. KBEMS should have been KSBEMS (Kansas Board of Emergency Medical Service Q. Will participating UG agencies be utilizing UCR or IBR? If all agencies within the L'G are not utilizing the same form of reporting, please list which agencies are using what form. A. UCR. We will still need to submit to KIBRS however Q. On RFP page 85, Section "Traffic" asks if the vendor can "send or receive data to and from a third party Court System via API?" Please explain the UG's expectations for this interface and provide the name of the current Court System vendor. A. REJIS IMDS (Don Kayser ,dkayser@remis.org) Q. On RFP page 86, Section "Traffic" asks, "Does the proposed solution have the ability to interface with the Kansas Highway Patrol?" Will the UG please define the desired functionality of this interface further? A. Real time statistical information regarding accidents/fatalities etc 13

Regarding Article XIII "Pricing," please define how the UG wou1d like the pricing detailed (e.g., base price for Kansas City PD, Wyandotte County Sheriff, Kansas City Fire with optional pricing for Bonner Springs and other agencies that will be added to the system). Also, please provide a list of all agencies that will be participating in this project. A. Base price for KCKPD, KCKFD and Wyco Sheriff with optional pricing for BSPD/FD, Edwardsville PD/FDKCKPD. List of Agencies - KCKFD, Wyco Sheriff, BSPD/FD, Edwardsville PD/FD, KCKCC PD. Q. If we are to reply to every numbered section of the RFP and have to answer the questions in Article VI Questionnaire thru XIII Pricing, and the Forms may we please have a WORD copy so we can input our responses? Or are you looking for the responses to be in a separate document?? A. Word Copy was already issued. Q. How Many CAD positions? A. CAD Positions 20 Q. Mow Many Mobile Units? A. 100 Q. Can you please clarify the mandatory requirements that must be met? I do not see a definition in the RFP. Are you referring to Page 115. Offeror Responsibilities & CAD/RMS/Mobile Solutions system Feature and Functionalities? A. The Correction facility was an error. Please disregard. Q. Please clarify the intent of the following. What about changes requested by the Unified Government that may come up during negotiations, after additional discussions regarding the scope? This seems to be in contradiction to Section 1.23 If the Unified Government of Wyandotte County elects to initiate contract negotiations, these negotiations cannot involve changes in the Unified Government of Wyandotte County requirements or the responding solution provider's proposal which would, by their nature, affect the basis of the source selection and the competition previously conducted A. No. There is currently no software used to track this information, however, we would like to have the ability to enter information for known people suffering from mental health issues/ drug abuse issues so that they can be identified in the future allowing the officer handle the situation accordingly. Q. Section 7.02 (c) Does the proposed solution allow users to create call back plans that include personnel with specified skills? Does the proposed solution provide an agency the ability to ensure responders are available by creating call back plans based on the following: Specified Agency Division Zone District Specialized Unit Shift Can you please describe the call back plan they are asking about? Are you looking for a function in CAD that would bring up the employee list and you could then select skills, zone etc. and from that list mark (n the list) if you called that person so everything is documented? A. CAD function that would create a list of units with special equipment/skills, etc location, as noted in the example. Additionally, the dispatcher would see the list of resources to notify, i.e. (In the case of a homicide, all personnel/ functions expected to be notified of a homicide (checklist) Q. Section 7.02 (i) Does the proposed solution allow users to configure workflow when workflow changes in a unit? Are you asking to be able to change the order of status changes for a unit. A. The ability to change the order in which work flows as ways of doing things change, and the ability to selfapprove reports based on credentials. Etc Q. I have reviewed the requirements of the RFP R24242 Computer Aided Dispatch Records Management System, and have a question: Will the County accept a proposal for Fire RMS only (as FDM is currently implementing for Orange County, CA, and for Anoka County, MN, with interfaces to CAD and other systems), or do we need to partner to provide a complete Fire and Police solution? A. It is the desire of the KCKPD and KCKFD to have a solution that is completely integrated. If a solutions provider partners with a 3 rd party company to accommodate the fire CAD/RMS requirements, this is acceptable as long as our customer service relationship is direct or singular with the solution provider and 17
