3 1.0 INTRODUCTION: Pakistan Nuclear Regulatory Authority intends to prequalify the manufacturers/suppliers of furniture items for furnishing its buildings located at Islamabad,Karachi,Multan,Kundian(Miawali),Quetta and Peshawar initially for 02(two) years. The required furniture items include all the furniture like Executive chairs, Officer Revolving Chairs, Staff Revolving Chairs,Visitor Chairs, Executive Table,Officer Table,Staff Table, Sofa set, File Cabinet, Center Table, Reception Desk, Side Racks, Library Racks, Creednza, Book rack/shelf, Single Bed Double bed, Dinning & Meeting Tables, Dinning Chairs, etc. 2.0 INSTRUCTIONS / GENERAL CONDITIONS: a) The firms who have valid security clearance from Strategic Plans Division may be given preference. b) Each page of the pre-qualification documents should be signed and submitted with the application. c) Incomplete or conditional applications will not be entertained. d) Any document/information/statement provided by the applicant if proved false, concocted or incorrect during or after the pre-qualification process or even after the tendering process will result into disqualification of the applicant. e) The Authority may, at its discretion, verify the documents provided, take feedback from the clients, physically inspect the projects undertaken / executed by the applicant and/or interview the technical staff in order to ascertain the capability of the applicant. f) The Authority may, at its discretion, ask any or all the applicants for some clarification or additional documents, if required. g) The Authority may ask any or all the applicants to give presentations to the Authority about their technical, professional, financial, skilled-manpower and / or managerial capabilities in order to make a determination of their eligibility/ competence. h) On the basis of information received from applicants, and after ascertaining the capability of the firm through feedback/presentation etc, the Authority will pre-qualify and finalize a short list of Furniture supplier/manufacturer who will be invited to submit their technical and/or financial proposals. i) Time is of the essence of the project. Firms must have the resources and capability to complete the project within the limited/narrow time frame. j) Applicants may request any clarification about the project from Sr. Administrative Officer Procurement either in person or on telephone No k) The Competent Authority reserves the right to cancel the process of pre-qualification and reject all the applications at any time/stage without assigning any reason. l) Samples of Office and home furniture may be checked at the showroom or at the premesis of past supplies may be checked by the authority to ascertain the quality and workmenship. m) Only those applications which reach our office on or before the closing date/time notified in Prequalification Notice published in the press will be processed. 3.0 BASIC REQUIREMENTS FOR PRE-QUALIFICATION: Firms with previous experience only may apply for pre-qualification giving the following details:- a) List and Bio-data of full time technical staff. b) Status of enlistment with Government Organizations and other agencies, if any. c) List of projects of similar nature executed / handled in the last five years along with the completion cost duly supported with documentary evidence. d) List of projects of similar nature in hand indicating name of clients and scope of work duly supported with documentary evidence. e) Details of the execution equipment, plant, machinery and tools required to carry out the works. f) Income tax tax & Sales tax registration certificate. g) Income tax returns for the last three years. 2

4 h) Active Tax payer list status for both NTN an STRN. i) Proof of the financial capability of the firm to annually sustain at least up to ten (10) Million Rupees level of work in Pakistan over last three (3) year s period. j) Bank statement for the last three years. k) The location of Factory/Manufacturing facility with complete address must be provided. l) The firems must have showroom facility (preferably in Major cities) and its locations with complet address may be provided. m) Affidavit on Stamp paper regarding non-involvement in any arbitration/litigation with any government agency/department and that the firm has never been blacklisted. n) Availibilty of showroom in Major cities of Pakistan including Rawalpindi/Islamabad will be an asset. o) Any other document or information which is considered necessary for pre-qualification. 4.0 EVALUATION / QUALIFICATION CRITERIA Pre-qualification will be based on the following criteria as demonstrated by the Applicant s responses in the Annexures attached to this document and the documents submitted along with the application. Equipment Capabilities including manufacturing facility, skilled workers, knowledge of techniques, import of 35 % specialized items, Showroom etc. Total 100 % Note: The applicant must secure at least 50% score in each category and must secure atleast 70% accumulative score. The further detailed criteria for each category developed is given under the each head as follows: General Experience Credit Marks for experience shall be awarded on the basis of following qualifications: Sr.No. Description Maximum Points i) Office projects of 5.0 M or above completed in past 10 5 years ii) Office projects in hand. 8 iii) Projects of general furnishing/furniture supply of Rs Million and above completed over last 5 years. iv) Projects of general furnishing/furniture supply of Rs 7 10 Million and above in hand. No compromise shall be made on minimum requirements of 50% score in each category The Authority reserves the right to waive minor deviations, if these do not materially affect the capability of an applicant to perform the contract. 4
