SECURITY Nyala: (based on reports of banditry, heightened tensions and security: December 2004): NO GO Areas - Nyala-Kass-(agencies advised to proceed in convoys during early morning hours), Kass-Zalingi (No Go on Thursday and Monday market days), Bilal-Bashym-Taisha (NGOs being withdrawn with request for return being rejected by HAC), Nyala-Duma, Duma El Fasher, Nyala-Ed Daein, Nyala-Sanam-El Naga-Gerieda, Nyala-Mahajaria, and Maria-Sanya-Fundoo (NGOs were being with drawn). GO Areas: Nyala- Maria, and Nyala Mukjar were the only accessible areas this reporting period. El Geneina: NO GO Areas: - Jebel Moon (north) and Morne-Zallengi route (south-east). 2 STATISTICAL REPRESENTATION OF NON-FOOD-ITEM FLIGHTS UNJLC El Fasher: No security problems as of this report. 2. AIR OPERATIONS The WFP HAS IL 76 Iluyshin (dedicated food aircraft) was granted clearance to fly and delivered NFI to El Fasher and Nyala comprising two rotations, delivering 40.5 MT that included 10 vehicles and 11 MT of workshop tools for El Fasher. An additional flight of 12 MT is scheduled for 6 January. 2 Ilushin 76 s and 1 C-130 are grounded in El Obeid pending SCAA s disposition on the 20 year rule. Another C-130 aircraft arrived in Khartoum 3 January 2005 and is also under SCAA consideration. Second request for the 20 year rule waiver have been submitted by WFP. Current in country assets comprise the following: 3 Ilyushin 76 aircraft (2 in El Obeid and 1 Khartoum) and 1 Antonov 12 (Khartoum). Existing passenger fleet comprise 3 Beachcraft 1900s (19 seats capacity), 1 Beachcraft 200, 3 Cessna Caravans and 1 DHC-8 (36 seats). 2 helicopters are based in Nyala and 1 in El Fasher. Field Locations Nyala: Helicopter Operations: 2 aircraft are operational however fuel is limited. Incoming Int l Cargo Flights: One rolls plastic sheeting 26 Dec 04. Airfield Status: Apron extension work continues. Jet A-1 Fuel Status: 90 drums 35 drums required as minimum stock. 5 3. ROAD TRANSPORT AND ACCESS WFP trucks resumed food delivery to the Darfurs after a temporary suspension due to insecurity in Kordofan last week. Nyala: Second draft of the Road Rehabilitation study has been temporarily delayed pending additional input by agencies in the Wadi Salih area and will be forwarded once completed. There has been little train movement during the past week El Geneina Budget approval Acted s Road Rehabilitation Plan is pending approval Plans in Progess: Proposal cold chain reefer container at Care warehouse A needs assessment for light vehicle workshop for UN agencies and international organizations. Supply route assessment Chad-El Geneina-Adre-Abeche-N Djamena. El Fasher The road to Tawilla is declared open again after a one day visit by Oxfam to the area. The results of this visit will be discussed further on 6 January. 4. COMMON NFI PIPELINE Unicef reports that Saudi Arabia funding has not yet been received however procurement of 174,500 blankets has commenced against DFID donations. Expected arrival date will be communicated in due course. Nyala : UNJLC expects to receive 19,000 Blankets and 100 MT of soap from El Obeid within the next two weeks. Unicef will deliver 30,000 Buckets with lids to the CARE s warehouse during the coming week and signed a contract for delivery of an additional 300,000 buckets, however, clarification by UNJLC is being sought on whether UNICEF is able to had discontinued bucket and lid production in lieu of jerry can production. OCHA and JLC stressed the importance of information feedback from implementing partners which have recently impacted coordination effectiveness. Page 5 of 7

6 El Geneina: Week 53 NFI meeting was not attended by international organizations except Oxfam. OCHA raised concern of the gaps and overlap occurring in NFI distributions and urged aid partners to improve the coordination process. 5. OTHER UNJLC s intervention in promoting appropriate and efficient fuel and energy technology options during the third quarter of 2004 have resulted in an accelerated launch of Trainer of Trainer (TOT) sessions in all three Darfur States mainly during the closing weeks of 2004 under taken by FAO and ITDG. This was further bolstered by individual NGO initiatives (GAA, World Vision International, Islamic Relief World Wide) with many more NGO s and UN agencies expected to follow suite. USAID have pledged to support this and other fuel and energy related projects in the immediate future and will spearhead an inter-agency fuel and energy resources and technology think tank consortium to explore a range of alternative energy possibilities of which UNJLC has been requested to participate in in the near future. The long term problem of program ownership of the fuel efficient stove project has been resolved in El Geneina. UNHCR and UNICEF will integrate the TOT and stove manufacture methodology into their protection and school feeding programs respectively. ABOUT UNJLC UNJLC is an inter-agency facility reporting, in the current emergency, to the Humanitarian Coordinator for Sudan, and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimize the logistics capabilities of humanitarian organizations in large-scale emergencies. UNJLC operates under the custodianship of WFP who are responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary Page 6 of 7
