Importation and Distribution of Products The bigger share of Bunker fuel in Port Louis is imported by the State Trading Corporation (STC), a government owned organisation. The STC sells the imported bunker fuel to local re-sellers such as IOML, VEML, TOTAL and EN- GEN on a quota basis. Product over and above the allocated quota by the STC is liberalised and hence can be imported by the various suppliers from an independent source. Origin of Product Currently STC imports Bunker Fuel from Mangalore Refinery and Petrochemicals Limited (MRPL) in India. Source of products imported outside and above of established quota from varied source. Product Quality / Standard A certificate of Quality Control is emitted by the seller (i.e. MRPL) for each and every bunker fuel cargo that is imported to Mauritius. 7 Important Facts & Regulations Deliveries are carried out all around the clock (24/24) by all suppliers. All deliveries MUST be done within set limits (i.e 2 nautical miles max from the fair way buoy). * *Exceptional derogation may be applied for bunkering at Off Port Limit for vessels with a 15m draft or greater for safety reasons. This decision is at the discretion of the Port Master. Port tariffs still applicable. Pilot & tug assistance compulsory within the inner harbour for all vessels above 100 GRT. Mooring buoys within the inner harbour (maximum vessel draft 11,0 metres). Outer Anchorage (between 17 and 70 metres water depth), but still within official Port Limits. Useful Outer Anchorage Positions for bunkering operations: S E, S E A pipeline due is levied whether bunkering is done at berth or at anchorage. USD 1.15 multiplied by tonnage lifted. 8 Discounted Port Tariffs Special port tariffs for bunker operations are offered by the Mauritius Ports Authority. Port Dues and Anchorage dues are at half tariff for a period not exceeding 48hrs. Bunkering at Anchorage Applicable Dues: Port Dues (GRT divided by 100 and multiplied by USD 4.50) divided by 2 for half tariff applicable per day for the first 2 days Normal tariff applicable on the 3rd day Anchorage dues (GRT divided by 100 and multiplied by USD 5.00) divided by 2 for half tariff applicable per day for the first 2 days Normal tariff applicable on the 3rd day Bunkering at Berth Applicable Dues for vessel coming at berth for bunkering purposes only: Port Dues (GRT divided by 100 and multiplied by USD 4.50) divided by 2 for half tariff applicable per day for the first 2 days Normal tariff applicable on the 3rd day. Dockage dues (GRT divided by 100 and multiplied by USD 5.00) divided by 2 for half tariff applicable per day for the first 2 days Normal tariff applicable on the 3rd day. 9 Bunker Samples Disposal of lubricants or fuel Samples can be analysed locally or despatched (Any airline) Despatch: Master should ensure that: A copy of the MSDS and sample bottle is duly handed to our boarding officer. Ensure that handed sample bottle is perfectly sealed and as per recommended industry standards. We use DHL service for all bunker sample despatch.
