7 WHAT WE ARE NOT VRE is a commuter railroad operating in an environment regulated by the Federal Railroad Administration (FRA) VRE is not rail transit Not heavy rail transit (like WMATA Metrorail) Not light rail transit or streetcar Most definitely not bus rapid transit 7

8 HOW WE WORK VRE works through strategic partnerships A VRE project could be led by: Virginia Department of Rail & Public Transportation DC Department of Transportation Any host railroad A jurisdiction or private developer 8

9 HOW WE ARE FUNDED VRE is a grant funded agency VRE projects can be funded in whole or in part from: Federal agencies Federal Transit Administration (FTA) Federal Highway Administration (FHwA) State agencies Virginia Department of Rail & Public Transportation Virginia Department of Transportation Regional agencies Northern Virginia Transportation Authority Funding affects reporting and other contract requirements 9

10 HOW WE CONTRACT VRE solicits contracts in accordance with the Virginia Public Procurement Act Solicitation mechanisms On-call Contracts General Engineering Consultant for CM, engineering, and repairs (Year 3 of 5) General Planning Consultant for planning and development (Year 2 of 5) Request for Proposals (RFPs) For CM and larger development or final design projects Invitation for Bids (IFBs) Construction 10

14 MIDDAY STORAGE VRE has temporarily used Ivy City Coach Yard since 1992 Insufficient for today Could go to zero by 2022 Washington Terminal Yard Master Plan reconfiguration Current VRE storage area needed for new Amtrak High Speed trainsets Amtrak Hecht Yard site along New York Avenue NW suggested for VRE storage 14
