2 Yearbook of World Electronics Data Volume /2013 Introduction This report is part of RER s emarketforecasts.com database which brings together market and production data on 53 countries globally. In addition to published reports, including the industry benchmark series the Yearbook of World Electronics Data, information can be provided on individual countries or tailored to meet customers specific requirements. The database is also unique in providing historical data back to 1995 and for selected countries to Volume 3 Growth within the global electronics industry started to gain momentum in the later part of 2013 a trend which will continue in 2014 and then accelerate in the period to 2017, with stronger growth in the emerging markets. Growth is being driven by the improved outlook for the global economy although downside risks still remain, in particular from geopolitical events globally including the Ukraine and the Middle East. China is the largest producer of electronic products accounting for over a third of global production in 2013 and as such events in the country dominate the electronics industry. In 2013, electronic output increased by 5% to US$613 billion down from growth of 6% a year earlier, and is forecast to pick-up slightly in 2014 to 5.5%. Over the longer-term growth in the Chinese electronics industry is expected to slow as the industry matures. Rising labour costs, due in part to stricter labour regulations will also contribute to potentially slower growth over the coming years. To offset rising costs companies have relocated some production to rural areas. Other factors which will have an impact on electronics output over the medium term include increased competition from other countries as a base for low-cost manufacturing, the move by foreign companies to reduce its reliance on China and the move to re-shore production back to Western Europe and the US. Though China dominates electronics production in Asia and globally, other Asian countries have established significant electronics industries, with South Korea, Taiwan, Malaysia and Singapore all playing an important role within the global market. Figure 2.1 Asian Electronics Production 2013 Since 2000 there has been a major structural change in the global electronics industry with companies lowering costs by relocating volume manufacturing from high-cost to low-cost locations. As shown below, the Asia-Pacific (and China in particular) has been the main beneficiary, but also Central and Eastern Europe, Mexico and Brazil have also benefited from significant inward investment. 2

3 In 1995 production in high-cost locations* accounted for 75% of electronics output. By 2000 this figure had already fallen to 67% and in 2013 it is estimated that 33% of electronics production will be in high cost locations. Between 1995 and 2013 Asia Pacific s share of global electronics production has increased from 20% to 57%. More importantly during this period China s share of global electronics production has increased from 3% to 35% and transformed the structure of the global electronics industry. 17 4.3 Mexico Economic Outlook Mexico s economy remains subdued with GDP growing by only 0.3% sequentially in the first quarter of 2014 and followed growth of only 1.3% for 2013 as a whole. Growth in the second half of 2014 could benefit from a stronger outlook for the US although the current outlook for GDP to rise by 2.4% in 2014 will depend on private consumption and public spending compensating for weak investment. In the longer-term the successful implementation of the government s structural reform agenda could boost growth by 1-2 percentage points. Inflation declined to 3.5% in April 2014 and on track to the 3% target. Lower inflation should enable the Bank de Mexico (BANXICO) to concentrate monetary policy on supporting growth. Restrained increase in real wages and ample spare capacity will prevent domestic demand from exerting significant pressure on prices and help keep inflation within BANXICO s 2.4% target range over the forecast period. Mexico is highly dependent on exports to the US, which accounts for almost a quarter of the country s GDP. As a result the Mexican economy is strongly linked to the US business cycle. Mexico s Leading Economic Indicators Actual Forecast % Increase Growth of GDP Source: EIU Mexico GDP Growth Electronics Industry Structure Overview The electronic industry in Mexico is made up of more than 700 manufacturing companies, with over 300,000 people employed. The industry is located mainly in the Mexican states of 17

18 Aguascalientes, Baja California, Chihuahua, Coahuila, Estado de Mexico, Jalisco, Nuevo Leon, Queretaro and Tamaulipas. An important proportion of electronics production in Mexico is carried out through the Maquiladora programme. The term Maquiladora refers to an assembly plant operating in Mexico territory under special customs treatment and liberal foreign investment regulations. Maquiladoras import into Mexico, duty free, machinery, equipment, parts, raw materials and other components. Finished or semi-finished products are exported back to their country of origin or to a third country. There are now around 4,000 Maquiladora plants employing some one million people, representing more than 30% of total employment in the Mexican manufacturing sector. Whilst most plants are clustered along the border the number in the interior has increased a trend which is expected to continue as new plants are built in Yucatan, Jalisco and Quintana Roo. Around a third of the Maquiladora plants are engaged in electrical and electronic production. However, since the implementation of NAFTA s Article 303 Mexican Maquiladora must develop sufficient controls and procedures for managing the origin and valuations of all its materials, components, machinery and equipment. Most Maquiladoras are foreign owned, principally by companies from the US but also from South Korea, Japan, Taiwan, Hong Kong, Sweden, France and Canada. Electronics output rebounded following the global downturn in 2009 with output increasing by 15% in 2010 but then slowed with modest growth of 2.1% in 2011 and by only 0.5% in Declining demand for PCs and LCD TVs in the important US market contributed to a 1.6% fall in output in 2013, although this is expected to recover in 2014 with growth of 4.2%. Growth in Mexican Electronics Production Sector Analysis Computers, peripherals and parts accounted for 34% of production in After double-digit growth in 2012 output declined by 4.2% in 2013 on the back of weaker exports, in particular to the US. Production should recover in 2014 in-line with an improved market outlook. In terms of volume manufacturing the Chinese company Lenovo, the world s largest PC supplier, and Foxconn the world s largest electronic manufacturing services provider have a manufacturing presence in the country. Local companies competing in the computer segment include Lanix, Mexico s largest domestically owned electronics company. In addition to computers Lanix has diversified into LCD TVs and mobile phones. 18

19 Mexican Electronics Production by Sector 2013 The production of TVs in the country peaked in 2008 at 36 million and although output recovered following the global downturn in 2009 output declined year-on-year between 2011 and 2013 to reach an estimated 31.5 million. Declining demand in the US was a major contributing factor in both 2012 and 2013 but with the market set to recover combined with stronger sales both domestically and in other key export market production is forecast to increase to 32.6 million in The Japanese company Funai Electric has a consignment plant in Mexico City while Foxconn has a manufacturing presence following the purchase of Sony s manufacturing operations. 20 Reflecting the sharp decline in demand the production of DVD players and recorders has fallen sharply declining from an estimated 1.9 million in 2012 to a forecasted 1.3 million in Output for radio communications equipment accounted for 14% of production in 2013, output increasing by 10.8% on the back of a recovery in the export of mobile phones and the rising demand for smartphones. The decline in output in the prior two years was in part due to the decision by Nokia to close its handset manufacturing operations in the country and move production to Asia. Samsung, the world s leading mobile phone manufacturer and the major electronics manufacturing service providers still have a presence in the country. Output of telecommunications equipment peaked in 2000 at US$2.8 billion but after remaining stable in 2012 increased by 4.8% in 2013 on the back of stronger exports. Production in the industrial segment control and instrumentation, medical and industrial is expected to benefit from the move by US manufacturers to relocate some production to the country to take advantage of lower costs. In 2013, output for the industrial segment increased by 4.2% and this is forecast to accelerate to 5.2% in Mexico relies on imports of electronic components with the majority imported from US suppliers although an increasing proportion are being sourced globally, in particular, in the semiconductor sector which is increasingly shifting in origin from the US to Japan, Taiwan, Malaysia, South Korea and Singapore. Outlook Developments in the Mexican electronics industry will continue to be influenced by the US, the country s main trading partner but also from growth in the domestic market. Production will remain focused on the 3C segment of computing, consumer (TVs) and communications (mobile phones) although it is expected that industrial will increase its overall share of production it will remain under 10% of the total over the period to
