3 1. Objectives: The main objective of this HSEEQ Manual is to better communicate to all employees, Enova organization and operation principles. It describes the general provisions taken to carry out our activities within the policy: the organization, the compliance with the contracts requirements and regulations, according to the standards ISO 9001 (Quality), ISO (Environment), OHSAS 18001(Health and Safety) and ISO 50001(Energy Management) 2. Definitions and abbreviations: a. Definitions: We present below some definitions related to our activities which are important to understand in our HSEEQ System. b. 4 ENOVA Presentation: a. Enova: Enova is a joint venture created in 2002 between Majid Al Futtaim Ventures and Veolia. overy; energy b. Majid Al Futtaim owns and operates 17 shopping malls, 11 hotels and three mixed-use communities in MENA, with further developments underway in the region. This includes Mall of the Emirates, City Centre malls, and also 4 community malls which are in joint venture with the Government of Sharjah. It holds exclusive rights to the Carrefour franchise in 19 markets across MENA and Central Asia, operating a portfolio of over 50 hypermarkets and over 50 supermarkets in 12 countries. Majid Al Futtaim operates 92 VOX Cinemas screens and 17 Magic Planets across the region in addition to iconic leisure and entertainment facilities such as Ski Dubai and ifly Dubai among others. Majid Al Futtaim is parent to the consumer finance company issuing 'Najm' credit cards, a fashion retail business and a healthcare business. In addition, it also has a joint venture operation with Enova and has recently expanded into food & beverage in partnership with Gourmet Gulf. In 2013, the group Veolia supplied 94 million people with drinking water and 62 million people with wastewater service, produced 54 million megawatt hours of energy and converted 38 million metric tons of waste into new materials and energy. 7 4. Scope of the system: The Scope of the HSEEQ System is the provision of a Building Energy Services (BES) within Enova. The services included provision of: Operations & Maintenance (electrical, mechanical, plumbing, and civil works): Facility Management Reactive and preventive maintenance covering HVAC, BMS, Electrical Systems & Network, Civil Works Management of specialized subcontractors Asset Management Energy Management*: Demand Side Management Energy Monitoring & Optimization Energy Audit Consultancy Condition Audit Commissioning Operations & Maintenance Strategy Soft services: Outsourcing of non-core services from customers to Enova Management of soft services * The standard is deployed for Enova head office and for facilities where energy management is included in the contractual requirements 5. Specialized and Soft Services: Enova is management the following specialized technical and soft services: Cleaning Security Pest control Landscaping Vertical transport (elevator and lifts) Grease irradiation Fire systems CCTV, monitoring systems BMS 6. HSEEQ policy: Health, Health Safety, Safety Environment, Environment Energy Energy and and Quality (HSEEQ) Policy ENOVA is committed to achieving, maintaining and continually improve Health & Safety, Environment, Energy Efficiency and Quality standards and systems in all aspects of its activities: building energy services, multi-technical and civil works services, energy & facilities management services, and consultancy. Enova will do this with integrity in a responsible and sustainable manner. ENOVA put in place work system in order to protect the health and safety of our employees, customers, partners and the public, while at the same time, minimizing our impact on environment and improve the efficiency of the installations we manage achieving customer satisfaction by providing them the Best in Class quality service. In order to support this policy Enova will: Develop, implement, maintain and improve a HSEEQ system Comply with local and international regulations Comply with corporate (MAF Ventures and Veolia Energy Middle East), customer and contractual requirements Prevent pollution, injury and ill health Reduce work place risks by promoting awareness, training and implementing good practices Improve energy efficiency and reduce Energy consumption (electricity, chilled water, water...) Set objectives and review the performance in order to obtain excellence Report and analyse all accidents, incidents and non conformities in order to prevent their reoccurrence Conduct audit in order to follow the efficacy and the continual improvement of the system In order to achieve these objectives, ENOVA will allocate sufficient resources to enable all employees and partners to: Develop or comply with this HSEEQ system Have all necessary information available Respect regulation and customer requirements Accept responsibility for protecting themselves, fellow employees, contractors, visitors and public who may be affected by activities Contribute to achievement of our objectives Actively participate in all accident, incident and non-conformity investigation and deployment of corrective actions Propose opportunities for improvement of performance. When applicable support the selection of equipment These objectives will allow us to maintain our ISO 9001, ISO 14001, OHSAS and ISO certifications. Structure of the HSEEQ system: The graph below outlines how we implement HSEEQ in order to achieve our objectives 1: HSEEQ Policy 2 Management review 3 Scheduling Continuous improvement 5: Monitoring and correctives actions 4 Implementation 1. Enova has established an effective management structure (See Section 4) in order to implement its policy which is communicated throughout the company and is reviewed for suitability at the Management Review Meeting. 2. Enova carries out reviews in order to assess the effectiveness of the HSEEQ system and performance against the agreed. Change in the policy or organization, correctives actions (coming from audit, controls, assessments ) and new objectives are part of the things defined during that review 3. Enova provides adequate resources and trains their staff in the necessary processes and with the appropriate skills to achieve these objectives 4. Enova identifies and formalizes and implements all documents or actions required to achieve these HSEEQ objectives. 5. Enova monitors these processes using audits and other methods in order to ensure compliance with and to improve the HSEEQ system. 11 The processes of Enova system are divided in three main categories: The processes describing the general management of the activities are classified under the management processes heading. They include activities preparatory to determining objectives and policies and those necessary to their deployment. The processes describing activities relating to functional fields supplying the means and resources necessary to the smooth operation of the company are classified under the support processes heading. The operational processes related on the one hand to sales and on the other to contracts (performance of field operations and delivery of services) are classified under the Execution processes heading Those categories are divided in 21 general processes, which cover all Enova activities, and in 49 detailed processes which describe the principles and general rules governing Enova operations. Documentation system and references to documents required by the standard s: Enova HSEEQ System has been established to meet the requirements of the international Standard ISO 9001, ISO 14001, OHSAS and ISO 50001* The HSEEQ system includes documents specified by the standard and additional documents that are required for business consistency and clarity. This HSEEQ system has been constructed by following the corporate procedure and the legal requirements around core business activities and may be supported by local Work Instruction where appropriate. Work Instructions are not included in the body of the HSEEQ system, and are produced, authorized and controlled locally. Clients may require that Enova adopt their processes, procedures and practices. In Such cases the clients systems will supersede Enova s System as appropriate HSEEQ system documentation Structure Manual / MAP Processes Procedures Other applicable documents Records Built in order to comply to: ISO 9001, 14001, 50001*, OHSAS 18001, policy, group, legal, customer or all applicable requirements As required by the standards, the following processes had been created in the system: -S1 for Accidents, incidents and Non conformity management -M1 for preventives and correctives actions management -M2 for document and record management -M11 for audit management * The standard is deployed for Enova head office and for the facilities where energy management is included in the contractual requirements File Name : HSEEQ Manual V-14 Page 12 of 16
