1 REQUEST FOR INFORMATION FOR ESTABLISHING OVERHAUL FACILITIES FOR STRELLA-10M WEAPON SYSTEM AT 510 ARMY BASE WORKSHOP, MERRUT CANTT, UTTAR PRADESH, INDIA Introduction 1. Indian Army intends to establish overhaul facilities for Strella-10M weapon system at 510 Army Base Workshop, Merrut Cantt, India. Government of India invites response from Original Equipment Manufacturer (OEM) or Authorised vendors only. 2. 2 Broad Approach to Complete Overhaul 3. The weapons and subjected to Base Overhaul will be restored to their full functionality as they were at the time of procurement. Base overhaul involves major replacement/ repair/ reclamation effort for each system/ sub system/ major unit assemblies/ component. While certain major unit assemblies are replaced with new ones, other assemblies are either repaired or reclaimed. 4. The facilities will be established by the vendor at 510 ABW and thereafter one set each of would be overhauled by vendor specialists in India and tested. Second set of would be overhauled jointly by Indian and vendor specialists. Third set of would be overhauled by Indian specialists under supervision of vendor specialists. Thereafter balance would be overhauled at 510 ABW. No trials/ establishment of test bed is envisaged for the overhaul of the. Utilization of Existing Facilities 5. Infrastructure and common facilities existing at 510 Army Base Workshop from earlier projects of Schilka and Kvadrat weapon system are to be utilized for the overhaul of Strella-10M to the extent possible. The vendor is to supply only peculiar and specific requirements pertaining to Strella-10M. Information Required 6. The following information is invited from capable vendors:- (a) Is the vendor capable to undertake overhaul of Strella-10M in India? Vendor to submit company profile and previous experience if any. (b) What is the expertise/ domain knowledge available with the vendor in undertaking overhaul of these Army Air Defence weapon systems with regard to each system/ subsystem? (c) Is the vendor ready to collaborate with Army Base Workshops in undertaking overhaul? (d) Is the vendor proposing to undertake the overhaul in collaboration with a foreign/indian vendor? If yes, details of such collaboration and capability of foreign/indian vendor? (e) What is the proposed methodology for undertaking overhaul by the vendor? Also indicate proposed phases of implementation and time plan? (f) What is the proposed timeline and delivery schedule for establishing the overhaul facilities?

3 (g) Would the vendor be able to abide by the delivery schedule mentioned as per appendix attached? (h) What is the vendor s plan on warranty repairs and customer support after overhaul of Strella-10M? (j) Are there any IPR violation issues if the vendor undertakes the proposed overhaul? 7.
