HAY EDUCATION: 1996 University of New Haven Engineering Sciences 1979 University of Maine at Orono Engineering Sciences Waste Management Nuclear Project Management Training course, Managing Risks in Projects, Dr. Jas Devgun MILITARY EXPERIENCE: United States Navy Naval Nuclear Power Program, Electricians Mate 1 st Class (SS), USS Michigan SSBN 727 (Blue) QUALIFICATIONS SUMMARY: Provides thirty-three years of nuclear experience that includes Naval Nuclear Power Program (submarine service), commercial BWR license plant operations, nuclear decommissioning and dry cask storage project management. Possess direct knowledge and experience with the three leading cask technologies (Transnuclear, NAC and Holtec) that includes licensing, engineering and field implementation activities. Successfully managed or assisted with numerous 10CFR Part 72 projects meeting and/or exceeding all customer goals and expectations. Project costs ranged from small ( $5MM) to large ( $45MM) in nature. Focused the last twelve years on various aspects of dry cask storage project management supporting integration of 10CFR Part 72 licensing requirements inside 10CFR Part 50 facilities. Successfully utilized the following software tools during the execution of my assigned duties: MS Projects, Primavera P3 & P6, GEH Open Plan, SAP, NAMS, Passport, Lotus Notes, PIMS, and standard MS Office Professional Bundle applications.

Our portfolio of services includes Used Fuel and Decommissioning project management, program & procedure revisions, canister welding, training, and associated field support activities. These services are specific to Transnuclear, NAC and Holtec technologies. Bernie's Team provides these services to both foreign and domestic markets. Senior Project Manager, 10CFR Part 72 SME (01/12 12/12) Exelon Nuclear, Limerick Generating Station (LGS) Dry Cask Storage (DCS) Sr. Program Manager Successfully managed Limerick Generating Station's (LGS) 2012 Spent Fuel Loading Campaign (SFLC) and HSM-H Installation project. SFLC consisted of three 61BT canisters achieving all campaign milestones to include schedule, budget, progressive dose reduction, and injury free performance. The project team successfully installed 19 HSM-H storage modules with the assistance of HAKE Rigging Company on time and under budget. Both activities received numerous site and corporate accolades for best performance to date. Project and campaign preparations include program/project development, execution, communication, and closeout activities. Served as primary point of contact (POC) between the projects, site and corporate management personnel.

Field Professional, Dry Fuel Storage SME Florida Power & Light Turkey Point Nuclear Plant (PTN) ISFSI Project Coordinator/Management Oversight Successfully developed PTNs ISFSI program and procedures to supported the initial loading of 18 Transnuclear (TN) NUMHOMS 32PTH systems. Assisted or performed the following project related activities: cask loading delivery preparations, dry run demonstrations, supervised canister fuel loading and pre-staging activities as the PTN Fuel Handling Supervisor, assisted PTN site personnel in the performance of 10CFR 50.59/72.48 screens; and conducted site specific ISFSI training for various departments. Progress Energy (PE) Brunswick Nuclear Plant (BNP) DFS Program Implementation Lead/SME Assisted Progress Energy s Program Manager with developing a cost effective ISFSI program to support BNPs initial loading campaign utilizing TN NUHOMS 61BTH systems. Managed the development and finalization of BNPs 10CFR report and coordinated all ISFSI related assessments. FirstEnergy Nuclear Perry Nuclear Power Plant (PNPP) Sr. Consultant, Dry Fuel Storage Subject Matter Expert (SME) Responsible for oversight and assessment reviews of Holtec project deliverables. Developed Pool-to-Pad implementation strategies and assisted with initiating site ISFSI Change Management processes. 09/ /2008 GE-Hitachi Nuclear Services GEH Reactor Modification Services Dry Fuel Storage Services Program Manager Managed the successful development of a new product line service, Dry Fuel Storage Services (DFSS), on schedule and under budget using Six Sigma processes. Development activities consisted of canister welding and NDE programs encompassing Transnuclear, NAC and Holtec technologies; field delivery equipment procurement and functional testing. The team successfully developed a DFSS training program in accordance with INPOs Systematic Approach to Training (SAT) methodology. The DFSS Program Manager responsibilities included communicating product line information to GEH senior and executive management personnel. GNF/GEH Global Nuclear Energy Partnership (GNEP) Dry Fuel Storage (DFS) Subject Matter Expert (SME) Acted as DFS subject matter expert to various GEH focus groups and business components developing internal synergies to increase capabilities and broaden GEHs business offering. Authored a study, GEH Morris Facility Cask Handling Siting Study, for GEHs GNEP focus

4 group in response to DOEs Global Nuclear Energy Program Advanced Recycling Center (ARC) Conceptual Study request, resulting in additional DOE GNEP funding. 4 GEH Reactor Modification Services Project Manager/Engineer Managed or assisted with project preparation and implementation activities to include proposal development, staffing and scheduling, project support staff training, coordinating design and tooling support, budget forecasting and controls, project plans, travel and customer communications. Projects encompassed both foreign and domestic markets (e.g. Brunswick, Pilgrim, Nile Mile and Cofrentes Spain) and generally $5MM. 06/ /2004 Maine Yankee Atomic Power Station, Wiscasset ME Plant Decommissioning Project Management ISFSI Cask Operations Shift Supervisor (COSS) Successfully loaded 60 NAC Universal Multi-Purpose Storage (UMS) canisters with PWR used fuel assemblies and 4 Greater Than Class C nuclear waste canisters. Supervised all dry fuel storage shift activities to include compliance with NAC technical specifications and the coordination of support from various site departments. Ancillary duties consisted of procedure development, equipment configuration and startup testing, NRC and internal dry run demonstrations, staff training, and 10CFR 50.59/72.48 licensing reviews. 03/ /2001 Millstone Nuclear Power Station, Waterford CT Millstone Unit 1 (BWR) Operations Department Operations Department Shift Manager Progressed from non-licensed operator position through NRC licensing to the position of Operations Department Shift Manager (SM) before accepting a new opportunity outside the utility. Successfully managed all control room activities, control room personnel, and overall day-to-day plant operations in compliance with NRC and station regulations during my assigned shift. Ancillary duties include Station Emergency Response Organization (SERO) activation and management, daily station management communications, and 10CFR reviews as required. Unit 1 System Evaluation Re-categorization (SERT) Project Lead Successfully managed the abandonment of nonessential Unit 1 plant systems to support plant license termination. SERT duties involved scheduling, system removal work package reviews, department notifications, update and issuance of revised plant drawings; and overall coordination of the physical abandonment process resulting in administrative transfer of decommissioned systems to the Unit 1 Decommissioning Director. Additional duties and assignments included: Operations (OPS) Department Work Control Supervisor, OPS Scheduling Administrator, Work Order Backlog Reduction Team Co- Supervisor, Unit 1 Fix-it-Now (FIN) team, and Unit 1 Tagging Authority.
