3 0 Methodological Explanations Brief Description of the Survey With the statistical survey on gross investments we collect data on actual gross investments and payment for them from direct investors, i.e. companies, enterprises and organisations (business entities). The estimate of gross capital formation (gross investments, changes in stocks and valuables) is one of the items (besides final consumption and external trade balance) for the calculation of the gross domestic product according to the expenditure approach. The data are also used for monitoring of investments in structural business statistics. The mentioned survey provides data on: - technical structure of gross investments in new and existing fixed assets (own and acquired under finance leases) and divestments, - sources of financing for investments, - division of sources of financing of investment into paid and unpaid, - the value of the purchase and sale of land, - costs of transaction of land, - investments in new and existing fixed assets by activity purpose and municipalities. Legal Basis for the Survey - National Statistics Act (OJ RS, No. 45/1995 and No. 9/2001), - Annual Programme of Statistical Surveys for 2013 (OJ RS, No. 89/2012 and No. 259/2013), - European System of Accounts ESA 1995, ESA 2010, - Regulation (EC) No 2056/2002 of the European Parliament and of the Council amending Council Regulation (EC, Euratom) No 58/97 concerning structural business statistics, - Council Regulation (EC) No. 2223/96 and Regulation (EC) No. 295/2008. Observation Units Statistical observation units are business entities registered for performing their activities in the Republic of Slovenia. The main activity of the enterprise is the statistical activity defined in the Statistical Business Register for statistical purposes, and is in some cases different from the registered activity defined in the Business Register of Slovenia, kept by the Agency of the Republic of Slovenia for Public Legal Records and related Services. The statistical activity is determined for the major units which have different main activity based on existing statistical data than is registered main activity. Coverage The sampling frame for the statistical survey (INV-1 and INV-3) includes all business entities that have 20 or more employees and those businesses that have fewer than 20 employees, but their investments, according to the VAT (variable NAB_VRED_OPR_SRED), exceeded EUR 1 million. It has to be taken into account (which is a novelty in 2012) that the INV-1 no longer includes the government sector (S.13) and public companies which record the value of the institutional sector S.11001, S.12100, S.12201, S.12301, S and S They are included in the sample for INV-3. The sample for the INV-1 includes all business entities within the INV-1 frame (full coverage), so both the frame and the sample have 3,321 units. The frame and the sample for the INV-3 had the same number of business entities: 1,819. 3/10

4 Key Variables Key variables for observation unit size class 1 (sample with certainty at least 20 employees or at least EUR 1 million "NAB_VRED_OPR_SRED") are: investments and divestments in tangible fixed assets (TFA), investments and divestments in intangible assets (IA), sources of financing for investments in TFA and IA, investments in new and existing TFA and IA by location (municipality) and purpose. They are also shown by municipalities and statistical regions and by sources of financing. 5 Comparability 5.1 Comparability over Time Length of Comparable Time Series The gross investment survey has been conducted since 1967 (at that time with data for the reference year 1966). We can ensure the comparability of data from (and including) 1996 to 2007 shown by the old classification (SKD 2002). Since 2008 (in 2007 recalculations were carried out) the data have been collected according to NACE Rev. 2 (SKD 2008). 7/10

8 5.1.2 Breaks in Time Series Breaks in time series were subject to changes, mainly in 2000 with the introduction of the weighting of non-responses with a ratio estimator. In 2004, the threshold of the employees was raised from 10 to 20. Although the sampling method was changed in 2004, in comparison with 2003 still more than 87% of all units were observed. These units covered more than 95% of total gross investments. The coverage of investments for 2000 was similar, over 95%, compared to the previous year, and therefore backdated calculations were not made. From 2008 onward the data are published according to the new classification NACE Rev. 2 (SKD 2008). 5.2 Geographical Comparability Comparability with Other Members of the European Statistical System Data on investments are collected by SURS by means of a special annual survey, while other countries collect such data mainly within structural statistics (SBS). The variables of this survey serve as one of the sources of calculating the variables in the SBS (e.g. S Gross investments in tangible goods, etc.). 5.3 Seasonal Adjustment We do not use the methods of seasonal adjustment for the data of this survey. 6 Coherence 6.1 Coherence between Provisional and Final Data Coherence between Provisional and Final Data Preliminary data are not disseminated. INV: sample with certainty at least 20 employees or at least EUR 1 million "NAB_VRED_OPR_SRED"; TFA (new and existing): construction work and premises, machinery and equipment, transport equipment, biological assets. For non-response grossing through the ratio estimator was perfomed. SBS: structural business statistics covers market business entities (excluding non-market enterprises according to the Standard Classification of Institutional Sectors (SKIS), the General government sector (SKIS 13) and Non-profit institutions serving households (SKIS 15)) performing activities from B Mining and quarrying to N Administrative and support service activities (without K Financial and insurance activities) and S95 Repair of computers and personal and household goods of the Standard Classification of Activities 2008 (NACE Rev. 2). Gross investment in tangible fixed assets includes in addition to variables covered by the INV purchase of land and related transaction costs. In this survey the missing data are imputed from the value added tax (VAT) database. 9/10
