2 OVERVIEW The U.S. electricity system continues to go through tremendous change, driven by technological innovation, increased use of distributed energy resources (DER), and evolving customer needs and preferences. Pressures from solar, storage, electric vehicles (EVs), and home energy management (HEM) systems are pushing utilities to explore new rate designs and pricing options. Moving forward, rate-making will need to achieve multiple objectives including: Ensuring that costs are allocated equitably among rate classes Compensating customer-generated DER fairly, yet charging them properly for use of the grid Allowing utilities to recover revenue to offset system expenses tangentially associated with revenue recovery sources Sending appropriate price signals so that customers are motivated to act in ways that benefit themselves and the grid Enabling new revenue streams for utilities EUCI s 16th Annual Rate Design conference brings together perspectives around customer engagement, increased renewables, and alternative revenue streams in a way that best illustrates their possible interactions and positive impacts. Technological advancements are transforming the energy grid, but electricity rate-setting what and how utilities and regulators charge customers for electric service has evolved less quickly. Smarter engagement with customers, however, may hold the key for utilities contemplating innovations in rate design. Utility companies can navigate changes in rate design more efficiently by engaging with customers. This session investigates the importance of understanding how customers view different rate and pricing options as utilities refine or create new rate and pricing structures. Attendees will learn about evolving customer perspectives and their willingness to accept different rate design and pricing options. Session Speakers: Smart Rate Design That Gives Customers What They Need and Want Customers across the country are making something clear: They want to be more engaged in their energy use. In response, many electric utilities are expanding and evolving rate options for residential customers. This discussion will address the ongoing evolution of residential rate design and provide examples of innovative rate changes that still adhere to the fundamental principles of rate design. Patty Durand, President & CEO, Smart Energy Consumer Collaborative Demand Response Rates at Gulf Power This presentation will describe the optional rates and programs Gulf Power offers its residential, commercial, and industrial customers; describe the participants in each program; and examine the response customers provide to the program s incentives. Time-differentiated rates may be used to reflect the value of a solar panel s output, or the cost of charging an electric vehicle. Demand charges which in the past have been applied only to large commercial and industrial customers are now being proposed for mass-market customers. In this session, attendees will learn about the approaches to dealing with these challenges in different states. As part of the REV proceeding, the New York utilities recently submitted rate design proposals to apply to customers with DER. Georgia Power is working hard to better understand the impact of electric vehicle charging on the electricity grid. The utility is also helping to develop industry standards for multiple levels of charging and studying the impact of electric transportation on grid reliability, including vehicle-tohome (V2H) and vehicle-to-grid (V2G) technologies. This segment will explore how utilities can help bring economically and technologically viable on-road electric transportation technologies to the marketplace.
