4 What is EPR? Extended producer responsibility (EPR) is a strategy designed to promote the integration of environmental costs associated with goods throughout their life cycles into the market price of the products (OECD, 2001, EPR A guidance manual for governments) Early 90s OK! - First collective EPR schemes were funded/founded in Europe & all of them (back then) found, run, owned by legal obliged companies and not for profit Today - No framework for EPR! - Lack of guidelines and private/ public commitment - Competition principle is abused & lucrative opportunities are converted into cash 4/15

5 EPR Several ways of implementation 5/15

6 Belgian Balanced, smart and challenging PPW legislation Distinct roles and responsibilities for the different stakeholders (next slide) Split targets for recycling for household packaging and for industrial packaging (pushing from day 1 the seperate collection of HH PW) Gradual coverage of the entire Belgian territory (not from day 1) No obligation to collect all materials and packaging (next but one slide) 6/15

7 EPR Every stakeholder plays its role Legislators with a key role to ensure balanced legislation Industry / EPR schemes with a key role to take financial and coordination responsibility - EPR PRO = non for profit & for public service Municipalities - with an obligation to cooperate with the EPR scheme The operators (collection, sorting company or recycler) - with a key role to provide qualitative services and to come up with innovative ideas The citizens - with a key role to collect, separate and recycle KEY= DESIGNATED RESPONSIBILITIES + PARNTERSHIP 7/15
