1 ADDENDUM #001 Solicitation Number: Solicitation Title: Opening Date/Time: July 25, 2018 at 2:00 p.m. Eastern Time (E.T.) Addendum Number: 001 Failure to file a protest within the time prescribed in Section (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. Please be advised the answers below are applicable to the original specifications of the above referenced solicitation. This Addendum includes the Department s answers to written questions received. This Addendum also includes the following revisions: Change No. 1: A change to Section 2.4, Minimum Order. 2.4 Minimum Order The minimum order placed under this contract shall be 25 dozen the minimum dozen in a case as indicated by the Bidder on Attachment I, Price Page. Orders may be placed less than this minimum, but the successful Bidder may assess shipping charges for those orders. A list of possible delivery locations may be found in Attachment V, Delivery Locations. Change No. 2: A change to Section 3.3, Delivery. 3.3 Delivery Product(s) shall be shipped as free on board (FOB), and arrive within 30 days, after the order is placed. Deliveries must be made between 8:30 a.m. to 4:00 p.m., Monday through Friday, excluding State holidays, unless otherwise stated herein or on a subsequent Contract. Bidder shall be solely responsible for the shipment until delivery at the designated facility. It is expected that be delivered in boxes. 1 Addendum #001

3 Question Number Question Answer 1 Regarding 4.10 Florida Preference on page 14: Our company is located in California. We cannot find an attorney specialized in State preferences. We also consulted with state and county departments and they could not help finding lawyers. But State of California and County of Los Angeles gave us some references and links regarding CA preference programs. Will that be good enough? If we give in the price preference, will the request of attorney written letter of preference be waived? As per Section 4.10 of the ITB, a letter must accompany a Bid from a Vendor whose principal place of business is located outside the State of Florida. It must be from an Attorney licensed in that State, but does not have to be an Attorney with any particular specialty. This requirement is Statutory for the provision of goods and cannot be waived by a State Agency. Florida preference is applied by the Department when evaluating Bids for an award and will not have an impact on the successful Bidder s pricing in the resulting Contract. 2 Can I get a copy of the last bid tabulation? The previous Bid Tabulation may be found here: ad?advertisement_key_num= What weight are you looking for 4 lb dz 4.5 lb dz 5.0 lb dz or 5.5 lb dz On the wash cloths the size is 12x12 however the weight is.50 lb dz.75 lb dz and 1 lb dz 4 I do have a question regarding the towel and washcloth, do you have more detailed specs? For example, there isn t a size listed for the Towel and Wash cloth. The Department is seeking a standard 20 x 40 towel (minimum 5.5 lb. per dozen) and a standard 12 x12 washcloth (minimum.90 lb. per dozen). Please see the Revised Attachment I, Price Page, included in this Addendum. 3 Addendum #001

4 5 Can you please provide the last bid award tabulation? Please see the Answer to Question #2. 6 What is the size and weight of towels and wash clothes? 7 40,440 & 246,750 is the estimated quantity in each or per dozen? The estimated annual quantity is listed by dozens. Please see the amended Column B on the Revised Attachment I, Price Page, included in this Addendum. 8 Can you accept the 100% cotton towels? Yes, as long as the towels meet the minimum requirements of 85% cotton. 9 Do you have any specs on the towels you re looking for (i.e. size, weight, etc.) besides just? must meet the following specifications: White in color Intuitional grade Dense loop terry Minimum 85% cotton Durable design engineered to maintain shape; and all sides hemmed 4 Addendum #001

5 10 Please advise as to the finished sizes for the products in question-washcloths and towels? This is required for us to submit a proposal and also establishes a level playing field for those submitting proposals. 11 Who currently provides these products to the state of Florida (Department of Corrections)? 12 When will samples be required and who do we submit samples to? The Department is currently under contract with Tabb Textile Co., Inc. This Contract expires on October 15, Please see the Revised Attachment I, Price Page, included in this Addendum. 13 Please advise regarding required country of origin for the products specified? For example, are products made in China or Pakistan acceptable? The state of Florida we do believe have requirements spelled in in those procurement rules and regulations, however the IFB does not reference those rules. In this acquisition effort set aside for organizations for manufactures/organizations, distributors located in the State of Florida (5% discount), SDVOSB contractors, Small Business etc.? 14 There was no information regarding weight of the goods. Is there a weight preference for the washcloths and towels? The Solicitation is open and competitive. Any Vendor who can meet the requirements of the solicitation is encouraged to participate. Vendors must certify certain requirements relating to other countries. Please see Section 4.22 of the ITB, Scrutinized Companies Contractor Certification. Or should I put a few of them down on my bid sheet? 5 Addendum #001

6 15 Can you please provide the past history of this bids and specs for the products being requested on this bid? Please see the Answer to Question #11 and Question #3. 16 Is this bid a request for Laundry Services or just purely a request for new towels and washcloths? This solicitation is for the provision of Towels and Washcloths as outlined in the Revised Attachment I, Price Page. 17 Do the towels need to be USA Made Please see the Answer to Question # What about the sizes of towels and washcloths? (It would be better if you can provide the product pics). 19 Do you have any qualification requirements about the vendor? The Department s requirements for Vendors may be found in Section 4.0, Procurement Rules and Information. 20 Besides, do you have your estimated price? The Department currently pays $10.15 per dozen for towels and $1.65 per dozen for washcloths, and does not estimate spending more than this price. 21 I wanted to know if the towels can be delivered all in one shot or will they be ordered throughout the year. If they will be ordered throughout the year would it be like 3-4 times or can it be like twice a month. This makes a huge difference to us in the price of the shipping. Is it also possible to reply to this question directly to my ? Orders are generally submitted quarterly, but may be placed as needed throughout the Contract term. 6 Addendum #001

7 22 Reconfirm the estimated annual quantities are in dozens not pieces Namely 40,440 dozen towels & 246,750 dozen washcloths. Please see the Answer to Question #7. 23 Explain why these new bid quantities differ so dramatically from those indicated on the cost information sheet revised 04/2018 There has been a change in estimated quantities since the previous ITB was completed in Please furnish quarterly usage from a summary report for the two most recent quarters available. This information is not currently available, but a Vendor may find the Answer to Question #61 helpful. 25 Is there any more specification requirement for these towels & washcloths such as length, width & weight? When will the first order be placed? 26 When does the contract for this bid begin? The starting date will be upon execution of the Contract. A Contract will be routed for execution upon notice of Agency Decision and successful completion of this Solicitation. Please see page 5 of the ITB for a Timeline of Solicitation actions. 27 Is there any way I can obtain the current pricing as well as the current vendor for the items that are up for bid? 8 28 Is there any way I can obtain the current pricing as well as the current vendor for the items that are up for bid in ITB Towels & Washcloths? Please see the Answers to Question #11 and # In reference to FDC ITB , please let me know the size dimensions required for the towels and washcloths. They come in several sizes. You reference unit cost per dozen, but I am assuming the estimated annual quantity is in each and not dozens. Please confirm. 30 Was there a particular towel size you were looking for? 20X40 22X44 24X48 25X50 31 Please direct me as to where I can find the requirements for the sizes of the that the above referenced Bid needs. I didn't see size as part of the specifications. 32 As Bids are Public Record, how can I obtain information on prior Bids as reference as I go through the process? 9 33 Also, I read through the delivery directions and guidelines and would like to know if UPS deliveries are allowed in these highly secured facilities. 34 Minimum order is stated as 25 dz. That is ok for towels, but standard washcloth packaging is 100 Dz.? Subcontractors may be utilized in accordance with Section 5.4, Subcontracts, of the ITB. It is up to the Bidder how they would like to ship products, but they must be shipped free on board (FOB). The minimum order will be a case at the quantity indicated by the Bidder in Column F of the Revised Attachment I, Price Page. Please see Change No. 1 of this Addendum. 35 Please advise if washcloth min. order can be 100 dz.? Please see the Answer to Question # What is the minimum size of the towel required? 37 What is the minimum size of the washcloth required? 38 Washcloth Size 12x12 or 13x13, Weight.75lb or 1lb Towels Size 20x40 or 24x44, Weight 5lb or 5.5lb 39 Is the estimated annual quantity expressed in dozens? Is there a minimum size and or weight for each product? 41 Regarding the purchasing program, do you know if vendors are charged a credit card processing fee? 42 The specifications are White in color, Institutional grade, Dense loop terry, Minimum 85% cotton, Durable design engineered to maintain shape; and all sides hemmed. Is there a minimum size and or weight for each product? 43 Regarding Responsible Bidder The definition in the bid is A Bidder who has the capability to fully perform all aspects of the resultant Contract requirements, and the integrity and reliability that will assure good faith performance. How is this determined? When a PCard is utilized it is processed by whatever means the Bidder has to process other Visa cards, as well. When considering responsibility, the Department will ensure the successful Bidder meets all requirements of the ITB, and subsequent Agency Term Contract. 44 Regarding Minimum Order The minimum order placed under this contract shall be 25 dozen. Is that towels, washcloths, or combined? The minimum order will apply to both towels and washcloths, combined. 45 Do you know if UPS delivers to all the drops? The Department does not specify a method of shipping in this ITB and is not aware of all shipping locations for UPS. 46 Can you let bidders know the prices currently under contract? Please see the Answer to Question # Addendum #001

11 47 I wanted to know if this bid was bided[sic] before and if so how can we find its bid results. Please see the Answer to Question # What will be the starting date for the contract? Please see the Answer to Question # As the incumbent, we delivered our past orders of Towels and Washcloths all in boxes instead of bales. Compressed bales were not accepted. Compressed bales will negatively affect the appearance and feel of the towels and washcloths. Will this type of packing in boxes still be necessary for delivery? 50 I noticed in the bid that it does not indicate a required size or weight in pounds for the towels and washcloths. As the incumbent, we delivered 20X40 5.5lb/DOZEN Bath Towel and a 12X LB/DOZEN Washcloth. If you accept a lower weight, the quality and life expectancy of the towels and washcloths will diminish. Will this same size and weight apply for this bid? 51 As the incumbent, we delivered to some new facilities that were not listed on Attachment IV Delivery locations. Are we expected to deliver to any additional facilities not listed on Attachment IV? 52 As the incumbent, the actual annual quantity of towels and washcloths that were ordered are far less than the estimated annual quantity listed on this bid. Do you anticipate this could happen again? Our expectation of delivery is for towels and washcloths to be delivered in boxes. Please see Change No. 2 of this Addendum. Currently, the list of location is Attachment IV, Delivery Locations, but locations may be added or deleted in accordance with Section 3.1, Addition/Deletion of Items or Locations. The estimated quantities listed in Attachment I, Price Page, are provided for reference only, and will be used to determine pricing for the award of this ITB. Based on the data available to the Department, these are accurate as possible. 11 Addendum #001

12 53 As the incumbent, delivery expectation from the agencies were closer to 10 days After Receipt of Order. Do the agencies still expect this lead time instead of 30 days After Receipt of Order? 54 Will there be a public opening of the bids? If so, what information will be read aloud? May we attend the opening? 55 Attachment 1, Towels and washcloths must meet the following specifications a. Question: What are the exact dimensions required for both? 56 Section 2.4 Minimum Order a. Question: Will the minimum order be 25 dozen per location (as indicated in Attachment V)? As per Section 3.3, Delivery, of the ITB, the subsequent Contract will require delivery within 30 days, but delivery may occur earlier than that, as well. Bids will be opened publicly in accordance with Section 4.8, Bid Opening, of the ITB. Names of Bidders will be read aloud. Please see the Answer to Question # Question: What s the frequency of orders/delivery per location? 58 Question: What s the frequency of orders for the contract duration? 59 Page 19, Section Diversity in Contracting a. Question: Will vendors with CMBE (or other certified designations) get preferential points and/or consideration for this bid? Order will be placed by each Institution. Please see the Answer to Question #21. Please see the Answer to Question #56. Certified Minority Business Enterprises (CMBE) and Certified Service Disabled Veteran Business Enterprises (CSDVBE) are encouraged to participate in this ITB, and may receive preference in the case of a tied bid (please see Section 4.23 of this ITB). Otherwise the Department intends to award a Contract to the Bidder with the lowest Grand Total Price, as indicated in Section 4.11, Basis of Award. 12 Addendum #001

13 60 Page 13, Section 4.3 Mandatory Documentation a. Question: Is a Florida Company (bidder) still required to submit at Florida Preference Letter, as outlined in Section 4.10 as a part of the Mandatory Documentation? No, Section 4.10, Florida Preference, applies to Bidders whose principal place of business is located outside the State of Florida. 61 Approximately, how many locations will we be shipping to? On an average basis Please see Attachment IV, Delivery Locations, of this ITB, and the Answer to Question to # Approximately how many cases to each location we ship to? On an average basis Typically, 1,350 dozen towels are ordered at a Reception Center, per quarter (there are four (4) Reception Centers Statewide, one (1) per Region) and 11,250 dozen washcloths. For other Major Institutions, 300 dozen washcloths may be ordered or 450 dozen towels. It depends on the individual needs of each Institution. 13 Addendum #001

Bidders shall provide a Unit Cost per item below, then propagate a total for the item based upon the Estimated Number of commodities to be purchased, as needed. The size of packaging will not be used for the basis of an award (see Section 4.11, Basis of Award, for additional information). The Department may request sample(s) to be submitted for review. If sample(s) are requested, they shall be an exact version of the item bid which would be provided under any Contract resulting from this ITB. The sample(s) shall be furnished to the Department at no additional expense. Failure to deliver requested sample(s) after notification will result in rejection of a Vendor s Bid.
