1 1 STATEMENT OF WORK Learning Prgrams Assistant April 1, Prject Summary The Smithsnianʼs Natinal Museum f Natural Histry (NMNH) seeks a cntractr t wrk with the educatin team at NMNH t help supprt educatinal prgramming fr Q?rius, an innvative 10,000 square ft interactive prgramming space develped and perated by the NMNH Office f Educatin & Outreach. The cntractr will wrk clsely with the Chief f Experience Develpment and team t plan, implement and evaluate prgrams, especially scientist-led presentatins. The Assistant will meet with team members, help t determine timelines and schedules, prcess natural histry specimens, create materials, manage digital assets, cmmunicate with scientists, educatrs and technical specialists, and assess and dcument prgrams. The Assistant serves an imprtant rle in liaising with science experts and supprting innvative public prgrams in the museum's newest educatinal space. 2. Cntext: Smithsnianʼs Natinal Museum f Natural Histry The Smithsnianʼs Natinal Museum f Natural Histry, lcated at 10th Street and Cnstitutin Avenue N.W. in Washingtn, D.C., is the mst-visited natural histry museum in the wrld. Opened in 1910, the green-dmed museum n the Natinal Mall is dedicated t maintaining and preserving the wrldʼs mst extensive cllectin f natural histry specimens and cultural artifacts. It fsters significant scientific research and educatinal prgrams and exhibitins that present the wrk f its scientists t the public. The museum is regarded as a glbal leader in natural histry cllectins, cllectins-based research, scientific discvery, and natural histry exhibitin. The current and nging restructuring f the Office f Educatin & Outreach is part f an institutin-wide effrt t prmte the educatin and utreach activities f the museum t the rigr and renwn f its science activities. A related intent is t advance the impact that the museum has n its visitrs and n the field f museum educatin, particularly the integratin f research and practice in an institutinal setting. Cntext: Q?rius T wrk tward this end, the museum has recently, in December 2013, pened an innvative, 10,000 square ft interactive prgramming space. In Q?rius, visitrs have access t a 6,000 bject cllectin representing the museumʼs research departments and a brad slate f interactive, participatry, and engaging prgrams ranging frm self-guided discvery t participating with Smithsnian scientists in their research. Q?rius is expected t serve at least 350,000 museum visitrs nsite in its first year and supprt many mre nline visitrs with cntent that seamlessly integrates experiences at the museum and nline. Q?rius has a brad slate f participatry and engaging experiences t satisfy visitrs' wn curisities and advance their understanding f the wrld and ur place in it. Types f experiences will include:

2 2 Persn-t-persn interactins with scientists and ther museum experts, including demnstratins f high-tech research tls, cnversatins abut current science tpics, wrkshps, panel discussins, distance learning and mre. Participatry, bject-based discvery activities intended t teach a specific skill r pique interest in a specific area f science r research Inquiry-fcused, bject-and-data-based simulatins f NMNH field research r cllectins wrk, usually fcused n using evidence t slve a mystery, draw a cnclusin, r recmmend a decisin Immersive, cllectins-based experiences using a 6,000 bject cllectin f specimens and bjects including digital recrds and assciated vide and web assets t answer museum-psed r their wn questins, r create and share their wn digital cllectins Participatin in cllectins-based curatin and research, including identificatin f recently cllected specimens and assisting the research team with creating digital recrds f cllectins specimens and bjects Discussin f science in the news and relevant natinal and internatinal scientific tpics with scientists and ther enthusiastic and knwledgeable staff and visitrs Recrding prgress, questins, and ntes in a digital field bk, available at the museum, nline, r via mbile device Creating digital media and integrating natural histry bjects and specimens int man-made designs in a natural-histry-fcused maker space The Learning Prgrams Assistant will supprt these prgrams, particularly thse that invlve scientists and ther experts interacting directly with the public, ne f the mst unique and exciting aspects f this new educatinal initiative. The Assistant will als be imprtant t assessing and dcumenting prgrams with an eye t refining and adapting the learning experiences. 3. Deliverables The deliverables fr this cntract are prvided belw, with the assciated tasks required fr each. A) Crdinatin f an Average f Three Q?rius Activities Weekly Supprt Experience Develpment Team in planning, prmting and implementing expertled prgrams in Q?rius fr varius science disciplines, with apprximately 50% fr ceanrelated prgrams. It is estimated that crdinatin f and attendance at each activity will take an average f apprximately 6 hurs. Crdinatin will include sme f the fllwing fr each: Wrk clsely with educatrs t strategically plan educatinal prgrams Create marketing materials by editing text, and frmatting and adding image and text t templated signs, arranging printing Create r edit cntent fr scial media Prcure supplies and materials such as dry erase markers Prcess specimen paperwrk Obtain media rights as needed Cmmunicate with experts and ther staff abut schedule, materials and technical needs

3 3 Cmmunicate with internal and utside grups t prmte prgrams Arrange scheduling, parking permits, lading dck arrangements, behindscenes passes if needed, and wet-specimen apprval. Meet staff befre prgram t help set up and ensure all materials are in place Distribute printed and digital prmtinal materials Wrk with technical staff t set up and run vide presentatins B) Administrative Assistance t Office f Educatin and Outreach Supprt the Office f Educatin and Outreach by helping t crdinate calendars and schedules, wrking with ther lgistics managers t develp and imprve systems and prcesses. Apprximately 3-4 hurs per week. Remind educatrs and ther staff f deadlines, keep track f calendar Attend planning meetings, take and distribute ntes and actin items frm meetings Assist with the management f the Sant Ocean Hall Scientist is In prgram Assist with requests fr Sant Ocean Hall turs. Prvide technical assistance t scientists and ther staff thrugh perating and mving equipment such as mnitrs and micrscpes C) Evaluatin Reprts n Activities and Prgramming Spend apprximately 3 hurs per week supprting nging assessment f museum educatin prgrams. Observe prgrams and dcument interactins based n pre-established criteria Prvide expert presenters with feedback Take and rganize phts, vides, ntes and ther dcumentatin Organize evaluatin and assessment infrmatin int mnthly reprt Schedule and train interns t bserve and assess prgrams 4. Qualificatins The cntractr is expected t have demnstrated capabilities in prject crdinatin, including excellent rganizatinal and time management skills. The cntractr is expected t have excellent written and verbal cmmunicatin skills, including in-persn and phne cmmunicatin skills and high-quality editing and frmatting f text. The cntractr must have experience using wrd prcessing, calendar and desktp publishing sftware. The ability t wrk well as a part f a team, t supprt multiple prjects at ne time, t negtiate diverse interests, are f vital imprtance t the successful perfrmance f this statement f wrk. Ideally, the cntractr will have experience with museums r ther infrmal learning envirnments, and with marketing and graphic prductin. The cntractr is expected t be available fr nsite cllabratin at the Natinal Museum f Natural Histry, Washingtn, DC apprximately 25 hurs per week, ften in the afternn and including sme Saturdays and ccasinally Sundays. 5. Scpe and Timeframe All prject activities and deliverables will begin n later than May 19, 2014 and be cmpleted n later than May 18, 2015.

4 4 The nature f the deliverables demands that a large prtin f this wrk will be cnducted nsite at the NMNH, in ffice and exhibit envirnments. 6. PROPOSAL PREPARATION INSTRUCTIONS: General. On r befre 5:00 PM in the vendrʼs time zne n April 16, 2014, Offerrs will be expected t prvide a prpsal via t NMNHeducatin@si.edu. At the minimum, fferrs need t demnstrate that they meet the acceptability standards fr nn-cst factrs, including that they have the ability t perfrm the requirements in a timely manner. Technical Prpsal (Maximum 3 pages, nt including resume) The Technical Prpsal shall address the Statement f Wrk and Deliverables sectins utlined abve; and shall cntain sufficient quantitative and qualitative details t allw a cmplete and accurate evaluatin frm a strictly technical viewpint. When preparing their technical prpsals, Offerrs shuld cnsider the evaluatin criteria set frth belw, against which the prpsals will be evaluated a) Plan f Accmplishment The fferr shall prvide a brief narrative explanatin f the methd and/r apprach t the cntent and deliverables, and hw they will prceed with the prject t ensure all wrk is cmpleted n time. A schedule f deadlines fr deliverables shuld be included in the prpsal, including thse identified abve in the Deliverables sectin and any additinal key deadlines prpsed by the fferr, including thse fr NMNH staff. Final schedule will be negtiated based n crdinatin between the prpsal and the Museumʼs strategic timelines. All activities, must be cmpleted by May 18, b) Capability t Perfrm The fferr shall specifically address capability and capacity t perfrm the wrk required fr this prject, cnsidering its size, scpe and schedule. The fferr shall specifically address current capability, capacity and ability t cmplete this prject cnsidering the schedule. c) Staffing The fferr shall prvide resumes f key persnnel r resume f individual fferr if an individual prpsal. Resumes shuld state experience as it relates t this prject. d) Experience The fferr shall prvide examples f specialized experience and demnstrated technical cmpetence in perfrming similar wrk as requested herein, preferably cmpleted within the last five years. Cst Prpsal Cst Prpsals shall address pricing f the wrk as requested herein. The price prpsals shall be all-inclusive. Cst prpsals shuld include csts brken dwn and justified

5 5 accrding t specific categries f deliverables, as indicated in sectin 4, Deliverables, abve. The price t the Smithsnian Institutin fr this purchase rder shall nt exceed $30,000. This price includes all csts. Prpsal Evaluatin Prpsals shall be evaluated in accrdance with the fllwing criteria being applied t the infrmatin requested abve: Plan f Accmplishment and Capability t Perfrm shall be granted equal weight and shall tgether be granted mre weight than Staffing, and Experience. Staffing and Experience f the Firm shall be granted equal weight. All evaluatin factrs ther than cst, when cmbined, are granted mre weight than cst. Award f a cntract shall be made t the respnsive, respnsible fferr, whse cmbined cst and technical prpsal is, in the pinin f the Cntracting Officer, determined t be the mst advantageus and in the best interest f the Smithsnian Institutin. Inquiries Inquiries regarding this Request fr Prpsal shuld be directed via t NMNHeducatin@si.edu. Interviews It is the intentin f the Smithsnian t interview a select grup f respnsive fferrs; hwever, it is pssible that interviews may nt ccur. Cnsequently, it is imprtant that all respnses t this request be cmplete and include all necessary infrmatin. Submissin f Prpsals The Smithsnian reserves the right t reject any r all prpsals received in respnse t this request, and t negtiate separately with any fferr when such actin shall be cnsidered by the Cntracting Officer t be in the best interest f the Smithsnian. After limited negtiatins r based slely n initial ffers received, ntice will be prvided indicating that an award may be made. It is therefre emphasized that all prpsals shuld be submitted initially n the mst favrable terms that the fferr can submit. Written prpsals must be received 5:00 PM in the fferrʼs time zne, n April 16, 214. Dispsitin f Prpsals All infrmatin submitted in respnse t this Request fr Prpsal shall becme the prperty f the Smithsnian and shall nt be returned. End.
