3 The Value Pricing Pilot Program The majority, but not all of implemented congestion pricing projects received VPPP funding and toll authority

4 How Congestion Pricing Works Six Programs VPPP, HOV to HOT and ELDP focus on congestion management. Section 129 and Interstate Pilots focus on financing State and Federal Legal Frameworks: State s choice to pursue tolling often requires state enabling legislation Federal law determines use of revenue, including excess revenues, but NOT toll rates, duration of tolls, or rate of return for private concessionaire, if applicable

8 The Urban Partnership (UPA) and Congestion Reduction Demonstration Programs (CRD) Six projects received approximately $850 million in FY 07, 08 and 09 federal funding to implement innovative congestion reduction projects

12 The Lake Washington Urban Partnership What s Proposed Manage throughput and travel reliability with congestion pricing and, partially fund the replacement of the SR-520 Lake Washington floating bridge Adding new transit service (including ferries) and operational improvements Deploying active traffic management and other technology applications to improve overall system efficiency Meld tolled and non-tolled system segments for quicker and more reliable travel times throughout the region Work with major employers in the Lake Washington corridor to enhance telework and travel demand reduction programs
