3 3 Welcome So, you re looking for a new home? Perhaps you re looking for something bigger, or conversely, you may want a smaller home. Maybe it s the very first home of your own, you re moving to a new town or you need special assistance. Everyone has there own special reason for wanting to move. WoonFriesland has more than 20,000 properties in Friesland, so there s likely to be something for you. WoonFriesland produces lots of information for its tenants and registered home-seekers. On our website at woonfriesland.nl, under publicaties you can download various (digital) brochures. In addition, you can log in 24 hours a day to mijnwoonfriesland.nl or to our website. If you still have questions or need more information after reading these brochures, you can always contact our Costumer Service Center they will be glad to help you!

5 5 Looking for accommodation WoonFriesland has houses, apartments and flats in towns and villages throughout the province of Fryslân. Rent varies from 150 to 800. Our policy for allocating accommodation at WoonFriesland is not to apply selection criteria, so this means we do not select in advance on the basis of income, target group, age or origin. The only exception to this is accommodation which comes with a label, such as reserved exclusively for students or priority to those over 55. You can obtain more information on this from our internet site or from your personal advisor. The length of time you will have to wait for accommodation depends on where you are looking and the criteria a new home must satisfy. You can check on internet (under Verantwoording ) to see how many responses there have been to a specific property and how long the new tenant had been looking for: this will give you a better idea of how long you have to wait. What s more, as an internet user, you can look up previous replies on your personal page (under Mijn zoekgegevens ) which will specify your ranking. Under Opties you can see your position on the waiting list for your preferred option. Your personal advisor can also give an indication of possible waiting times. Registration If you wish to rent a property from WoonFriesland, you have to register with us. This can be done via the website at woonfriesland.nl. You can register with us as a home-seeker for free. We will always confirm your registration by letter or . How to search There are three ways you can search for suitable accommodation at WoonFriesland: using the availability-model you can search our weekly list of available accommodation; your entitlement to a property depends, for example, on your search-time; using the option-model it is possible to take out an option on a type of accommodation that suits you best and wait your turn on the waiting list; using the urgency-model the first to reply has the first entitlement to that property.

6 6 To become eligible for accommodation via WoonFriesland, you must submit a statement of earnings, the so-called inkomensverklaring.. As a home-seeker, it s important that you ask the tax authorities (Belastingdienst) to issue you with the inkomensverklaring statement of earnings in good time. We do not let property without first having this statement. WoonFriesland requests this information from you so that we are able to show that 90% of all property let is rented out to tenants with an annual income below van 34,229 (2013 levels). A brief explanation of the three search models Availability-model: accruing search-time and weekly searches You can actively search suitable propertyby regularly checking our weekly updates. The majority of properties are offered via this search model. There are a number of ways of seeing which rented property WoonFriesland offers via this model. All property available is posted on the woonfriesland.nl website every Wednesday from 10 a.m. Website If you search via the website, you can set up your own search profile: this enables you to see directly a selection of the available property that meets your housing needs (rent, location, type of accommodation, number of bedrooms). Via the website you can configure the settings so that you receive alerts. We will send you an as soon as property which meets your search profile comes available. For almost all properties, the website will give you details of location via Google Maps, floor plans of the property and information about the neighbourhood. Replying If you find suitable accommodation, you can submit a reply to these offers. You can send up to three replies a week. Sending replies using this search model is free-of-charge. * for garages, the rules for the availability-model apply.

7 7 On your personal mijnwoonfriesland.nl page (under Mijn zoekgegevens ) you will be able to find the status of your current replies, previous replies, your options and any current offers. All replies must have been received by us by no later than 10 a.m. on Wednesday morning. Often, several people are interested in the same property. In order to ensure that everyone is given a fair chance, with the availability-model we work with search- time. From the moment you register with us, you will start to accrue search-time. This search-time determines your position in the queue for accommodation: those with the longest search-time get priority. We also work with labels: labels indicate that the accommodation is subject to different rules, such as reserved exclusively for students or priority to those over 55. More information about the specific rules that apply for labels can be obtained from our internet site or your personal advisor. For each property for which you submit a reply, you will be able to see your final position in the queue afterwards. You will receive a personal message if you come into contention for a property you have replied to. Option-model: patiently waiting your turn We offer some properties via a so-called waiting list system, otherwise known as the option-model. You can find these properties on our woonfriesland.nl website under optiemodel. If you find a suitable type of accommodation amongst these properties, you can take out an option on this type of accommodation. There is a waiting list for these properties. If you take out an option for a type of accommodation, you will be told exactly what your position is on the waiting list. In exceptional cases, other home-seekers will be given priority: firstly, those people who have to move because they have been asked to vacate their current home by WoonFriesland as a result of demolition or renovation (restructuring urgency), and secondly, those who need to move because of a medically diagnosed condition (CIZ/ WMO). You can find your current options on your personal page under Mijn zoekgegevens. The person who is at the top of the list is given the first option when a property becomes available. We work through the list, starting at the top and working downwards. It can sometimes take a while, but eventually your name will appear at the top. Every registered home-seeker can take out a maximum of three options. There are costs attached to this: per option you pay 25 (2014 levels).

9 9 If you do not have access to internet, you can contact us by phone or to ask whether we have suitable options available so that you can take out an option. Urgent: need accommodation quickly? Of course, you might be in urgent need of somewhere to live and simply don t have the time to wait. In this case you can search our database of suitable properties which are available for urgent need. For properties required urgently, we do not work with waiting lists or search-time. The first person to submit a reply for a property, has first entitlement. You can find these properties at woonfriesland.nl under Spoed or you can visit one of our offices to look at properties on the Urgent list. You can only submit a reply to a property by telephone or in person at the office. Acceptance or refusal? If we offer you accommodation, you will of course be given the opportunity to view the property. We always need a recent statement of earnings (inkomensverklaring) from you first. You can request this statement of earnings from the tax authorities (Belastingdienst). If you decide to accept the property, a tenancy agreement will be signed and your registration as home-seeker will lapse. If you still have options open, you can hold onto these. In this event, you will remain registered as a home-seeker. It might be the case that the property that was offered was not quite what you were looking for. In this situation, you can refuse the property and it will be assigned to someone else. However, sometimes we may consider a refusal to be unjustified, for example: - if you do not reply to a current offer within two working days - if you fail to turn up to the initial interview or the viewing - if you refuse on the basis of information already known about the property on offer (for example, information that you could have read in the ad) - if you have not submitted the acceptance or refusal form within two working days after a viewing and/or initial interview (in the case of an urgent property, you must submit the acceptance or refusal form immediately after the viewing) - if you refuse the property after having first accepted it. In each of these eventualities, you will be charged administration costs as well as the first month s rent. If we consider your refusal to be unjustified, we will notify you of this by letter.

10 10 If you refuse a property without justifiable grounds for a second time, your search-time or the option in question will be cancelled. Furthermore, WoonFriesland retains the right to refuse a property to potential tenants. This might be the case for example if there are rent arrears, there is a track record of anti-social behaviour, or essential information has not been submitted to us in good time. Submission of false information also represents grounds for refusal. Accountability WoonFriesland aims to maintain transparency when it comes the allocation of property. For that reason, we provide an account of how property is allocated on woonfriesland. nl every week: How many replies have the properties received? How much search-time had the new tenant accrued? Was anyone given priority on the basis of an urgent need? As an internet user, you can also look up your previous replies on your personal page (under Mijn zoekgegevens ) which will specify your ranking. Under Opties you can see what your ranking is on the waiting list. Further information This brochure describes in brief how you can rent one of our properties.
