1 Ntice t all s, 9 March 2017 Ntice t s n AEMO decisin t apprve amendments t the Cnnectivity Testing and Technical Certificatin (SA and WA), Gas FRC B2B Cnnectivity Testing and Sys Certificatin (Vic, QLD and NSW/ACT) and Specificatin Pack Usage Guidelines This ntice advises Gas Market Registered s that cnsultatin under the rdinary Prcedure change cnsultative prcess prescribed under Rule 135EE f the Natinal Gas Rules (NGR) cncluded n 8 February 2017 fr: - IN034/16 (FRC Hub Self Service Certificatin Enhancement) Prir t cmmencing the rdinary cnsultatin prcess, this prpsal was cnsidered by the Gas Retail Cnsultative Frum (GRCF) in accrdance with the Apprved Prcess under rule 135EC. As required under Rule 135EE f the NGR, Gas Market Registered s and ther interested parties were invited t submit cmments t AEMO n the Impact and Implementatin Reprt (IIR) fr each prpsal. Attachment D f this ntice sets ut the cnslidated feedback relating t the Cnnectivity Testing and Technical Certificatin (SA and WA), Gas FRC B2B Cnnectivity Testing and System Certificatin (Vic, QLD and NSW/ACT) and Specificatin Pack Usage Guidelines that AEMO received during this cnsultatin phase. These include stakehlder cmments, AEMO respnses and, based n thse respnses, indicate where the feedback resulted in further amendment t the dcuments mentined abve. Having cnsidered each prpsal and the issues raised in the cnsultatin, AEMO has decided t make further amendments t Cnnectivity Testing and Technical Certificatin (SA and WA) and Gas FRC B2B Cnnectivity Testing and Sys Certificatin (Vic, QLD and NSW/ACT) in the frms published in this ntice. These changes take effect n 31 March Updated versins pertaining t the changes described in Attachments A, B, and C will be published n the AEMO website prir t the effective date. Preparatin fr Certificatin Applicants will fllw these steps t be eligible fr certificatin: Applicants btain the relevant Build Packs cntaining prcess flws, interface definitins and details f system architecture frm AEMO. The Build Packs are available frm the AEMO website: Applicants btain an FRC Gas Hub User Guide and Registratin Frm frm AEMO website r FBSA by Prir t registering s shuld discuss with AEMO Retail Market Operatin (RMO) team and cnfirm details via ; s shuld discuss requirements with FBS Administratr and then register their intentin t undertake certificatin by t Supprt Hub; Applicants cnnect their Test Gateway t the FRC Test Hub by fllwing the instructins in the FRC Gas Hub User Guide. The FBS Administratr will make available a Sandpit envirnment fr preliminary testing prir t frmal certificatin. Applicants will use this envirnment t test their systems t prepare fr frmal certificatin. Applicants will arrange a time with the FBS Administratr t perfrm the certificatin prcess. This is an imprtant step in the prcedure. Fr FBS Administratr t be able t effectively analyse the results f a certificatin prcess it needs t knw when the participant started and stpped sending transactins fr certificatin.can cmmence certificatin at any time. They shuld nte the start and end time f the certificatin run s transactins/messages can be analysed later. The applicant will then use the Certificatin envirnment t frmally certify. Tw stages f frmal testing will be cnducted by the applicant. These stages are described as Windw 1, and Windw 2. An applicant will need t have successfully cmpleted Windw 1 befre cmmencing Windw 2. Once cmpleted, the applicant will then use the Certificatin Checker t ensure their transactins and messages have passed certificatin. The will then cntact Supprt Hub via t request a final review by FBSAdmin. 3.1 Certificatin Windw 1 Messaging (ebxml) 3.3 Certificatin Ntificatin When these prcedures have been cmpleted, the applicant will utilise the Certificatin Checker t ensure the certificatin has passed. Once the Certificatin Checker has shwn all required transactins as passed the applicant will then advise the FBSA, wh will review the results f the certificatin prcess. When an applicant has been successful, the FBSA will certify that n a technical basis, they are eligible t participate in the Gas Market, using the transactins fr which they have been certified. 5 Review Results The FBSA will review the results f the test scripts and determine whether the has cmpleted the test scripts successfully Outcme f Review The FBSA determines whether r nt the has successfully cmpleted the test scripts they were testing their gateway against and will ntify the accrdingly Review Results and Adjust If the has nt successfully cmpleted the test scripts, they will repeat steps frm sectin Review Results and Adjust If the has nt successfully cmpleted the test scripts they shuld review the results f the test prcess and make the necessary adjustments t their gateway befre re-testing their systems Infrm & AEMO Once the has successfully cmpleted all the test scripts the FBSA will prvide advice t bth the and AEMO Retail Market Operatin (RMO) team that the has successfully cmpleted the test transactins Authrise t use Hub If AEMO is satisfied with the utcmes f the certificatin prcess and the has met their ther regulatry and market requirements enabling them t actively participate in the retail market, AEMO will then 1. If relevant - advise ther s that a New is certified t use the Hub and prvide the new s ID. New s shuld allw tw weeks fr ther s systems t be updated; and 2. Issue an authrisatin fr the t actively send transactins thrugh the FBS Certified and Authrised t use Hub At this pint the participant is certified t send and receive transactins n the FRC Hub and AEMO has authrised them t use the Hub t cnduct business. NB: Cmmunicatin f new ID s, and any ther infrmatin relevant t the peratin f the FBS will be via . These messages will be sent t the cmmunicatins mailbx nminated when participants register. The FRC Hub Operatr will make available a Sandpit envirnment fr preliminary testing prir t frmal certificatin n the Certificatin Respnder; Tw stages f frmal testing will be cnducted by the applicant. These stages are described as Windw 1 (messaging capability) and Windw 2 (transactin capability). An applicant will need t have successfully cmpleted Windw 1 befre cmmencing Windw 2; The applicant shuld ntify the FRC Hub Operatr f the time at which the applicant plans t undertake certificatin; can cmmence certificatin at any time; Once the applicant has cmpleted eitherbth f the Windws (where required), they must first check the certificatin has passed via the Certificatin Checker, and shuld nte the start and end time f the certificatin run s transactins/messages can be analysed later; it must ntify the FRC Hub Operatr f the time at which it started and stpped sending transactins fr certificatin ; and The shuld then request a final review by FBSAdmin via t Supprt Hub; and The FRC Hub Operatr will then analyse the results f the prcess and will issue a reprt t the applicant and t AEMO Certificatin Windw 1 Messaging (ebxml) Certificatin Ntificatin When these prcedures have been cmpleted, the applicant will check the certificatin has passed by utilising the Certificatin Checker. The applicant will then advise the FRC Hub Operatr, which will review the results f the certificatin prcess.
