2 Transportation facilities and services produce the greatest benefits for society when prices, access and other perceived user costs reflect the marginal costs of providing that transportation infrastructure and services, thereby balancing supply and demand. Carefully crafted pricing innovations that rely on market principles are needed to achieve more efficient infrastructure and resource use, better resource allocation decisions for investments, strengthened links between travel demand and revenue generation, and increased consumer choice in satisfying diverse transport needs

3 To foster research that will expand and synthesize pertinent knowledge, to identify pilot projects and other practical applications of such knowledge, and stimulate and nurture related research, and to improve information exchange and dissemination about congestion pricing concepts and price-based applications, with the aim of encouraging carefully crafted pricing innovations across all modes of transportation. 4 Developing comprehensive understanding of the effects of congestion pricing strategies on the transportation system including: Variable road pricing Integrated transit services, pricing and incentives Parking pricing Road Usage Charging, Mileage-based User Fees, and Vehicle Miles Travelled Fees Vehicle-use pricing (e.g., car sharing and dynamic ridesharing pricing and incentives, and pay-as-you-drive insurance)

5 Addressing critical transportation issues with pricing Congestion Addressing congestion through multimodal pricing approaches Finance Examining road pricing strategies as potential future supplements or replacements for the motor fuel tax Sustainability Exploring how congestion pricing and pricing-based applications can contribute to a sustainable transportation system while simultaneously meeting environmental sustainability objectives Equity Exploring mechanisms to compensate dependent, disadvantaged user groups from the burdens of pricing

How does the convenience of managing accounts impact price sensitivity? What about longer term trends in vehicular technology?
