2 NOTICE AMENDMENT NO. 2 Solicitation No Custom Outdoor Scoreboard, Messaging System, and Audio System for District Stadiums and fields THE FOLLOWING INFORMATION SHALL BE INCORPORATED AS PART OF THE ABOVE MENTIONED SOLICITATION; ALL OTHER TERMS AND CONDITIONS SHALL REMAIN THE SAME: The following information is included and attached to this Amendment A. Pre-proposal meeting Questions and Answers B. A revised Attachment 2 pricing (to replace attachment 2 page 26 0f 30) C. Conceptualized rendering of the Scoreboard, Messaging System, and Audio System A. Pre-proposal meeting Questions and Answers are detailed below: Q1. Is there a rendering or drawing for the complete custom scoreboard system for the District Stadiums? A1. Yes. It is included in this Addendum. Q2. Is there a rendering or drawing for the scoreboard for the District Fields? A2. Yes. The scoreboard portion for high school field sites is the same as the stadiums. Q3. Where are the Speakers mounted on the District Stadiums scoreboard? Assuming somewhere below the truss? A3. Vendors are encouraged to make a recommendations for placement on the score system. Q4. Would Aluminum trusses be allowed due to lighter weight and no rust concerns? A4. Yes Q5. Would powder-coated finishes be allowed due to enhanced durability over automotive paint finishes? A5. The District is acceptable to powder coat finishes. Q6. Would combination Steel / Aluminum scoreboard / sponsor panel cabinets be allowed? A6. No. Only aluminum will be accepted. 3 Q7. Are there more detailed specs on the audio system / speaker units? Field layouts w/ distances to bleachers? A7. No. For bidding purposes, use a 5,000 seat stadium with sidelines at 200ft. and end lines at 400 ft. Q8. The bid documents state that Richland County School District/The Electrical Contractor will supply the electrical connection and will they be providing the necessary conduit/raceways for communication for scoreboard and video from press box to scoreboard location Does this also include a separate raceway for the sound system? The audio specs call for underground cable to be run in metal conduit, but do not specifically say RCSD1 or the EC will be providing this conduit with pull-string. A8. The District shall provide all raceways from Press Box to scoreboard system to include raceways for electrical, fiber, and audio. Successful offeror will coordinate with the District the number of raceways needed for scoreboard system. Q9. Should the sound systems for all 8 locations be the same or should the sound systems for the four smaller scoreboards (with no video) be sized somewhat smaller while allowing for future growth? Will the controls be located in a secure location or do we need to allow for portability? A9. It is planned that each school location will have a Press Box. For bidding purposes, school sites will have the same sound system as stadiums. Q10. For the four smaller scoreboard locations, are the light poles available for mounting speakers in the event that method is deemed more appropriate for the application? A10. Specifications call for mounting and supports to be included in the proposal price. Q11. Will you be posting specs for the smaller scoreboards in addendum? A11. No. Use the same Scoreboard Spec as the stadium scoreboard system. Q12. The bid specifications calls out a 20mm LED videoboard display. However, there are many products on the market that claim to be a higher resolution, but in actuality utilize some form of pixel or line sharing, which leads to a lower LED density, and essentially a lower true resolution. For the sake of a competitive bid, it makes it difficult for manufacturers to be on equal footing when these hybrid or so-called optimized products are introduced into the bid process. A true 20mm display contains 2,500 pixels/m². A 15HD hybrid product contains only 2,153 pixels/m², which is the equivalent of a true 21.6mm product. A true 15mm product contains double the number of pixels at 4,306 pixels/m². For the sake of fairness and the intent of the 20mm specification, can the district please set a minimum true pixel density equivalent that bidders will be judged upon? A fair density would be approximately 2,500 pixels/m² ±200. RFP NO AMENDMENT No. 2 Page 3 of 11

4 A12. The District intends to have a TRUE 20mm display. No hybrid systems will be accepted. Q13. Will the addendum with the responses to RFI questions be published with sufficient time to address the responses and provide a completed proposal by Thursday, November 3, at which time many bidders will be required to overnight their proposal? A13. Refer to Amendment 1; New Closing Date is November 15, 2016 by 2:00 PM. Q14. Page 12 of 36 of the bid, Section 3.07, as well as Page 16 of 36, Section 2.07, a 7-year parts and on-site labor warranty are specified. Can you please confirm the following requirements of this warranty? 1. Is a turn-key warranty expected, meaning, is it acceptable for there to be a deductible per service call or site visit? If so, what is the maximum deductible that is acceptable? A14.1. No. The District s intent is to have warranty on the scoreboard systems for seven years to include all factory labor and material cost to repair the defective systems. How to incorporate that cost into the system should be inclusive of the offerors proposal. 2. Is it acceptable for there to be a maximum amount covered per service call or repair? If so, what should that maximum be? A14.2. No maximum amount will be set by the District. 3. Is shipping charges for parts, both to the customer and faulty parts being returned to the manufacturer be included in the cost of the warranty? A14.3. Shipping shall be included as a component of the system warranty. 4. Should expedited overnight shipping be included in the cost of the warranty? A14.4.The District has no preference. 5. What is the maximum expected response time from the time service is requested to the time a technician arrives on-site? A14.5.The Maximum expected response time is 24 hours from the placement of a warranty call. 6. Is 48 business hours acceptable? A14.6. (See A14.5 of this document) 7. 5 Q15. Please define a timeline of projects including both the expected timeline for commencement of work/ordering for each facility and the expected schedule of work at each facility. A15. This program has a 24 month expected schedule. Prices should hold for 24 months. Q16. Can you provide any drawings previously supplied with relation to this RFP? A16. Yes. See below for any drawings. Q17. Please define basic specifications for practice field scoreboards not referenced in original RFP. As an extension of this request, will Richland County require/request programmable captions for multi-sport use of the practice scoreboards (ex: football, soccer, lacrosse)? A17. The basic function for school site scoreboards will be the same as the stadiums (Football / Soccer). Q18. Given the variety of design choices and technology features available in the marketplace, will vendors be given an opportunity to provide an onsite demonstration of control systems and available adjunct technology prior to award of bid? A18. No. Proposers shall include documentation describing proposed control systems. Q19. The base bid for audio is not a functioning system as specified. The system will not work unless Richland County chooses to proceed with Alt 1 referenced in the RFP. 1. Is there existing equipment to consider? A19.1 No. Price as a new system. 2. Are there as-built drawings available for any existing systems? A19.2 No as-built drawings are available. Q20. Can you provide a copy of existing site plans, if available. A20. Not available. Q21. Where does the weather rated rack need to be installed. Are there any location requirements to consider? A21. All scoreboard controls shall be installed in the press box. Q22. How flexible is the spec if the offeror guarantees the product design offered meets and exceeds specifications identified in the RFP? A22. The District shall review and consider proposals that meets or exceeds the specifications. (See Amendment 1) RFP NO AMENDMENT No. 2 Page 5 of 11

6 Q23. Will you be providing a soils reports for each location or an example soils report in which to base our installation on? A23. For proposal purpose only, soils are assumed to be average with maximum allowable lateral bearing stress of 200PSF/FT and maximum allowable axial bearing stress of 2000psf. Bearing capacity shall be verified by the districts soils testing agency before any installations take place. Q24. Will one purchase order be issued for the entire project or will there be multiple purchase orders executed over the different phases of the project? A24. An individual purchase order will be issued for each site. Q25. In the meeting it was mentioned that conduits would be supplied by the district. Does this include conduit to the game clocks, scoreboard / video display / sound system? A25. Yes. (See response to Question 8 above) Q26. Do you want the scoreboards and game clocks to be operated wired or wireless? A26. The District will consider wired and/or wireless and determined which is most advantageous in award. Q27. Is the 7 year on-site labor warranty just for the video display? Or, does this include the scoreboards as well? A27. The warranty must comprise of the complete scoreboard system to include audio. Q28. With the scale of this project and the numerous unanswered questions would it be possible to extend the due date by 7-10 days? A28. Refer to Amendment 1 Q29. Will you be supplying a drawing of what you want each system to look like? A29. No. A rendering for stadium scoreboard systems is included in this addendum. Q30. Are all of the sponsor signs non-lit? A30. No. All sponsor panels are to be backlit. Q31. Do you want the game clocks to be operated by the same controller as the scoreboard or would you like a separate controller for this function? A31. 7 Q32. Will the district be supplying breakers / box and disconnect at each location or should the installer plan on providing these? A32. The District will provide a disconnect in an acceptable location, in close proximity to the scoreboard system. Q33 Are spare parts required for the scoreboards and video displays? If so what % should be included? A33. The District has no preference as to how the Offeror executes the warranty. Q34. Are the Delay of Game clocks also required for the high school fields? And what communication method? A34. Yes. The District has no preference on communication methods. Q35 Will there be a press box/field house at this location for securing of sound equipment and controllers? A35. Yes. It will be located in the Press Box. Q36. Are engineer stamped drawings required for each install? A36. It is the intent of the District that the Offeror show due diligence as to any engineering needed to meet local building codes and warranty requirements. All work must be permitted by the local governing body. Q37. Will the low voltage conduit be provided for each install location? A37. Yes. See A. 8 Q38. What will be the approximate seating capacity at each stadium? A38. The approximate seating capacity is 5,000 at Stadiums and 900 at the School Field. Q39. At the bid opening will the pricing be announced for each bidder? A39. No. This solicitation is not a bid, it is a proposal, and only the Offerors name and acknowledgement of amendments will be recorded at the opening. Q40. Please place a description of what type of Limited warranty you are requiring? A40. 7 year warranty on parts and service. Q41. Will all AD/ID panels be backlit or non-backlit? A41. Disregard wording in section 4.03 ACCESSORIES B. 1-4 Optional Accessories: Do not include any pricing for optional accessories. Q43. Why is the subwoofer an add/alternate? This is one reason why the audio system is incomplete. A43. Price Subwoofer as an add alternate. Q44. Add/Alternate to be included (6) station Full-duplex long range headsets, what are these for? Unless you are providing cameras to work with them I am unsure of their usage. A44. Disregard wording in section C. STADIUM AUDIO SYSTEM AND SPECIFICATIONS Add/alternate to include 6 headsets as loose equipment. Do not include any pricing for headsets. Q45. If the headsets are to be included should they be wired or wireless? A45. N/A Q46. If the headsets are to be included and are wired is the conduit going to be provided? A46. Conceptualized rendering of the Scoreboard, Messaging System, and Audio System This rendering is conceptual in nature only, as stated in the solicitation (Product Specifications and Warranty) the Offeror s are required to provide in their submittal a measured drawing of a typical scoreboard and messaging system that would be appropriate for the Districts stadiums and fields. These drawings shall conform, as much as possible, to the Conceptualized rendering. In addition, the Offeror must show how the audio system will be incorporated into the scoreboard. 11 ACKNOWLEDGE RECEIPT Offeror must acknowledge receipt of this amendment prior to date and time specified in the solicitation, or as amended, by one or the following methods: (a) by signing and returning one copy of this amendment with your bid; (b) by acknowledging receipt of this amendment on each copy of the offer submitted; or (c) by separate letter or telegram which includes a reference to the solicitation and amendment number(s). Failure of your acknowledgement to be received at the issuing office prior to date and time specified may result in rejection of your offer. If, by virtue of this amendment you desire to change an offer already submitted, such change may be made by letter or telegram, provided such letter or telegram makes reference to the solicitation and this amendment and is received prior to date and time specified.
