2 Ntice f Decisin fr Request fr Expedited Review f DRI 2820 Decatur Landing The purpse f this ntice is t infrm Sterling Organizatin (the Applicant), DeKalb Cunty (the lcal gvernment), the GRTA Land Develpment Cmmittee, the Gergia Department f Cmmunity Affairs (DCA), the Gergia Department f Transprtatin (GDOT), and the Atlanta Reginal Cmmissin (ARC) f GRTA s decisin regarding DRI 2820 Decatur Landing (the DRI Plan f Develpment). GRTA has cmpleted a nn-expedited Review fr the DRI Plan f Develpment pursuant t sectins and A f the Prcedures and Principles fr GRTA Develpment f Reginal Impact Review and has determined that the DRI Plan f Develpment meets the GRTA review criteria set frth in Sectins and A. The DRI Plan f Develpment as prpsed is apprved subject t cnditins, as prvided in Attachment A and subject t the limitatins placed n allwable mdificatins t the DRI Plan f Develpment, as described in Attachment B. Subject t the cnditins set frth in Attachment A and Attachment B, GRTA will apprve the expenditure f state and/r federal funds fr prviding the Land Transprtatin Services and Access imprvements listed in Sectin 2 f Attachment C. The need fr said apprval shall terminate and be f n further frce and effect after ten (10) years frm the date f this Ntice f Decisin, unless the lcal gvernment has issued a permit fr the cnstructin f any part f the prpsed DRI Plan f Develpment prir t the end f the ten-year perid. The ntice f decisin is based n a review f the applicant s DRI review package received by GRTA n August 2, The review package includes: (1) the site develpment plan (Site Plan) dated July 18, 2018 titled Decatur Landing prepared by Kimley-Hrn and Assciates, received by GRTA n August 2, 2018, and (2) the transprtatin analysis dated July 2018 prepared by Kimley-Hrn and Assciates, received by GRTA n July 30,2018. Pursuant t Sectin f the Prcedures and Principles fr GRTA Develpment f Reginal Impact Review, the Applicant, the GRTA Land Develpment Cmmittee and the lcal gvernment have a right t appeal this decisin within five (5) wrking days f the date n this letter by filing a Ntice f Appeal with the GRTA Land Develpment Cmmittee. A Ntice f Appeal must specify the grunds fr the appeal and present any argument r analysis in supprt f the appeal. Fr further infrmatin regarding the right t appeal, cnsult Part 5 f the Prcedures and Principles fr GRTA Develpment f Reginal Impact Review, available frm GRTA. 5 Attachment C Required Imprvements t Serve the DRI Pursuant t Sectin R. f the Prcedures and Principles fr GRTA Develpment f Reginal Impact Review, a Required Imprvement means a land transprtatin service [def. in Sectin N] r access [def. in Sectin A.] imprvement which is necessary in rder t prvide a safe and efficient level f service t residents, emplyees and visitrs f a prpsed DRI. The Required Imprvements in the study netwrk were identified in the Review Package as necessary t bring the level f service up t an applicable standard befre the build-ut f the prpsed prject. These requirements are identified in Sectins 1 and 2 f this Attachment. Sectin 1 cntains imprvements that d nt require GRTA apprval at this time because they are t be cnstructed prir t the cmpletin f the DRI Plan f Develpment. Hwever, GRTA apprval shall be required in the event state and/r federal funds are prpsed at a later date t be used fr any prtin f the imprvements described in Sectin 1. Sectin 2 cntains imprvements that require GRTA apprval prir t the expenditure f state and/r federal funding.
