1 REQUEST FOR QUOTE: BELT BUCKLES Quote: # RFQ Released: April 23, 2018 Deadline for Quotes: Monday, May 14, 2018 The Houston Livestock Show and Rodeo (the HLSR ) was organized for charitable, educational and scientific purposes to encourage and promote the breeding, raising and marketing of better livestock and farm products at public fairs and to promote and maintain research and educational functions within the livestock industry. As the world s largest livestock show and rodeo, the largest fair in North America and the site of 20 concerts from top-flight entertainers each year, the show attracted over 2.6 million spectators in A Section 501(c) (3) charity, this organization has committed approximately $430 million in youth and educational support to Texas students since it began in HLSR is backed by more than 33,000 volunteers serving on over 105 different committees. GENERAL REQUIREMENTS FOR REQUEST FOR QUOTE PRICING Pricing for all goods/services must be very specific, all-inclusive and firm. All administrative fees, shipping, expedited delivery costs, labor, etc. must be included in the quote. All shipping, drayage and other charges are to be listed as a separate line item. Based on your line item bid price for shipping on the Price Sheet, HLSR may require that product shipments are to be done via Federal Express or UPS, using the HLSR s existing account. Moreover, all design work, product set-up, production, repair work, etc. must be done according to HLSR s schedule, which may include weekends, nights and early mornings, at no additional cost to HLSR. HLSR will pay only for goods/services stated on the Price Sheet unless otherwise agreed to in writing by both parties before the order is placed or work is started. No price changes, additions, or subsequent qualifications will be honored. INTELLECTUAL PROPERTY The provider acknowledges that the names, logos, copyrighted material and trademarks of HLSR are the sole and exclusive property of HLSR (the HLSR Marks ) and nothing herein shall provide the provider any right, title or interest in HLSR Marks. All HLSR Marks included in this Request for Quote ( RFQ) are for bidding purposes ONLY. They may not be used for any other purpose, now or in the future, without the express written consent of HLSR s Marketing and Public Relations Department. PROVIDER ADVERTISING, MARKETING AND PROMOTION The provider may not promote itself in conjunction with HLSR, use the HLSR as a client reference or display HLSR goods in any advertising, marketing or promotional materials. Exceptions may apply to current licensed providers.

2 Page 2 of 7 SPECIAL REQUIREMENTS / INSTRUCTIONS The following requirements and instructions supersede GENERAL REQUIREMENTS where applicable. SCOPE HLSR will receive proposals from vendors that can provide various belt buckles and related items for the 2019 show. RENEWAL If agreed to by both parties, the original agreement, as amended from time to time, at the same terms, conditions, and pricing can be renewed for an additional two years. Each renewal would be a one (1) year increment. GENERAL DESCRIPTION Provide all labor, materials, supplies and equipment necessary to produce and deliver the item(s) described herein and as directed by HLSR staff. TWO ROUNDS OF PROPOSAL EVALUATION HLSR will review initial proposals that are received per the guidelines in this document. Based on initial results, HLSR will allow the top bidders an opportunity to submit a Best and Final Offer once all design changes, specifications, and timelines are adjusted as needed. The final bidder(s) will be selected at HLSR s sole discretion. HLSR may award all items to one provider, but HLSR reserves the right to select different items from different providers. Please bid as if you will receive the entire order. If HLSR decides to split the order between providers, those providers will be allowed to adjust their proposed pricing at that time to reflect not receiving the entire order.

3 Page 3 of 7 PROPOSAL REQUIREMENTS Proposed buckles and pricing will be submitted on a Price Sheet (see Appendix B ). One item per Price Sheet. Reproduce the Price Sheet as needed. You can submit up to (3) designs for each style (#1 #6) & each price point. A photo, sketch, or drawing of each item must be submitted with quote. Sign all Price Sheets and return them along with your signed quote. Any fees and charges (ex: set-up, delivery charges) are to be identified separately. While product cost is of high importance, quality, customer service, delivery and order turn around capability, and ability to personalize some items will be given equal consideration in the selection process. You must include a physical samples of similar type buckles that the provider is proposing. (ex: For a buckle with a target price of $125, would need to see a physical sample of a comparable buckle that is already made). HLSR will provide a FedEx account number to cover shipping costs. All samples will be returned by HLSR. Bidder may be asked to attend a meeting (at HLSR offices, at the bidder s sole expense) with HLSR Management as part of the review process. This meeting will include the review of actual buckles similar to our specifications. Characteristics we ll be reviewing include, but are not limited to, product weights, relief depths, finish colors/coloring, quality of overall craftsmanship Provide, in writing, the following information: The location(s) of your production facility(s). A list of references from customers with similar type quantities. Your quality control processes. An actual production sample of each item will be required of the winning provider. This production sample is to be made with all of the specifications listed in this document and any changes made during the review process. This sample will be used to compare ordered products. The winning provider is expected to review EVERY ITEM prior to them being delivered. HLSR reserves the right to reduce the price for all incorrect/unacceptable buckles (ex: misspelled words, inconsistent finish, wrong coloring, etc) by 20% of proposed pricing if number of incorrect/unacceptable buckles is considered excessive. HLSR has sole discretion in determine what is excessive. Provider shall bare all expenses/costs to get an incorrect buckle fixed/replaced in a timely manner.
