5 Milling Voucher Scheme Objective Communities enabled to consume more of the cereals supplied through GFD and to diversify their diets. Implementation Period Mar, 2009 to Dec, Implemented in 6 IDP s camps. Donor ECHO and WFP Beneficiaries targeted on a monthly basis 256,000 GFD beneficiaries equ. to $156,702

6 Commodity Voucher Objective Improved consumption of diversified foods through the use of commodity vouchers. Donor Supported by WFP Piloted paper vouchers in Otash IDP camp, in May 2013, targeting 52,757 beneficiaries. In February Current: Expansion to Dereige IDP camp through commodity vouchers for an additional 21,161 beneficiaries. Beneficiaries targeted on a monthly basis An average of 73,918 GFD beneficiaries equ. to $642,000.

7 E-Vouchers In July 2015, WFP together with WV introduced WFP s Beneficiary Data Management Platform (SCOPE) Over 6000 verified HH s in Dereige camp received their E-Cards. Entitlements are received through E-Cards redeemed at Vendor POS

8 E-Cash Introduced in October 2016 by WFP. Involves Cash Transfers using a Commercial bank through smart cards in Otash camp. 73,868 beneficiaries per month in Otash camp the program.

9 Shared Excitements!! (Beneficiaries and WV Staff on Commodity Vouchers/E- Vouchers) I am. happy because the method of this project is faster and less crowding compared to what we were used to (GFD), now I spend very less time only in the shops to purchase the items we required. People can buy items from the neighboring shop, which saves the money paid for transportation under the Food Aid Program. WV Staff This is a good thing for us. We get many different food items such as groundnut oil, Rice, Sorghum, Onions, and other food items I am very pleased Said Mohammed Saleh in Derage IDP camp..i can even purchase items any time my family require them. It is very flexible, no need to get the whole months quantities together and keep in the house Fatima, 26 says in Otash

10 E-Cash Saves Me time! When WV visited Otash in April 2017, they were met by happy families. One of them Niema Ahmed, a 23 year old mother of 3 stated that this scheme was very helpful to her. She said she nolonger went to the distribution sites to collect the monthly entitlement because she was now able to collect her monthly benefit from a nearby trader. I can even go after completing household work she said. The Cash program allows beneficiaries to buy diversified food baskets, according to their preference of their family. They have a choice of buying all the items together or not. Niema confirmed her acquired bargaining power if a trader is charging more I can go and buy from another one. This applies for the quality of the items being sold by these traders. I can make my own choice. She added that she can also make a choice depending on what her children needs and spend the money even in buying medicine or paying the school fees etc.

12 Community Help Desks- WV listening to beneficiaries Beneficiaries have opportunity to give and receive feedback. WV has dedicated staff in 3 centers in the camp to document and provide response. Suggestions boxes placed at traders shops. Use designed forms (in Arabic) They can also write what they wish. Beneficiaries have indicated to donor their satisfaction on the mechanism.

13 Challenges Restricted vouchers do not address beneficiary preferences: Only listed items have fixed negotiated prices with traders, beneficiaries sometimes use the voucher to buy costly items not listed in the vouchers. Due to transportation issue some shops, experience shortage of required items. Hence limiting beneficiaries choice. Beneficiaries have diverted a larger portion of the E-Cash entitlements for other non essential needs relegating purchase food to a lesser priority even during food shortages in the household.
