1 Wake County Utility Coordinating Committee September 29, 2009 The Wake County Utility Coordinating Committee met at in Raleigh with Sandra Johnson and Glenn Flowers as our hosts. Donna P Zungia opened the meeting by welcoming all in attendance and leading introductions. The minutes from the August 25, 2009 meeting was approved with no changes. Thank You Shane Slaughter with KCI for buying our Lunch today. The Wake County UCC Breakfast will be held at the Golden Corral located at 6129 Glenwood Ave in Raleigh. The Golden Corral agreed to open early for the Breakfast. The time has been set for 7:30 AM. CLS has donated a flat screen TV as our first door prize. George Glenn with the North Carolina One Call Center will be our MC. If you have a door prize to donate or give away items for bags, please contact Donna Zungia , Larry Brook , Terri Williams or Sandra Johnson Lou Tietler made some corrections to the Wake County Emergency Call List Brochure. Some of the phone numbers had been changed over the years. Everyone was asked to review the brochure for corrections. Everyone agreed the changes look correct. We will have new brochures made up as soon as possible. Larry Brock wanted to know if the locators was seeing any changes in the way Progress Energy was calling in locates Pike Electric used flags or ribbons to mark the pole that was to be located. The locators are still receiving locate tickets that have the wrong information on them. The poles are not on the street called in on the ticket. For instance one locate ticket had the address 6900 Jones Franklin Rd. The actual locate area was the 200 block of Jones Franklin Road. The ticket becomes a legal document when it is generated. The North Carolina One Call keeps records of locate request for five years. It was pointed out that sometimes the City of Raleigh changes the street name. Some people may not be aware of the change. Brian Groom made a call to Ansco & Associates concerning the use of pedestal numbers instead of an address when they called in a locate request. Ansco & Associates should also give more information about the locate request on their tickets. DOT report from David West. David reminded everyone about the New Work Zone Safety Program. The flaggers on a construction work site should be trained by July,

2 2010. Meredith McDiarmid has moved on to another position with DOT. Stuart Bourne has taken Meredith s place. If you have questions or would like to schedule a presentation give Stuart a call. Stuart s phone number is His address is sbourne@ncdot.gov. Brian Groome gave a report of damages to A T & T cables this month. There were 29 damages 14 had locate request. IF you receive a bill for damages from A T & T and you fill that you are not responsible, please call the number or Brian right away. Brian can go back to CLS and look at their manifest. Please don t ignore the bill if you are not at fault.. If the claim goes days and no one has called to discuss the bill A T & T sends it to a legal firm. At this point Brian nor the A T & T Center can get involved. A question was asked about A T & T s response time when a cable is damaged and it s possibly an abandoned cable. One construction crew waited up to 5 hours for someone from A T & T to show up. Please do not backfill the area. There should be someone there within 2 hours. There may be another cable in the ground. There was discussion concerning the relationship the locators from different utilities and the City of Raleigh have formed. We each have names and phone numbers for the CLS locators, the City of Raleigh locators, A T & T fiber locators and locators. We call each other when we have emergencies after we call in the emergency ticket to the NC One Call Center. This relationship has made work in the field a lot easier. Doc Asbury gave the NC One Call Report: He went over the August, 2009 ticket report for North Carolina and Wake County. Year to date transmissions has a 17.8% decrease from August, For August, 2009 Wake County had a total of 7,965 total tickets. 7,965 New ticket 2,174- Updates 104 Retransmits 265- Second Notice 108 Cancelled 264 Emergency Locates 530 Rush Tickets 279 Short Notice Tickets 9,534 Normal Tickets (2 full working days or more) 2009 Holiday Schedule The Dates listed below are NOT part of the 2 working days notice. You can access this information by calling or by accessing the information on line as follows: Go to the NC One Call website home page at and click on Positive Response Click on Positive Response Status Enter the Ticket Number that you want to check and click on Submit Response Codes 10 = No conflict, tility is outside stated work area 20 = Marked 30 = Not Completed 40 = Could not gain access to property, locator will contact excavator 50 = Critical facility not marked, locator or utility operator must contact Excavator and must be present during excavation. 60 = Locator and excavator agreed and documented marking schedule 70 = Excavator completed work prior to due date 80 = Member s Master Contractor is responsible for locating facilities 999 =Member has not responded by the required time. Locate Company Information. The North Carolina One-Call Centers website s homepage ( now contains a link to contact information for Utility Locating Firms. There are listings both Contract Locating Companies and Private Line Locating Companies. There are times when this information can be extremely useful. Work Zone Safety Certification Due to several factors, including the state of the economy, the NC Department of Transportation has decided to delay the implementation of the Work Zone Safety Certification Program as Follows: Flagger Certification: Delayed until July 2010 Installer Certification: Delayed until January, 2011 Supervisor Certification: Delayed until July, 2011 If you are interested in entering your own tickets via the internet, go to the NC One- Call Website ( click on Remote Ticket Entry and request training. Tickets can be entered 24/7

4 If you have problems with mapping roads and streets, call Marshall Dean at the North Carolina One- Call Center. He does the mapping. He can be reached at Ext 508. The Wake County UCC Tailgate Safety Team will come to your office or to your job site and do a Safety Meeting with your employees. There is no charge for this.
