Deputy Director Date: May 24, 2012 To: From: RFP# Global Positioning System Grade Control Equipment Gina Gutierrez, Deputy Purchasing Agent Subject: Addendum #1, to RFP# Global Positioning System Grade Control Equipment PLEASE NOTE: This addendum must be signed and returned with your proposal. Failure to do so will cause rejection of your proposal. This Addendum No.1 forms part of the Request for Proposal # and shall supersede the original specifications of the above entitled RFP wherein it contradicts same. This Addendum provides the following clarifications and answers to questions: Clarifications: The last bullet point of Section 3.3 states Term of the Lease/Purchase agreement is for five (5) years with Quarterly Payments. The County is now requesting the vendor provide two (2) separate payment options. Option 1 will be for straight purchase price only (no financing) for the EQUIPMENT, maintenance shall be quoted separately. Option 2 will outline the proposer s leasing option terms for the EQUIPMENT ONLY, maintenance shall be quoted separately. An updated pricing sheet is attached and labeled Attachment A. This sheet should be returned with your proposal in a separate sealed envelope. County is requesting a minimum 40 hours of on-site training. This training to be included as part of your cost of labor and services. QUESTIONS AND ANSWERS: Section 2.3: Question 1: There are four pieces of equipment listed, which of those are to be fully automatic and which are to be indicate only? Are automatics needed for any of the equipment? What is the grade tolerance the County must maintain? Answer: Unit to be fully automatic is the JD 850C Dozer. Units that are to be indicate only are the CAT 836G Compactor; the CAT D8T Dozer; the CAT 623G Scraper; and the rover unit. Automatics are needed for the noted equipment. 2 Answer: The JD 850C Dozer does not have valves for full automatics. Vendor to provide the needed valves and install them. Question 3: The rover to be placed on the County vehicle mentions unit to be selected at a later date. Is the intent to pick the vehicle later or the model of GPS Rover later? Answer: The County vehicle on which the rover unit will be installed on will be determined after the bid is awarded. Section 2.4 Question 4: Does AutoCAD Lite 2011 support the creation of Digital Terrain Models (DTM)? Answer: No. Vendor is to advise County of the Autocad software version that supports the creation of Digital Terrain Models (DTM) and County will purchase the required version. Section 3.3 Question 5: The scope states you are looking to install a fully functional grade control system. Is the compactor system to be used for grade control or compaction and pass mapping? What type of work does PWSWD do with each piece of equipment listed and what is PWSWD want the system to provide or do? Answer: The GPS system on the compactor and the dozer will be used for compaction and pass mapping. The County uses its landfill equipment as follows: - JD 850C Dozer Pushing and placing of daily, intermediate, and final cover. Need the GPS system to provide guidance to the operator in the placement of soil according to design plans. - CAT D8T Dozer Pushing, spreading, and compacting of solid waste. Need the GPS system to provide guidance to the operator in the placement/compaction of solid waste in accordance with design plans. - CAT 836G Compactor Pushing, spreading, and compacting of solid waste. Need the GPS system to provide guidance to the operator in the placement/compaction of solid waste in accordance with design plans. - CAT 623G Scraper - Excavating and transporting soil. Need the GPS system to provide guidance to the operator in the excavation of soil in accordance with design plans. - In addition, the GPS system needs to provide real-time, two-way wireless data linkage between the machines and office so that up to date design information is transmitted to the cab. Furthermore, operations and engineering staff must be able to retrieve as-graded and compaction data from the machines to monitor production volumes and solid waste compaction benchmarks. Question 6: Is it required that the system be compatible with the current GCS400 wiring that are to remain on the D8T dozer and 836G Compactor. This excludes any competitive systems from being explored. Is it acceptable to leave the wiring as requested and run wires for a different system i.e. Topcon? Due: Thursday, June 7, 2012 Page 2 of 6

3 Answer: It s desirable that the system be compatible with the current GCS 400 wiring in the CAT D8T Dozer and the CAT 836G Compactor. However, proposer may submit an equal alternative that County will evaluate. The alternate must seamlessly integrate with the equipment. Question 7: It is required that the systems work with CAT s SAE and connect via a factory approved direct connection to the ECM. As stated above this excludes any competitive systems from being explored. Is it acceptable to attach to the electronics via other methods? Topcon utilizes a Valve Switching Unit to integrate with CAT machines. Also, this item does not take into account the John Deere 850C. That machine usually has an aftermarket valve that is used for any grade control. Answer: It s desirable that the system work with CAT s SAE and connect via factory approved direct connection to the ECM. However, proposer may submit an equal alternative that County will evaluate. Question 8: Seamless integration to the CAT Visionlink asset management is required. Is that unit standalone and not dependent on a grade control system, i.e. GCS400? Answer: CAT Visionlink asset management system is a standalone system. Question 9: Software for the systems is required; please clarify how many total computers are to have the software. Answer: Software for a total of four (4) PC s is required. Question 10: All hardware and software required to interface with the county s system are required to be included in proposal. What type of intranet system does the County use? What Operating system is on the computers? Answer: The County uses a T1 VOIP intranet system. The County uses Windows 7 as the operating system for its PC s. Question 11: It is required to provide unlimited technical support for a period of one year. What is considered technical support? Are on-site support calls included in this item? Answer: Technical support is considered troubleshooting and making repairs to the system via the phone or at the job site. On-site support calls are included in this item. Question 12: In the section Software, letter C. It states the County will purchase the software recommended by Contractor. Is the software to be included in proposal price? Answer: No. The County will purchase the recommended software. Question 13: A lease of 5 years with quarterly payment is requested. Are we allowed to add finance charges to this? Answer: Yes, please see clarification section above. Question 14: What is the County s budget or estimate for this equipment?
