3 1 General C Murphy enquired if everyone was happy to sign off on the minutes v1.0 of the Conference Call on 25 th July Minutes Approved. 2. Actions Previous Conference Call & IGG C Murphy provided the Action Item Update. 4 IGG actions were closed (see IGG slides for list of actions) since the last IGG Meeting (not including this current IGG meeting). Suppliers may RMDS if they require the closure details for any of these actions. 4 IGG actions have been carried forward. They are outlined below. Action Items 1077 P1 Safety Incident - ESBN to investigate and potentially raise a DR on how the existing market design could be improved to lessen the likelihood of such an incident occurring again. Update for C Murphy reported that ESBN sent the DR to RMDS who in turn issued it to the Market this morning IGG requesting comments. RMDS will be seeking approval for the DR at the next IGG. 4 1113 Smart Metering Project - ESBN and RMDS to clarify if there is any proposed changes to the existing market design governance arrangements and ways of working and also communicate milestone plan for 2019 schema release Update for IGG C Murphy reported that the Smart Governance Arrangements will be approved at the Smart Steering Group next week. RMDS and the Smart Metering Project are working together to see how the new Smart Governance Arrangements can be integrated successfully with existing arrangements minimising any disruption to MPs. Discussion at IGG J Bracken added that at recent Smart Forums some attendees were unaware of the recent Unicode Upgrade. s from RMDS pertaining to the upgrade weren t finding their way to designated Smart representatives in some organisations. It is essential to keep communication lines open within each organisation. There was further discussion on this topic as part of the ESBN Smart Project Update (see Section 9 ESBN Update for details). Action to remain open. Forum Logged: IGG Assigned to: ESBN/RMDS Status: Action remains Open Due Date: Suppliers to submit concerns they may have in relation to Data Sharing from a Governance and Agreement perspective in advance of the next IGG meeting 29 th August 2018 Update for Action logged at the last IGG Conference Call. IGG Carl Murphy reported that RMDS received only one response to this action, from BGE yesterday. Discussion at IGG G Kinsella reported that BGE would support a Data Sharing Agreement with ESBN. There needs to be clarity on the data processing relationship between ESBN and Suppliers, whether that is a controller processor relationship or another reiteration of that e.g. controller to controller. Even for a controller to processor relationship, the requirements seem to be about having processing agreements in place. Failing to meet requirements will lead to penalties and fines. There is a big drive for having transparency and an agreement in place. Data protection and sharing is covered to a certain extent in some of the Market documents but it only covers specific types of data sharing in ESBN e.g. Market messaging and the Extranet. It would be good to have an over-arching document. With GDPR, the landscape has changed a lot in terms of the liabilities. Suppliers have been working on a Data Sharing Agreement in the GAS Market with GNI. A lot of the work has already been done which the electricity Market could mirror. S Doolin added that agreeing on a data sharing agreement has proved to be a very difficult space in the GAS Market, has gone on for a number of years and still hasn t been agreed. It would be challenging if the electricity Market went down that route. J Bracken reported that in terms of GDPR and data sharing, ESBN is balancing two options, Smart Metering and some sort of a Code of Practice. ESBN is also undertaking work with K Kavanagh in Compliance and Enforcement in CRU with regard to a Retail Market Code. These two options need to be considered in the context of a possible overarching document being required. He will pass BGE s comments onto the Smart Metering Team and the ESB GDPR Manager. G Kinsella added that she is not sure that the Retail Market Code of Practice would be sufficient. S Doolin stated that that he would prefer to see the two options outlined by J Bracken explored before embarking on a big piece of work. A Keegan reported that the DPC sometimes publishes guidance, and wondered if they have published anything suitable in terms of data sharing agreements. K Sheridan stated that he would be quite keen to see BGEs response to this action. C Murphy suggested that RMDS circulates BGE s response to ESBN on this action to the IGG list. RMDS will allow time for comments from other Suppliers and ESBN s response to BGE on this matter. Action to remain open. 5 1119 ESBN LTNA lessons learnt - Suppliers to provide comments on the LTNA lessons learnt presented by ESBN (Action 1101). Discussion at IGG See Section 9 ESBN Update for details. Forum Logged: IGG Assigned to: Suppliers Status: NEW Action Due Date: CRU Update A Keegan & F O Toole gave the CRU update. A Keegan gave an update on the following: Smart Metering High level timelines are still on track. There was one issue yesterday at the ILG, which was round the re-versioning of the MCRs and the extension of the timelines around them. Smart Metering Governance Arrangements will go to the Smart Metering Steering Group next week for approval. There will be a placeholder within the Governance Arrangements for the consumer engagement and awareness working group and how all that will work. This will have to be transposed into the document at the later date. CRU Workplan CRU published a decision on the Standard Smart Tariff a few weeks ago. This picked up a little of coverage again in the media. CRU is due to publish two consultations in September, the first on Time of Use Go Active and the second on Profile Removal. Smart Metering - In September CRU is hosting a senior Executive CEO round table meeting on This is something that CRU has undertaken on the project down through the years. Executives will be briefed on all work that has been done since the decision was given on the phased approach in 2017, and will look at the work coming down the track in 2019 and The invites to this meeting were sent from one of the Commissioners. CRU will follow up with those CEOs who haven t confirmed attendance. SoLR work is ongoing with ESBN and RMDS. F O Toole gave the following update: London Forum Due to Brexit, what was previously the London Forum for the European Commission s Annual Energy Consumer Event, has moved to Ireland and is now the Dublin Forum. The next event is taking place on 20/09 & 21/09 in Dublin Castle. CRU is supporting the European Commission by helping them with the venue and logistics. This event is by invite only and the European Commission issue the invites to mostly national Regulatory Authorities and consumer Organisations. CRU has received a couple of s from Suppliers enquiring about this event but this is not something that Industry generally attends. MPs who have any questions on this event can F O Toole directly. G Kinsella enquired if CRU could forward onto Suppliers anything of importance in a summary that comes from the event. G O Toole agreed to do this. S Doolin acknowledged that the SST Paper recently published by CRU is strong, pragmatic, appropriate, and sensible and absorbs the commentary that had been made. From a customer protection point of view it also simplifies things. Page 5 of 12

6 A Keegan thanked MPs who submitted a response to the paper. It was the first Smart Metering Consultation Paper in quite a while and CRU received a lot of comments which was good to see. CRU treated some of the comments it received as out of scope and also went back bi-laterally to each respondent with regard to their comments. 5. De-harmonisation Update A Keegan gave the De-harmonisation update. As briefed at recent ReMCoSG and at the ReMCoWG which preceded this meeting, engagement on deharmonisation is ongoing. There is a meeting scheduled with UR and CRU on 7 th September to go engage further. 6. GDPR Update No discussion on GDPR took place. GDPR was already discussed in Action Retail Market Design Update C Murphy gave the Retail Market Design Update. LTCA Design Options were presented to the LTCA Working Group on 13/08/2018. A further session has been scheduled for 13/09/2018. The gap in time is to allow MPs to go back and review what was presented on 13/08/2018 and come back with further comments. New Retail Market Prioritisation Process Communication Packs from the Networks Operators issued to MPs on on behalf of both Network Operators. Conference Call took place on At the end of the Conference Call, MPs agreed to approve the package for delivery for 2020 without the need of any subsequent process. Page 6 of 12

7 ESBN and NIE Networks confirmed the package option at the ReMCoWG which preceded this meeting. MCR1184 Cooling Off for CoS C Murphy reported that the DR was approved at the last forum on Refer to slide for details. RMDS sought approval for this MCR. MCR1184 approved. RMDS will revert to the IGG with an implementation date for this MCR. MCR1190 Procedure for Supplier initiated transfer of MPRNs from one Supplier ID to another C Murphy reported that this DR was approved at the last forum on RMDS has not received any comments on this MCR. Refer to slide for details. RMDS sought approval for the MCR. MCR1190 approved. RMDS will publish the Working Practice that is detailed in the MCR on the RMDS Website. Re-versioned MCR1140 Introduction of Eircodes into the Retail Market in Ireland C Murphy reported that the reason the MCR has been re-versioned to v4.0 is to include a Market defect that was originally planned to be fixed as part of MCR1187. It was agreed that MCR1187 would go ahead without the Market defect and that it would be fixed in line with MCR1140. Refer to slide for details. RMDS sought approval for the MCR. Re-versioned MCR1140 approved. DR1191 SoLR Review C Murphy reported that this DR was raised by CRU in May It was originally classified to let Industry know that there is a SoLR review exercise going on. As we progress through the SoLR exercise, there may be changes to the Market Design. Refer to slide for details. Page 7 of 12

8 RMDS sought approval for the MCR. S Doolin reported that this DR is very broad and that a consultation might be required. More detail is required with regard to what is intended and what is not intended, and the DR is too all embracing. He thinks it gives carte blanche which could impose unexpected outcomes on ourselves if it was taken in its broadest sense. C Murphy suggested that RMDS park the DR for now. As the exercise progresses more and we know the areas of focus, RMDS will update the DR as required. The MCR will then drive out that detail. DR1191 not approved 8. MRSO Update G Halligan gave the MRSO update. G Halligan presented the abbreviated version of the MRSO Presentation. This version outlines Debt Flagging, Objections and any other key items that have come to light during the month. It now includes the number of Automated Debt Flagging figures (IGG Action 1023). The full standardised slide pack is available under the Reference Section on the RMDS Website and provides the status of Change of Supplier related activity in the ROI Market. Refer to slides for details. 9. ESB Networks Update J Bracken & P Warner presented the ESBN update. Long Term No Access Initiative P Warner (ESBN Meter Reading Manager) presented slides on Long Term No Access. He outlined slides on: Work Completed Work done by ESBN on an ongoing basis Common Supplier Concerns Sample of Supplier Lists Key Lessons Learnt Refer to slides for details. Page 8 of 12

9 Attendees were engaged and various questions were asked and discussions ensued throughout the presentation. At the end of the presentation a new action as logged was Supplier to provide comments on the LTNA lessons learnt Action 1119: ESBN LTNA lessons learnt - Suppliers to provide comments on the LTNA lessons learnt presented by ESBN (Action 1101). J Bracken thanked P Warner for presenting at the Forum. ESBN I-SEM Programme J Bracken presented an update on the I-SEM Programme. Refer to slides for details. The Go Live date is 1st October The Go No-Go decision is 30 th August He urged Suppliers who have queries, to contact J Long directly. SMART Metering Project Industry Governance Group Update. J Bracken gave an update on the SMART Metering Project. Refer to slides for full details. He presented slides on the following slides: ESBN SMART Overview & Milestones o Market Release v Status & Milestone Plan o Market Release v Milestone Plan & Agreed Scope o Proposed Package Impact & 2020 Market Release Agreed Package ESBN Smart Overview & Milestones S Doolin reported that an issue came to light yesterday at the SILG. The question arose as to how actions will be dealt with at the SILG going forward and how will the governance work. There was some contention at the Meeting and the topic was discussed at length the detail of which is in the Minutes of the Meeting. He is wondering about the cross over between the SILG, Smart Metering and the IGG and how the governance will work J Bracken replied that this is a really good question. The Governance piece between the IGG and ILG will have to be crystal clear and is going to be signed off soon. C Murphy added that RMDS is currently working with the Smart Project to agree the detail beneath the overall governance principle. Queries are going to come up, design changes are going to be requested and how all of these interactions are going to work needs to be understood. RMDS is asking the Smart Project as to how they see Market communications, forum facilitation, Market change control and Market Design documentation updates etc. working going forward. There needs to be a holistic view. RMDS and Smart are working to ensure that everything is clear and can be sustained for a number of years throughout the Smart Project life cycle. With regard to the governance being proposed from Smart, it contains a paragraph detailing the integration with existing forums. It states that the Smart Page 9 of 12

10 Project will raise high level design proposals at the SILG but then any subsequent DR/MCR changes will be raised via RMDS or ReMCoDS and brought through the existing forums for approval. We need to see what that means in practise. Who communicates the plans, who communicates design changes and how do Suppliers and ESBN engage on design changes and preparation for IPT etc. There is currently a host of different things that RMDS do as a given in the Existing Governance Arrangements we now need to ensure that the Existing Governance Arrangements and Smart Governance Arrangements can co-exist. 10. Gemserv Update S Fuller gave the Gemserv update. Refer to slides for details. Assured Parties August 2018 There has been 4 new CRU New Entrant approvals since last meeting 2 Self Supplier & 2 Export Only Suppliers. I-SEM Retail Market Assurance Final report submitted to CRU on 10 th August Went very smoothly, no issues raised, changes found to be fit for purpose and ready for implementation in line with the overall I-SEM timelines. CRU approved our findings on 14 th August ROI Market Design Changes Assurance Approach v circulated for review by RMDS last Friday. For approval at IGG Conference Call in October. She urged Suppliers who have any questions/comments on the approach to contact RMDS in advance of the next IGG Conference Call. 11. Notice Board: Planned Maintenance, Reminders from IGG etc. Outage Dates: C Murphy provided the outage update. Outages There is a site switch outage planned for ESBN SAP IS-U for Sunday 16th September from 08:00 to 17:00. Full outage details are available, as usual, on the RMDS Website. Page 10 of 12

11 12. AOB 2 items were raised by A Keegan in AOB. SEMO Guarantees of Origin (GoOs) CRU has just received some information from SEMO with regard to Guarantee of Origin (GoOs). CRU will ask RMDS to circulate the details which will contain the relevant contact information in SEMO to the IGG. D Mulholland enquired if the GoOs labelling will be up for approval at the next IGG. A Keegan replied that it is October that it is due to take effect so comments to SEMO will have to be received well in advance of that. Disaster Recovery EMMA DR CRU will be drafting up a new DR around assurance for those Suppliers who deploy a Disaster Recovery EMMA. CRU has been talking to RMDS and Gemserv about this and the vacuum around this topic. This DR will go the IGG Conference Call in October for approval and RMDS will issue it before the Conference Call.
