4 1.0 INTRODUCTION 1.1 Purpose of Documentation This document is a presentation of annual engineering reporting requirements for the Hot Springs Village POA Cedar Creek Class 1 Landfill. It is prepared pursuant to a letter from the ADEQ, Solid Waste Management Division (SWMD) dated January 20, 2005 to Mr. David F. Whitlow of the Hot Springs Village POA. The letter outlined requirements for annual reporting until the facility s permit has been voided by the ADEQ-SWMD. A copy of the letter and other pertinent documentation is included in Appendix A. 1.2 General The closed Hot Springs Village Class 1 Landfill is located within Hot Springs Village common properties between subdivisions Ecuestre, Cubel, and Fenix, in Saline County, Arkansas. The landfill is located in the SE1/4, SW1/4, Section 3, Township 1 South, Range 18 West. The closed Hot Springs Village Class 1 Landfill was originally permitted in 1982 under Permit Number 0192-S (CSN ). The facility was operated as a general municipal sanitary landfill through May 4, 1990 when the POA began to implement a final closure plan. Final closure of the Class I Landfill was completed prior to The ADEQ notified the HSV POA in a letter dated October 4, 1994 that, as of the Department s inspection of June 28, 1994, the landfill had been satisfactorily closed. Mr. David Whitlow of the HSV POA requested a final inspection for placing the active permit in void status by letter dated May 7, From the initial request through present, ADEQ has identified elements of post-closure completion that must be accomplished in order to void the permit. It is the intent of the HSV POA to satisfy all requirements for placing the facility in void status during the early part of the year in Once certification of post-closure completion can be accomplished, the POA will make application to void their permit

5 2.0 ANNUAL ENGINEERING INSPECTION REPORT ELEMENTS Compliant with Arkansas Regulation 22, Section , this section presents the final annual reporting elements for the Hot Springs Village Cedar Creek Class 1 landfill. The items below apply generally to calendar years 2003 and 2004 since the landfill has undergone final closure. A final engineering inspection was performed on February 14, (1) The volume remaining in the current landfill cell or area and the projected date for opening new cells or areas The Closure work performed prior to 1994 was a final closure for the landfill. Therefore the current as-built condition of the landfill includes no volume remaining and not projected date to open new cells or areas. The HSV POA will request that their Class 1 permit be placed in voided status upon Department acceptance of post-closure completion. (2) The estimated remaining permitted site life considering the current waste stream Waste operations ceased at the landfill on May 4, Site life for the Class 1 facility is considered completed. (3) Compliance of facility fill progression with the approved permit plans and specifications, and the narrative Filling as specified within the permit documents, permit conditions and subsequent correspondence with the ADEQ has taken place at the Hot Springs Village Class 1 landfill. (4) Compliance with the operating requirements of this regulation and permit conditions - The landfill is in general compliance with Arkansas Regulation 22, the permit operating conditions and the approved plans and specifications and operating narrative, particularly related to final closure. (5) Changes or proposed changes to the operating plan Clark County intends to enter voided permit status following the post-closure care phase. (6) Quantity and characteristics of leachate collected and disposed of In accordance with RCRA, Subtitle D requirements for small landfills in effect at the time of final closure, leachate collection is not obligatory. (7) Maintenance of storm water controls Permanent erosion control stormwater features have been constructed at the closed landfill as part of the final closure. Features include a vegetated erosion layer as the top component of the final cover and seeded ditches along the toe areas of the landfill. Features have been maintained during the post-closure care phase. As a result of NOD items issued to the POA in April 2004, - 2 -

6 erosional gullying, denuded areas and leachate leaks have been and are being addressed in order to prevent stormwater pollution. The POA is currently in the process of finishing the repairs and stormwater pollution prevention measures to assure an environmentally cognizant post-closure completion. (8) Status of capping and closure of completed areas Final cover has been applied to all Class 1 waste areas of the permitted landfill. No further municipal waste fill operations are planned at the site. Hot Springs Village POA intends to enter into voided status upon acceptance by the Department. (9) Status of remedial or corrective actions taken - No remedial or corrective actions have been necessary at the site. Post-closure maintenance activities have included repair of eroded and denuded areas, filling and over-seeding gullied areas and sealing of leachate leaks. The POA is currently addressing NOD items for post-closure completion. (10) Any other items impacting permit compliance at the landfill No additional items have been identified as having an impact on permit compliance at the facility
