2 1. Overview of the Security Situation in Helmand Province During the last six months period, (July-Dec 2017) the security situation in Helmand province remained volatile and deteriorated. Most districts of Helmand province were witnessed of battle intense conflict between ANSF and Ages. This resulted displacement of population towards provincial capitals and civilian casualties as well. The humanitarian services and activities were challenged & hindered by both government and NSAG in Hilmand province. 2. Assessment & Distribution for 230 Displaced HHs. The joint assessment have started on1st August and completed on 10 th August During the period the teams have totally identified 230 eligible IDP families who had been displaced from various districts due to ongoing conflict and have moved to Lashkargah city. All 230 HHs are in need of food, NFI and hygiene. All 230 HHs are in need of cash for rent, cash for health, cash for fuel and cash for transportation. All 230 HHs demanded for cash support in order to meet their other need. Distribution of WFP Food s: The WFP food distribution has carried out to the identified conflict affected displaced families with the following items distributed: WFP Food s Distributed to 230 Displaced Families in Lashkargah Name/Description Food Family (KG) Family Received Food s 1 Wheat-Flour Vegetable Oil Pulses Split Pease Salt

3 3. Assessment & Distribution for 127 Displaced HHs in Lashkargah City. Due to conflict between ANSF and AGEs resulted number of families displaced and for these families the joint assessment carried out on 13 to 17 August 2017 and verified 127 affected displaced families. All 127 HHs are in need of food, NFI and hygiene. All 127 HHs are in need of cash for rent, cash for health, cash for fuel etc. Based on the HEAT assessment forms all the 127 HHs requested for cash support. WFP provides food packages to 127 IDP HHs. ACF provides cash for other needs (multipurpose) to 127 IDP HHs. IRC provides hygiene kits (in-kinds) and cash for NFIs to 127 IDP HHs. UNICEF provides WASH items to 127 IDP HHs. Distribution of WFP Food s: The WFP food distribution has been distributed to all 127 vulnerable families at the presence of delegation consisted of government, UN, national and international organization representatives. 4 4. Assessment & Distribution for 149 Displaced HHs in Lashkargah City. The joint assessment for conflict affected displaced families carried out from August The team have totally identified 149 eligible families as conflict displaced from various area to Lashkargah city. The needs of the verified families are: o o o All 149 HHs are in need of food, NFI and hygiene. All 149 HHs are in need of cash for rent, cash for health, cash for fuel and cash for transportation. The IDP also demanded cash in order to meet their other requirements/. WFP provides food packages to 149 IDP HHs. ACF provides cash for other needs (multipurpose) to 149 IDP HHs. IRC provides hygiene kits (in-kinds) and cash for NFIs to 149 IDP HHs. UNICEF provides below WASH items to 149 IDP HHs. Distribution of WFP Food s: The WFP food distribution has been distributed to all 149 vulnerable families at the presence of delegation consisted of government, UN, national and international organization representatives. Joint Assessment Activities of 244 Conflict Affected IDPs DoRR reported nearly 4,000 IDP HHs displaced from several districts to Lashkargah, in Nawae-Barakzaiy, Nahr-e-Saraj and outskirts of Lashkargah city. Reportedly, the IDPs are living in dire situation with seeking urgent humanitarian assistances. The joint assessment was started in Lashkargah city from 27 Aug to 21 Sep 2017 and identified totally 244 families who were displaced from various district to Lashkargah city of Helmand province. All 244 HHs are in need of food, NFI and hygiene assistance. All 244 HHs are in need of cash for rent, cash for health, cash for fuel etc. WFP will provide cash for food to 241 HHs & 03 families will receive food in kind ACF will provide cash for NFIs and multi purposes (health, transportation etc. UNICEF will distribute the following WASH items to whole caseload as: Distribution of WFP Cash for Food s: The WFP cash for food items have distributed to verified and eligible 244 displaced families. The cash distributed have been carried out through by HAPA NGO through ABMMC/AWCC Company to all 244 IDPs HHs. The cash distributed carried out at the presence of government, UN, national and international organizations representatives. Joint Assessment Activities for 212 Conflict Affected IDPs The Helmand joint assessment successfully completed the fifth phase of the assessment in Lashkargah city started from 24 September, 2017 up to 12 October, 2017 and identified 212 eligible IDP HHs for immediate response who have been displaced from various areas due to conflict and moved to Lashkargah city. All 212 HHs are in need of food, NFI and hygiene All 212 HHs are in need of cash for rent, cash for health, cash for fuel and cash for transportation. WFP provides cash instead of food packages to 212 IDP HHs. ACF provides cash for other needs (multipurpose) to 212 IDP HHs. IRC provides hygiene kits (in-kinds) and cash for NFIs to 212 IDP HHs. Distribution of WFP Cash Instead of Food: The WFP valuable cash instead of food items have distributed to verified 212 displaced families. The cash distributed have been carried out through by HAPA NGO through ABMMC/AWCC Company to all 212 IDPs HHs. Joint Assessment Activities for 144 Conflict Affected IDPs The joint assessment for conflict induced families from varius districts and moved to Lashkargha city of Helmand province have started on 23 October and concluded on 09 November The assessment teams have totally identified 144 conflict displaced families. All 144 HHs are in need of food, NFI and hygiene All 144 HHs are in need of cash for rent, cash for health, cash for fuel and cash for transportation. WFP provides cash instead of food packages to 144 IDP HHs. ACF provides 144 hygiene kits (in-kinds) and cash for other needs to 144 IDP HHs. IRC provides cash for NFIs to 144 IDP HHs Distribution of WFP Cash Instead of Food: The WFP valuable cash instead of food items have distributed to verified 144 displaced families. The cash distributed have been carried out through by HAPA NGO through ABMMC/AWCC Company to all 144 IDPs HHs. Joint Assessment Activities for 333 Conflict Affected IDPs in Greshk City The joint assessment started on 14 th of November and concluded on 26 th of November During the mentioned period, the joint assessment team consist of one group have visited and have carried out the assessment in the areas reported. The joint assessment teams have totally identified 333 households who moved to Greshk centre areas of Nahre Saraj district. Needs of the Displaced Households: All 333 are in need of food, non food, hygien kits All 333 in need of winterization kits as the winter season have already set The toilet sanitation system was also very bad and unhygienic; therefore the households were also in need of squatting plates as well. The verified families have request for cash assistance as well in order to meet their other needs as well. WFP provides cash instead of food packages to 333 IDP HHs. UNHCR provides NFIs kits to 333 IDP HHs. UNICEF provides WASH and winterization items to all 333 IDP HHs. Distribution of WFP Cash Instead of Food: The WFP cash instead of food items have distributed to verified 333 HHs in Greshk city of Nahre Saraj district at the presence of government and other humanitarian organizations representatives. Joint Assessment Activities for 17 Conflict Affected IDPs in Nawa District The interagency joint assessment for conflict IDPs in Nawa district of Helmand province was completed from December The joint assessment team managed to verified 17 IDP eligible families during the assessment period with the following urgent needs. Urgent Needs of 17 Verified Conflict Affected HHs IDPs All 17 verified displaced HHs are in need of food, NFI and hygiene All 17 households are in need of multipurpose cash for other family needs. 9 Households are in need of emergency shelter assistance. Humanitarian Organization Responses/Assistance: ACF : Multi-purpose cash to all conflict affected verified 17 families IRC : Cash for NRFs to 17 families & emergency shelter (tents to 09 families WFP: Cash for food to all verified 17 households families UNICEF will provide the following items to whole caseload 17 families Distribution of WFP Cash Instead of Food: The cash instead of food items have distributed to verified 17 displaced families in Nawa district of Helmand province at the presence of government and other humanitarian organizations representatives. 10 10. Outcome/Result: Foods are vital and valuable commodity for the people survival and well being. The WFP food items assistance package had a great impact on the conflict affected displaced families as they have left all their household items behind at their origin places, destroyed or looted. Receiving of food items by the displaced families on urgent and well timely basis were really helpful and valuable to the affected population as it had met their food shortage. WFP cash instead of food had a great impact on the conflict displaced population living condition as they were in dire need of food items. So receiving of cash for food items will fulfill their food items needs. It has to be worth mentioned that UNWFP timely addressed emergencies responses and provided food items were worth affective to the conflict induced people. The displaced families have also appreciated these kinds of urgent and needed assistance which have met their immediate requirement.
