2 Introduction The Verifi id/qcs Integrated ID and Card Payment system was developed to deal specifically with the challenges faced by Scrap Metal Recycling Companies, with the sole objective of taking away the burden of complying with all the new legislation. By doing all this, Verifi id allows you to continue doing what you do best..deal in Recyclable Scrap Metal. Verifi id in one package delivers the ability to, 1. Store your customers ID documents securely and quickly. 2. Ensures the ID documents are always up to date. 3. Record every transaction with every customer individually. 4. Pay without cash whilst still giving your customers instant access to their money via the national ATM (cash machine) network. This is no mean feat by any stretch of the imagination and has only been made possible by combining a collective 45 years experience in the Scrap Metal Recycling Industry, with the creative abilities of the Pre-Pay Industry s Leading provider of Re-Loadable E-Money solutions in the UK. Your peace of mind is guaranteed by all E-Money transactions being undertaken entirely in the Financial Services Authority regulated UK Banking Sector. The Verifi id/qcs Integrated ID and Card Payment system is a safe, secure, fast, reliable way to protect your business ensuring you remain fully compliant with the new Scrap Metal Recycling laws, Data protection legislation, Money laundering Regulations and the E-Money Act. 2

3 Terms of business Our aim is to keep your initial set up cost/outlay to a minimum. We will provide the ID software required and licence key to access the system as part of the initial set up fee. We will then charge an annual fee for your ID licence. You will require ID cards to be issued to your customers so that the cards can be scanned on each visit to confirm their identity. These cards can be personalised with your business name if required. There is a charge for the Prepaid cards of 4.50 per card, including the on-going customer service, which you may wish to pass on to your customers as a 6 fee. Alternatively you may waive the fee. There is also a charge for the online cardholder identity check (KYC know your customer) which has to be passed before a Prepaid card can be issued. This charge is per check. The first check will be charged in advance as part of the initial card order. There are charges to the cardholder each time the Prepaid card is loaded and used. 4 Sign up process Customer sign up process 1. Customer (Scrap yard) confirms that they want to sign up to the Verifi id/qcs Integrated ID and Card Payment system. 2. Scrap yard signs agreement to the commercial terms. 3. Scrap yard orders own web cam and card reader to enable ID tracking to recommended specification 4. Scrap yard completes KYB (know your business) form, new account form and bank details and signs up to the stock control procedure for prepaid cards. 5. Set up fee and card costs paid in advance. 6. Scrap yard sent Verifi-ID manual with licence key to download access software for ID checking and QCS Prepaid card loading. 7. Scrap yard orders initial quantity of ID and Prepaid cards and is invoiced by QCS. 8. Scrap yard transfers float fund to enable instant loading of funds to prepaid cards this should be approx times the average historical daily cash transactions. This fund will be held in a client protected account by the card issuer Wirecard. 9. Scrap yard receives confirmation from QCS that they are live and ready to issue and load prepaid cards. On-going process 1. Capture and scan in KYC documentation (Passport or Driving Licence and recent utility bill) and conduct online KYC check via the Verifi id system. 2. Issue ID card. Card to be scanned and checked on each visit. 3. Issue Quantum Prepaid card. 4. Weigh metal and agree price with customer. 5. Load funds equating to price via the verify-id/quantum system 6. At the end of each day confirm to Quantum the number of cards issued, the number and value of funds loaded and transfer the equivalent amount to the designated account confirming the transfer and reference to QCS. 4

5 KYB completion Before Quantum can set up your account they are required to collect key information about your company. Please complete the Corporate Know Your Business Form (KYB) in appendix 1. Providing the following: - Full Company Name - Company Registration Number - Registered Office Address in country of incorporation - Business Address - Details of employee acceptance references and ID documents taken - Primary contact details - Name and Private address of all Directors - Provide a certificate of incorporation - Copy of Driving Licence and/or Passport This must be scanned and returned by to customerservices@qcs-uk.com where the contents will be verified 5

6 ID Software The Veirifi ID Software can be downloaded from this a link that will be advised: Browse to this site from the computer you wish to install the software on to, and click on the Install button. The software will be automatically installed to your computer. The software is designed to run on any Windows PC from and is supported from Windows XP upward. The software requires Internet connectivity at all times. Once installed any updates to the software will be automatically updated by the software. First Run On first run of the software, it will ask for the license key file that you were provided as part of the purchasing process. This key is a small file that will have been ed to you. It will have a file extention of *.verifiid. The Software will prompt for you to open the file before it starts. This is only required to be done once, and if the process was successful the software will not require the key file again. At this point the software is operational and you can begin setting up your users. Initial Setup You can set up your users by clicking on the green Verifi ID splash screen. This will open a admin log in prompt. You can log into the system by using the Username and Password provided in the purchasing process. 6

7 Card reader and Webcam The Verifi ID System requires two peripheral devices: A contactless card reader A Web Camera Contactless Card Reader The contactless card reader required is the ACS: ARC 122 U NFC Card Reader. ( 39.99) There are many online suppliers of this product. Our recommended supplier is SmartCardFocus and you can buy direct from them with next day delivery. Web Camera Although the software will work with any USB Web Cam, we have tested many and recommend the following:- Microsoft LifeCam Studio 1080P HD ( 36.00) Our preferred supplier is: - Computer Plus Limited Jamie Hall The web camera required can be any USB web camera. Alternative suppliers are available such as Amazon etc. 7

8 Card Handling Procedure To comply with FSA and Issuer regulations it is important that the cards are kept in a secure location and that we are able to identify where individual cards are at any given time. You are therefore required to agree the following; 1. Cards ordered by customer 2. Cards delivered to customer 7-10 working days later. 3. Cards will be mounted on a carrier letter by distributor. 4. Customer (yard) to store the cards in a locked safe in a locked office. 5. Cards will have an 8 digit identification number on the 4th line of indenting and will be supplied in sequential order (as near as possible). 6. Points 6-8 apply where the customer has more than one yard 7. Quantum to supply a recording spread sheet listing the card ID numbers to the customer head office. 8. Customer to record what card ID numbers are supplied to each yard with each supply from HO stock countersigned by an authorised person. 9. Where stock is re-sent by HO the customer accepts liability for the cards in transit 10. Other than after the initial order no more than 150 cards to be stored in each yard where they will be signed for on receipt by a senior manager and then immediately stored in a locked safe in a locked office. Allocations from stock by authorised personnel and countersigned. 11. When a customer has passed the full KYC check as approved by WDCS they can be issued with a prepaid card. 12. Each yard to record card PAN allocated to each customer in the Quantum middle tier by entering the details as required. The card is not activated until the KYC check has been passed and the right details entered. 13. Card is activated by the Quantum system once everything approved. 14. Cardholder obtains PIN by IVR. 15. Customer sends QCS a summary each day of cards distributed by yard and load values together with a confirmation of bank transfer of funds to Wirecard to cover the load values We confirm that before any scrap metal is accepted the yard s customer signs to acknowledge that they are legally entitled to sell the metal. 9 Setting up the bank account for loading cards and transfer of float 1. You will be contacted and provided with card loading Bank (Wirecard) details in order that you can load the cards. To enable the cardholder to access the loaded funds immediately it is necessary for you to provide a float of load funds which will be used to credit cards once scrap metal has been exchanged. The total amounts of funds to be sent should be approximately times the average historical daily cash transactions. These funds will be held in a client protected account by the card issuer. 2. QCS will provide you with a unique reference number to be used on all fund transfers. (Any funds received without the unique reference must be returned to the client for them to reissue using the correct process). 3. Once the float is in place you will be able to load the cars following the instructions in the software 4. At around 2p.m. each day you will need to send QCS a summary of cards loaded for the preceding 24 hours (see appendix 2) and transfer funds to the same value to Wirecard. 5. The float must be kept at the agreed level. 9

10 How to order and pay for cards 1. Once documents have been verified you will be contacted to complete an order form and a purchase order (PO) to order cards as per Appendix 3. Please use this form for each card order. 2. Once the PO has been received you will be sent an invoice by Quantum Card Services (QCS) covering the PO costs by . N.B. The bank account details for payment will be stated on the invoice. 3. Once payment has been received for the invoice the card order will be actioned and the cards will be couriered to the address provided within 10 working days. 10

11 Cardholder letter Dear Customer, Verifi id and Quantum Card services have teamed up to bring a unique ID and payments service to comply with the new legislation within the Scrap Metal industry. Thank you for your Driving Licence/Passport details and your utility bill confirming your details. You can now be issued with a Quantum Prepaid Card which will be loaded via QCS whenever you sell scrap metal to your scrap yard. Your card is a Chip & PIN card. To obtain your PIN please phone and follow the instructions. By signing and using the card you are accepting the card terms and conditions and confirming that you are an authorised representative of your company to receive payments for scrap metal. The key terms and conditions are attached with the fees and charges and for full terms and conditions, information on use, to register your card, help and to view your transactions please visit the website In order to use your card you must first activate it. This can be done either when you phone for your PIN or via the website and follow the simple activation instructions on the homepage. You will need to use your date of birth, entered in the following format DD/MM/YYYY. Once activated, your card can be used at most ATM cash machines and any retailers or outlets displaying the MasterCard Acceptance Mark. Please note the transaction limits especially for non-atm transactions. You may only spend up to the value loaded onto the card. If sufficient funds are not held on your Card to cover the amount of the transaction, the transaction will be declined. Your prepaid card must be treated like cash and must be kept secure at all times. If you lose your card you may lose the money on the card, as you would with cash. If your prepaid card is lost or stolen please contact Quantum immediately on +44 (0) so that they can block your card and arrange for a replacement card. If you have any queries regarding the use or activation of your card, please call Quantum Card Services on +44 (0) Please note, Newcastle Building Society (NBS), the original issuer of the Quantum MasterCard Prepaid Card, has transferred its Prepaid Cards Division to Wirecard Card Solutions Limited (WDCS). WDCS, authorised and regulated by the Financial Services Authority in the UK, is the new issuer of your card. The Terms and Conditions and any fees relating to your card remain unchanged. This also does not affect the status of your card or statutory rights in any way. The card is predominantly intended for use as an ATM card. Please note the transaction and load limits. Closure Cancellation or redemption fee If you cancel your card before the card expires 10. After your card has expired you may request a new card and transfer your balance. You will have up to 6 years after the end of the e-money contract to claim any unused funds. If you do not request a new card an admin fee of 2 per month will be applied to your card balance for the first 12 months after expiry. Expiry Your card will be valid for 2 years. Your e-money agreement is valid for 3 years. 12

13 Identity and KYC In order to make/ record a payment, the Software requires a minimum of the following: Photo Id (Captured directly from web cam or from photo id ) Driving license The above minimum will allow payments to be recorded for: BACS Cheque Other To make/ record a Pre Paid Card payment the following ID is required: Photo ID Photo Id (Captured directly from web cam or from photo id ) Driving License or Passport Bank statement or Utility Bill Pre-Paid Card Issuance (KYC Checking) In order to issue a pre-paid card the software perform the following real-time checks on the individual based on the identification provided: Address verification Driver license or Passport validation Sanction Check Only by passing all three real-time, on line checks will the pre-paid Mastercard be enabled and activated. The Verifi ID software will manage the collection of ID and the automated on line checking as and when required. It s worth noting that invalid information will result in a failed KYC check 13

15 Prepaid Card Website Quantum Card Services have developed a website for the prepaid card at This website will provide the full terms and conditions for the prepaid card along with a questions and answers section and details for contacting customer service. Once you have registered and set up a password you will also be able to view your balance and transactions. Above is a screen shot of the website front page. 15

16 Glossary of Terms QCS ATM Pre-Pay E-Money POS KYB KYC WDCS (Quantum Card Services) Provider of the Pre-Pay Cards and payment services (via WDCS) offered by the Verifi id / QCS System. (Automatic Teller Machine) Cash Machine Point A type of cash card which allows the card holder to withdraw money from an ATM provided that money has been Pre-Paid onto the card in the first instance. Money held electronically. Accessible via a PRE-Pay card or Internet Banking. (Point of Sale) This is where a card holder may pay for goods with his Chip & Pin card at a petrol station cashier desk for example. (POS Transactions limited to per month maximum) (Know Your Business) This is a term used to describe the process of assessing a companies eligibility to operate a Verifi id / QCS System. (Required by Law). (Know Your Customer) This describes the process of gathering necessary ID documents to issue a Chip & Pin card to an end user (your customer) of the system. (Required by Law).
