3 Why has the University introduced car parking charges? Parking management has become an increasing challenge over the last few years with each campus facing its own particular problems. Our priority in introducing the parking management system is to ensure that we provide a safe and accessible campus environment for our staff, students, and visitors. At a number of our locations, demand exceeds the number of parking spaces available. In 2016/17, there were over 2,000 permit applications for 340 spaces at the Carmarthen campus. The University has introduced a parking charge to pay for the services required to improve safety and accessibility to campus. Why has the University introduced car parking charges now? We have delayed introducing a management system until now, however, there have been a range of issues relating to parking on each of our campuses for a number of years which we must now address. I am a member of staff, how much will I have to pay for my permit? The current tariffs for an annual permit, which start at a rate equivalent to approximately 23p per day and are applicable from 1st October 2017, will be as follows: Band Gross income Type of permit Equivalent monthly charge* Annual Permit Price Lower rate 0 18,000 Staff Standard rate 18,001 Staff ,000 Higher rate 40,001 and Staff over Premium rate SMT I am a student, how much will I have to pay for a permit? The University will not be charging for student parking permits during the 2017/18 academic year while we continue our engagement on the issues that have been identified. How do I apply for a permit? You may apply for a parking permit via the Euro Car Parks online portal: When can I buy a permit? If you are a member of current member of staff at the launch of the measures in October 2017, you must purchase a permit by 10 th October. If you have started after this date, you may purchase a permit when you wish to begin parking on site at a reduced rate.

4 Can I spread the cost of my permit? Yes, permits can be paid for via monthly instalments. Details of how to do this can be found on I don t have a permit, can I still park on campus? Yes, all ungated car parks will have the facility to enable you to pay by phone. Carmarthen campus also has pay and display machines. These will soon be rolled out at Lampeter as well. If you choose to park on campus without a permit, the following charges are applicable: Up to 30 minutes Free to allow time for drop-off e.g. assignments or taking children to the crèche Up to 4 hours hours to 8 hours Will I need to stick a permit in my windscreen? No, following feedback from the Carmarthen pilot project in 2016/17, we have arranged a system that works by scanning number plates. This removes the need for a physical permit and the risk of it falling off your windscreen and being missed by the parking attendant. When will the parking management be enforced? University car parking enforcement will operate between the hours of 08:00 16:00, Monday to Friday. This will not be enforced on weekends but will include holiday periods. What happens if I park on campus without paying? A Parking Charge Notice (PCN) may be issued in instances where a vehicle is either not permitted to park or is parked in contravention with local signage. PCNs are set at 80, reduced to 40 for early payment. Are there any restrictions on where staff and students can park? In order to ensure a practical parking management solution, spaces on campus are divided into zones as shown on the map ( These include: Designated areas for staff (with a staff permit). Designated areas for blue-badge holders (marked in the car parks). Shared areas for staff and visitors who are required to pay for their space either via staff permit or pay and display / pay-by-phone. Designated areas for residential students (free to park with a student permit). Designated day (non-residential) student parking areas (free to park with a student permit).

5 Can I reserve visitor parking on campus? Yes, up to 20 spaces per day can be booked via the Operations Team. These spaces are available up to 08:00 hours on the day that the space is required. Vehicles parked in booked spaces will need to either display a visitor permit or have either paid by phone or paid and displayed. Visitor permits can be obtained from Operations and costs will be charged back to the department, based on the pay by phone rates above. This small fee is to ensure that spaces that are reserved are used and not booked speculatively. Who will enforce the car parking arrangements? A third party contractor, Euro Car Parks will be enforcing the parking arrangements. They will be responsible for all administration, permitting and enforcement. Who do I contact if I am not happy with the service? All correspondence should be directed to Euro Car Parks in the first instance. You can Euro Car Parks at seasontickets@eurocarparks.com. If you need to talk to someone about the service provide by Euro Car Parks, please mail parking@uwtsd.ac.uk. I am a student, what is my course reference? The course reference is the four digit UCAS reference. This can be found in the UWTSD prospectus or on the UCAS website. If you do not have a UCAS code, please enter your course title. How will the park and ride work at Carmarthen? Details relating to the park and ride facility in Carmarthen can be found here: Why is there only a Park and Ride Facility in Carmarthen? The P&R facility in Carmarthen is a pilot project to assess levels of demand and viability. Carmarthen was chosen and the pressure on parking is most acute here. If the pilot is well used and deemed to be successful, this information will be used to inform future park and ride facilities elsewhere. Blue badge holder Blue badge holders can park for free on campus in designated spaces. Where will my permit entitle me to park? All permits will be transferable between campuses.

There is no fixed proportion of the split of income from the permits between UWTSD and Euro Car Parks. The University pay a monthly charge for services rendered, all permit fees and fines (minus an administrative fee) are returned to the University. If staff fall foul of the system, who do the fines go to? How are they paid? Can they result in court proceedings? Euro Car Parks will administer the parking charge notices (PCNs). After an administrative fee is deducted, these amounts are returned to the University. They can be paid directly to ECP. They can result in court proceedings. We have also been asked for clarity on use of profits from the parking charges, and have been asked if departments can make applications for green projects, for example Engineering, electric vehicle development, for student projects. The project is not expected to return a surplus in the foreseeable future. However, the Sustainability Delivery Team would be interested to hear of any projects to help tackle parking and promote sustainable travel at sustainability@uwtsd.ac.uk Why are we able to register 4 vehicles but can only activate 2 (with the understanding that only 1 is allowed on campus at any one time). This is a systems limitation. Will there be pay and display? As some members have 2 cars, (husband and wife coming in) and one pays daily if they cannot come in together? Pay and display will be available at Carmarthen and Lampeter. All campuses will have a pay by phone option.

7 Is the website secure? Once you have logged in, the site is secure, as per the screen shot below. Your browser may require a refresh, in which case please hold ctrl + f5 together. I am a student and do not know my course code. Where can I find it? You may enter either the UCAS course code or, if this is not available, the course title. I am hiring a vehicle on behalf of the University, will this vehicle be fined? If hired vehicles are to be kept on site, the person responsible for hiring the vehicle should obtain a visitor s permit from Operations or Reception. This will be validated for the duration of the vehicle hire contract. Can I claim back pay and display or pay by phone charges on my expenses? No. What are the arrangements for gym users? 1. Paying members will be on a list registered with ECP and receive inclusive parking. 2. Paid for bookings by end users (e.g. those using the facilities for themselves) before the day will be sent through in advance and free. 3. Paid for bookings on the day will get a visitor permit. 4. Large events will be booked through Conferencing. 5. If a person/ organization books space and then charges others to use it, or for a service delivered in that space, they pay staff rate parking What are the arrangements for visitors? 1. Reception will manage visitor bookings in the same way as has previously been booked. 2. A triplicate sheet book will be held at reception and can be used to issue visitor passes. These must be dated and timed to ensure spaces are freed as quickly as possible. 3. Vehicles with a visitor permit will not be fined if parking safely and considerately, in line with car park signage. 4. Arrangements will be reviewed in the New Year. 5. Reservation of space is at the discretion of Reception.

8 6. Line marking to accommodate visitor parking will be rolled out later this year. This will be completed in communication with the Parking Strategy Group. Will I be able to leave my car on campus overnight? The parking restrictions only apply , so no tickets will be issued outside of these times. I thought the monthly payment option was going be managed via Direct Debit. Why has this changed? Unfortunately the time between the contract being awarded and the system going live did not allow for a direct debit system to be set up. This only became apparent after the contract was awarded and issues with the third party building the website led to unexpected delays. We had to opt for a solution that could be put into operation quickly. You will be keeping all my card details on file including my 3 digit security code, how safe is my data? ECP and the University do not keep any card details. We utilise SagePay (often used for one off online transactions and contactless payments in shops) as the mechanism to take payments and any information is stored with them. SagePay are PCI DSS Compliant and I understand to have one of the highest accreditations. What guarantee do I have that you will take the exact amount you should be taking and when you should be taken? Once the recurring payment has been set up and authorised this is held within SagePay and the amount cannot be changed. Euro Car Parks then send a token request to SagePay on the 1st of the month which is an alphanumeric number that bears no relation to the amount that is to be paid. When it comes to ending my payment to Euro car Parks can I expect any problems for example how much notice needs to be given etc.? As long as notice is provided a five working days before the 1st of the month then the payment can be stopped. I am protected with a Direct Debit guarantee and can easily cancel the payment should I wish to. Everyone else I use on line allows direct debits. Why is this different? Each person can cancel the recurring payment at any time by cancelling their card if they require to do it themselves. This is a worst case scenario and we would never expect to get to this stage. ECP provide a service to the University and they take guidance accordingly. How do I check that my account is up to date? 1. Log into the system: (link in top right of screen) 2. Check that your vehicle is registered correctly and the box in the activate column is ticked.

9 3. Click Proceed at the bottom of the page. 4. The next screen will either confirm that you are up to date, or provide further instruction regarding payments that need to be made. How do I appeal my ticket If you believe that a PCN has been issued incorrectly, details regarding the appeals process are included on the ticket.
