MCA Guide This project has received funding from the European Union s Seventh Programme for Research, Technological Development and Demostration under Grant Agreement No This presentation reflects the views only of the authors, and the European Union cannot be considered liable for any use that may be made of the information contained therein.

MCA What for? Used to evaluate different options against relevant criteria Used for structure and transparency Displays the criteria that are important to consider Displays alternative outcomes of the various criteria

MCA in RISC-KIT Understand applicability and local relevance of the identified measures Highlight local conditions within case studies Underline difference in perceptions across case studies Contextualize model results

MCA Matrix CRITERIA Weights SA1 SA3 SA3 SA4 Feasibility Acceptability Sustainability SUM

STEPS Step 1: Interactively present preliminary DRR measures from BN results and agree on SAs Step 2: measures against criteria on values ranging between -2 to +2 Steg 3: Weigh criteria Step 4: Calculate weighted scores of criteria Step 5: Generate sums

Step 1: Choose SA s Step 1: Choose composition of SAs from Bayesian model CRITERIA Weights SA1 SA3 SA3 SA4 Feasibility Acceptability Sustainability SUM

STEP 1: Choose SA s Objective is that stakeholders... Undersand the process behind the selection of DRR measures Understand the BN results for each DRR measure (using cards and web-viewer) and compare to the zero alternative Interactively discuss possible SAs Understand the BN results for each SA (cards and webviewer) Prioritise 4 SAs for evaluation in the MCA

Step 1: Presenting DRRs & BN results Visualisation cards Interactive web-viewer Others ideas are possible

Step 1: CARDS (see template for details) Blue: hazard measures Purple: Exposure and/or Vulnerability measures Orange: SAs Picture Qualitative cost estimate Hazard info Impacts (and map) Short description (including assumptions)

STEP 1: Process: DRR measures BN results Split into two groups if necessary Present the set of individual DRR cards to the stakeholders Explain the information presented (any assumptions) The webviewer will be available if more questions are asked or more info is needed Let them compare the DRRs against the zero alternative Ask each stakeholder to select 2 preferred DRR measures

Step1: Process Strategic Alt. BN results Let stakeholders combine DRRs on flipchart to make SA s (in two groups) Play with the web-viewer click-on and off Negotiate the final 4 SAs for MCA evaluation + =

Step 1: Webviewer demo

Step 2: s Step 2: criteria CRITERIA Weights SA1 SA3 SA3 SA4 Feasibility Acceptability Sustainability SUM

Scoring Guide Criteria Probably No Possibly No No effect Possibly Yes Probably Yes FEASIBILITY - can the SA be made to work? It is financially viable considering costs and revenues There is access to necessary human, infrastructure, knowledge, and technical resources It makes political sense ACCEPTABILITY Would the SA be accepted? Meets local expectations of economic, health, social, cultural and recreational benefits Enjoys local support from civil society and groups Perception of gains/needs outweigh perception of risk/threats SUSTAINABILITY - Would the SA endure? It can be justified even if expected changes do not occur ("no-regret") It improves ecosystems and human life It is resilient to changes and disturbances

Lesson learned in Kiel Material needs to be prepared. The idea of having post it s, stickers and colors, is to make the session more interactive. Not having your material might lead to a teacher-student situation as participants are less likely to move around the room and interact with each other. A run-through of the MCA is very necessary. There are several steps and most of you are new to the methodology. Changes have been made to the MCA since the training session in Faro, so make sure to read the steps and the (many) changes made to the guide Having the right room is important: too small room will not allow for participants to walk around the room. If using the cards to present the SA s, we advice you to have 1 set of cards per person so they can look at them at all times. Please fill out all templates. A word version of the guide has been provided for you to fill out the requested information. Once your MCA is over, send over to me all templates, your SA cards, and the facilitator survey Bring with you to Varna the stakeholder survey (since they will be on paper format) Rådhuset Kristianstad Deltagande Workshop, 18 March 2016
