TO ALL BIDDERS OF RECORD AND TO WHOM IT MAY CONCERN: This Addendum is being issued prior to the due date for receiving proposals. This Addendum forms a part of the Contract Documents and modifies the original Request of Proposal as noted below and shall be incorporated into the Contract Documents. All other provisions of the RFP released March 19, 2018 with the exception of changes below, shall remain unchanged. This Addendum is issued in accordance with the provisions of Section 3 of the Request for Proposal document. All Proposals shall be based upon work as modified by this Addendum. Acknowledged receipt of this Addendum on the Acknowledgement of Addendum Form is required. Failure to do so may result in disqualification of the Bidder. This addendum addresses all questions submitted, change in the Procurement Schedule, and Proposal Cost Offer Form for RFP Fare Collections. 2 Page 2 of Is there a pricing form that provides additional information related to the bullet points listed on page 20 under Cost Structure? IPTC Response: A pricing form has been provided as part of the supplemental materials. 2. Which individuals/departments will be involved in the evaluation process? IPTC Response: The evaluation team is comprised of member from various departments within IPTC. 3. Are the Frontend Fare Processing boxes intended to accept cash transactions as well or just to validate mobile ticketing and fare media? IPTC Response: IPTC intends to retain its current GFI fareboxes for all cash transactions; the front-end fare processing devices need not process cash transactions. Vendors should note that, because the existing fareboxes will remain in place for cash transactions, maneuverable space in and around the fareboxes may be limited. 4. How many copies of the proposal would the Agency prefer? (Section 2.2 states 1 original hard copy and 1 electronic copy, but the proposal checklist asks for 1 original and 6 copies.) IPTC Response: IPTC would like to have 1 original hard copy in a 3-ring binder and 1 electric copy. 5. How many references would the Agency prefer? (Section 2.2 states 3 references, but the proposal checklists ask for 5.) IPTC Response: IPTC would like to have at least 3 references, you may have more if you want. 6. What is the annual ridership of the system? IPTC Response: Ridership for the past three years is as follows: 2015: 9,666, : 9,193, : 8,754,767 Note that estimates provided in the scope of services assumes an increase in ridership attributable to the implementation of bus rapid transit services and an increase in service on local routes that will be implemented over the next five years.

3 7. To ensure parity between bids, would the Agency please provide anticipated annual revenue from mobile ticketing? Page 3 of 23 IPTC Response: Mobile ticketing revenue is reflected as a portion of the debit and credit rows of the table on page 21 of the RFP. Mobile ticketing is viewed as serving as a front-end validation device for the account-based system in addition to serving as singular a fare payment media. As such, fares validated through mobile ticketing may have been paid through a payment interface on mobile ticketing application or through some other means of a transit rider accessing his or her account. While transit riders may be able to purchase single fares via mobile ticketing without establishing an account, we do not view the mobile ticketing as distinct from the rest of the account-based system and therefore make no estimate of revenue strictly derived from mobile ticketing 8. Does the Agency intend on selecting a single proposal to complete its goals or will it select the best vendor from each category? IPTC Response: As noted in the scope of services, it is the goal of IPTC to procure a single, comprehensive, account-based system, inclusive of all components. Vendors who are unable to provide a comprehensive system inclusive of all components are encouraged to partner with other vendors to provide a comprehensive solution (as part of a single proposal). IPTC reserves the right to consider proposals that include a limited number of the components listed. The evaluating team will evaluate the entirety of each proposal based upon the evaluation criteria listed on page 22 of the RFP. 9. The RFP indicates that the IPTC is currently undergoing a competitive procurement process to implement a Customer Relationship Manager (CRM) platform. Has this solicitation been issued? If so, can IPTC provide the title and #? If not, when will it be? IPTC Response: The procurement of a CRM is being drafted at this time. IPTC anticipates posting this procurement this summer. 10. How will this be funded? Through the budget and tax levy? IPTC Response: The fare modernization effort is to be funded through a combination of federal grants associated with the bus rapid transit implementation, other federal funds, and local funds as derived through the property tax. IPTC reserves the right to adjust these funding sources as needed. 11. What is the estimated cost?

4 Page 4 of 23 IPTC Response: IPTC has budgeted $5.45 million for this effort in its current fiveyear Capital Plan. 12. We see that RFAs are due on April 16, 2018 by noon EST, but do not see a definition for RFA anywhere in the RFP. Can you please specify what RFA stands for and where we should submit that? IPTC Response: RFAs are intended to be a Request for Alternates, providing vendors the opportunity to submit and/or recommend technologies or other ideas that are not currently reflected within the RFP. RFAs should be submitted to procurment@indygo.net. 13. Please confirm that no sample contract is provided with the RFP package beyond the Federal Funding Clause in section 3, and that the Terms and Conditions associated with this procurement will be negotiated after the May 30 Interview by Invitation and assumed award notification. IPTC Response: No sample contract is provided with the RFP package beyond the Federal Funding Clause in section 3. Terms and conditions associated with this procurement will be negotiated after the IPTC Board of Directors approves of the selection of a vendor. 14. Please confirm that Limited Use fare media, meeting all specified requirements, that is vended from the TVM s, is acceptable. IPTC Response: No. Fare media vended from the TVMs should be durable to sustain normal use and wear over a long period of time; limited use fare media are not acceptable. 15. Please confirm that the selected CRM platform provider will collaborate with the fare collection system provider via API so that the desired integration can be performed. IPTC Response: Requirements will be included within the CRM RFP to provide for integration of the two systems. 16. In addition to providing an application for the IPTC Retail Desk and Customer Service Center to establish and replenish accounts, is IPTC also requiring that a web site be created and made available directly to the public/patrons to establish and replenish accounts as well?

IPTC requires a customer and administration interface that can be surfaced through IPTC websites and through mobile capability as a standalone or integrated mobile application. 17. Please provide a detailed description, including all available bus/vehicle make, model, year of manufacture, photo s (if available) and any drawings or blueprints and any other available description so that an accurate installation proposal can be provided to IPTC. IPTC Response: IPTC staff and/or its designees will be responsible for installing fare processing equipment on local fixed route and paratransit vehicles. There is no required installation of fare collection equipment on BRT vehicles. 18. Please elaborate on the level of support and troubleshooting required by IPTC for the term of the contract. (L1, L2, L3)? IPTC Response: 24/7, 365 support is desired for all vendor provided services, software and platforms. The IPTC IT team will provide triage for network, communication devices and other related hardware. Escalation to the vendor will be required as needed. Design documentation, access to knowledge articles, known issues and bugs, dependency documentation, configuration procedures and lifecycle and maintenance plan are required. 19. Please clarify if IPTC is requiring responders to provide both a cost proposal to purchase AND a separate cost proposal to lease all capital equipment for this procurement. IPTC Response: In order to provide for a fair comparison between various cost proposals. All vendors shall be required to provide a cost to purchase physical equipment as their baseline proposal, in addition to any one-time or recurring fees. Additional proposed cost structures including leasing may also be provided by the vendor, provided that they also respond to the required cost structure as outlined above and in the bid form. 20. P7: It is the stated agency preference that the fare system will have the ability to be integrated with the CRM via an APIs or other such mechanism. Is this API available already and can it be provided to better estimate integration effort?

Requirements will be included within the CRM RFP to allow for integration of the two systems. 21. P8: Can you please provide the API to integrate the payment tracking feature with IPTC's Enterprise Resource Planning platform? IPTC Response: The IPTC ERP system is Dynamics AX Microsoft provides Retail and Commerce interfaces into the AX environment. The API will be determined based on the Fare System capability and interoperability with Dynamics AX. Per the response to Question 47, below, integration is not required as part of this solicitation; however, should such integration be achievable through minimal cost and effort, such integration would be desired. 22. P9: Who is the selected acquirer for credit card transactions? IPTC Response: IPTC currently uses Authorize.net for retail, web and phone transactions. Vendors can propose a solution that integrates with the existing payment gateway, or proposals can include a different solution. 23. P10: Is there a real time API available to retrieve information related to scheduling and real-time information, route planning. If not is there a preferred interface / file format to import periodically? IPTC Response: IndyGo produces and provides schedule and trip information to Google in the standard GTFS format. The Google API s can be used to integrate with that data. 24. P10: Should Fare Media be NFC based? IPTC Response: IPTC anticipates that fare media will be NFC based, but the organization will consider any technologies that substantially advance its goals and/or desired outcomes. 25. P11: can you please confirm the type of public wi-fi system (a, b, g, n others) and confirm that an Ethernet RJ45 connector will be provided to interface the (CAD/AVL) system IPTC Response: Public Wi-Fi is provided at the Transit Center, as a productivitybased benefit to our riders. Wi-Fi at BRT and other stops is still being defined.

7 Page 7 of 23 Yes, RJ45 is the available connector for interfacing with ITS (CAD AVL). 26. Please provide the current/anticipated fare schedule, fare products (ie. Adult-Full Day), sub-products or concessions (Child-Full Day) and any other relevant information related to the fare structure. IPTC Response: The current fare structure is available at This structure and additional fare policies are subject to change. At a minimum, the selected system shall include the ability to administer and/or change policies related to free transfers and fare capping with variable timing rules associated with both policies with minimal disruption to service and operations and minimal inconvenience to account holders. 27. P7: If currently known, which CRM will be procured (standard solution or not?)? What s the timeframe for this project? IPTC Response: The procurement of a CRM is being drafted at this time. IPTC anticipates posting this procurement this summer. 28. P7: What data does IPTC require/envision to be imported into the agency data warehouse? IPTC Response: IPTC will manage the fare system and related 3 rd party services through a Trust but Verify governance model. IPTC would like to analyze or report on any and all fare system data; the format and processes of those data exports and integrations will be dependent upon the selected vendor s reporting and BI capability. 29. Please provide representative dimensional drawings of the BRT platforms, indicating designated locations for Ticket Vending Machines and Station Validation Equipment. IPTC Response: Such has been provided as a supplemental document. Please see Attachment A for Addendum 1.

8 Page 8 of Please confirm that the 11-inch depth objective for BRT platform equipment is relaxed, so long as the equipment does not interfere with pedestrian traffic flow and does not compromise pedestrian safety. IPTC Response: The maximum depth for fare collection equipment ticket vending machines and station validators shall be 17 inches. Should a vendor be unable to meet the dimensional requirements, vendors shall describe the nonconformance and such will be evaluated as part of the Scope of Work/Proposal Meets Project Requirements evaluation criteria. 31. On page 20 of the RFP document, IPTC states that bidders may propose a cost structure that allows IPTC to purchase or lease of capital equipment for the duration of the agreement. To ensure that IPTC receives comparable proposals and that IPTC can properly assess the total cost of ownership of the system, we suggest that IPTC require any leasing arrangement to include the residual costs to allow IPTC to retain the system at the end of the 5-year lease. IPTC Response: In order to provide for a fair comparison between various cost proposals. All vendors shall be required to provide a cost to purchase physical equipment as their baseline proposal, in addition to any one-time or recurring fees. Other proposed cost structures including leasing may also be provided by the vendor, provided that they also respond to the required cost structure as outlined above and in the bid form. In the event that a lease option is provided, it is preferred that vendors provide a lease structure or option that provides for IPTC ownership of the physical equipment at the end of the lease agreement. 32. For proposals that provide for purchase of the system, we also suggest that IPTC request bidders to indicate the price to transition the hosted back office system to IPTC or a third party, should IPTC opt to retain the system after the 5-year term of the contract. IPTC Response: All proposals shall include any costs associated with transitioning the hosted back office system to IPTC or a third party, should IPTC opt to retain the system following the term of the agreement.

9 Page 9 of Has IPTC defined the content and format of the citations to be issued by the fare inspectors hand-held device? In our experience, the adjudicating court typically insists on reviewing and approving the citation document content and format. IPTC Response: The content and format of citations to be issued by IndyGo are under development. IPTC will work within the specifications provided by the vendor to create content and format for citations. At present, IPTC anticipates the content and format to be similar to parking citations; however, such is subject to change. Vendors shall provide a technical specification detailing any limitations with respect to dimensions, content, and format of material produced via their citation issuance equipment. 34. Page 5 of the RFP indicates that the first of the BRT lines is expected to be operational in late spring or early summer However, during the pre-proposal conference, the start of revenue service was defined as April 1, 2019, which is clearly early spring. Given the tight schedule, even an additional month can significantly affect our proposed approach and cost. If possible, please clarify the start of revenue service and provide any guidance for the most likely completion date for the first BRT line. IPTC Response: The timeline for the fare system to be fully operational and ready for revenue service is hereby changed to June 1, We understand that the CAD/AVL system and the existing Genfare farebox include operator user interfaces (e.g., keyboard and display). We assume that IPTC wishes to integrate the fixed route Front End Processing Devices with one of these two operator control units. Will IPTC engage the suppliers of these systems to work cooperatively with the provider of this new system? IPTC Response: Because the GenFare fareboxes will only be used to collect cash in the future, it is not necessary that the equipment solicited via this RFP be able to be integrated with that equipment. IPTC is currently in the process of implementing an Avail CAD/AVL system. It is a desired outcome of this solicitation and that implementation that these systems will be able to be integrated; however, it is not a requirement. IPTC will engage the supplier of that system to work cooperatively with the selected vendor of the fare system.

10 Page 10 of To what extent does IPTC fare policy and business rules require the operator to initiate commands to the fare system? For example, are there situations where the operator must cause the validator to perform a transaction other than the default transaction (i.e., override the default transaction)? Similarly, does IPTC foresee a future multi-zone fare structure where passengers and/or operators must declare the length of the trip before presenting the fare media to the reader? Or, is it IPTC s intention that the operator will merely observe all transactions and play no role in the transaction process itself? IPTC Response: IPTC s current system, fare policy, and business rules require the operator to initiate commands on the fare system. IPTC would like to move away from burdens placed upon the coach operator to engage or intervene in fare collection activities; IPTC is considering changes to its fare policies, such as fare capping, that would in coordination with the new system substantively advance this goal. To that end, mobile ticketing with visual validation and/or NFC and/or QR code generation and reading are viewed as components that will reduce the role of the operator in actively initiating and/or intervening in fare collection activities. IPTC does not anticipate instituting zonal fares at any point during the term of this agreement. 37. Do any IPTC business rules or fare policies require the passenger to inform the farebox of their intended transaction? If so, will such rules and policies apply to the fixed routed Front End Processors, requiring those devices to provide users with the ability to select a transaction type? IPTC Response: IPTC s current system, fare policies, and business rules require the operator to initiate commands on the fare system. It is the goal of IPTC to institute a fare system in which the front-end devices recognize a fare payment as valid or not but not require any manipulation by the user to select differing fare types or make on-board payments. IPTC recognizes that achieving this goal may require the adoption of different fare policies, such as fare capping, to reduce intervention and/or manipulation of front end devices to process and validate fares. 38. If transactions on the fixed route Front End Processors require operator and/or passenger interaction prior to conduction a transaction, for consistency, we assume the BRT Station

11 Page 11 of 23 Validation Equipment will require similar (ADA compliant) user interfaces. Please confirm. IPTC Response: It is the goal of IPTC, through this solicitation and a re-evaluation of its current fare policies to reduce and/or eliminate the need for interaction between the operator and transit rider to process and/or validate fare payments. BRT Station Validation equipment shall be ADA compliant. 39. Will IPTC please consider allowing for an extended question period to ensure that all bidder questions can be addressed? Additionally, will IPTC kindly confirm that bidders will have the opportunity to request further clarification to any answers received? IPTC Response: The procurement schedule is hereby revised as follows: Milestone Current Date Amended Date RFA/RFIs due April 16 April 23 Answers to RFA/RFI April 26 May 3 Proposal Due May 11 May 18 Interviews by Invitation May 30 June 8 IPTC Board meeting June 28 June 28 Additionally, the RFA period shall be amended to be a period for RFAs and additional RFIs, to enable vendors the opportunity to request further clarification to any answers received through this addendum. Only the dates are being adjusted as a result of this change; the times of day for each milestone are still in effect for the amended dates. 40. Would IPTC please indicate the expected average station dwell time of vehicles operating on the BRT lines? IPTC Response: IPTC anticipates a dwell time of between 10 and 15 seconds at BRT stations. 41. Would IPTC please confirm if there will be any vehicle to ground communication link established via Wi-Fi or other means during station dwell time on the BRT lines?

12 Page 12 of 23 IPTC Response: IPTC does not plan for updates through Wi-Fi while en-route or at stops and stations. However, with cellular data available, data may be refreshed remotely as needed. 42. Will IPTC please clarify whether the station power circuits for TVM s and Validators are provided via a single 20-amp circuit, or will each device be served by its own dedicated 20-amp circuit? IPTC Response: The TVMs and the station validators have their own separate circuits. 43. IPTC has indicated that the solution should minimize or ideally provide no need for the issuance of paper media, thus implying a preference for durable media. Does IPTC intend to charge a fee to its riders for the purchase of front end fare media devices? IPTC Response: A final decision upon this policy has not been reached, and to some degree such a policy depends upon the results of this solicitation; nevertheless, IPTC is willing to consider a fee for the purchase of front end fare media devices. The ability to charge a fee for the purchase of front end fare media, distinct from value added to the account or card, is hereby added as a technical requirement to the ticket vending machines and any other components vend media (e.g., retail). Such functionality should allow for IPTC to institute this charge or not institute this charge, as it sees fit. 44. In order to ensure consistency for evaluation purposes, will IPTC be providing the Proposal Offer Cost Form in a standard format to be used by all bidders for price submission? IPTC Response: A pricing form has been provided as part of the supplemental materials. 45. Page 12 of the RFP states: The operation of the devices should seek efficiencies in the amount of data transmitted and the intervals at which data are transmitted to minimize the burden placed upon IPTC s wireless data system and reduce costs associated with data transmission. Ideally, the devices should be equipped with its own communications ability to serve as the primary means of communication or, at a minimum, to provide redundancy to the IPTC communications system.

13 Page 13 of 23 Who will be responsible for the monthly service fees for any additional cellular devices supplied as part of the solution? IPTC Response: Within the RFP, the four occurrences of the statement referenced above (pages 12, 13, 15, and 18) shall be replaced with the following text: The operation of the devices should seek efficiencies in the amount of data transmitted and the intervals at which data are transmitted to minimize the burden placed upon IPTC s wireless data system and reduce costs associated with data transmission. The component should be able to operate in an offline mode between data transmissions in the event that data transmissions are unable to occur in real time using IPTC communications infrastructure. Ideally, devices will be equipped with native communications ability that may be activated by IPTC if deemed necessary in the future. 46. As described in the requirement Fare media should be customizable to include any marks and/or print as determined and directed by IPTC. Vendors should clearly state whether this print customization will be provided by the vendor or whether it will be IPTC s responsibility after shipments are received. Should this service be provided by the vendor, the vendor shall clearly articulate the rules, requirements, costs, process, and timelines by which materials related to printing will be supplied and processed. Does IPTC prefer a generic look for its fare media given to all of their users or do you prefer a custom design per user/rider type (eg. with photos, names or similar information)? IPTC Response: IPTC prefers to take responsibility for final printing and any customization required prior to the vending and/or distribution of fare media. If printing is to be provided by the vendor, IPTC prefers a singular design provided by IPTC to the vendor in response to vendor specifications for general vendible fare media, as well as the ability to provide custom design for special pass programs (e.g., students) in select applications. 47. In regard to the requirements The account-based system must integrate data and payment tracking with IPTC s Enterprise Resource Planning Platform. IPTC currently uses the Microsoft Dynamics AX as its ERP. Please, could IPTC clarify what their expectations are in terms of data integration? What expectations do you have as a result of this integration?

14 Page 14 of 23 IPTC Response: As a change to the initial requirements of the RFP, the accountbased system does not need to integrate data and payment tracking with IPTC s ERP system. Alternatively, the account-based system must have the capability of producing detailed reports on transactions and revenue that include the time and origin, by unit (e.g., TVM, retail desk, mobile app, etc), of transactions. 48. In regard to the requirement Vendors are encouraged to provide an option about additional applications of the account-based system beyond what is listed here that may secured through this solicitation. One particular area of interest is the development of a mobile application and/or other means and methods that could be supplied to other mobility providers (e.g., taxis and transportation network companies) to accept payments managed and authorized by IPTC through programs such as its taxi voucher program. We feel that all vendors could benefit in understanding the viability of this requirement better. Could IPTC provided more specific details of what their expectations are in this respect? IPTC Response: IPTC recognizes that it is one of many mobility providers operating within Indianapolis; coordinating and streamlining access to these services could potentially provide for efficiencies in processing payments and provide convenience for end users. Should the design of a vendor s account-based system be able to serve as a central system from which such shared-used mobility systems could be administered, IPTC would be interested in the vendors approaches to providing these services as part of this solicitation. Such operation of these shared services should not, however, degrade the advancement of the primary goals associated with fare collection and administration of IPTC services. Within the above, IPTC is interested in solutions that may be general in nature (i.e., may apply to any other mobility providers who would want to participate e.g., a shared NFC card that works for IPTC and allows other mobility providers to accept it) as well as those that are specific to individual applications. One such specific application in which IPTC is particularly interested, is the administration of its taxi voucher program. In order to reduce costs and achieve efficiencies in providing paratransit services, IPTC provides a number of taxi vouchers each month, via random selection, to eligible individuals who place orders. These taxi vouchers are provided by the voucher holder to participating taxi companies, in written form, who then process them and present them to IPTC for payment.

15 Page 15 of 23 To the degree that a selected fare modernization solution, provides processes to automate, streamline, and control these processes--through equipment that is being procured through this solicitation already or through a limited purchase of additional equipment, such an outcome would be viewed as advantageous. Should such a solution be easily adaptable into the central account-based system that is being procured, IPTC would be interested in vendors providing such an option. 49. Could IPTC clarify that the space specified in this RFP as available 11 (~280mm) for TVM installation/location is not a hard and fast requirement? IPTC Response: IPTC Response: The maximum depth for fare collection equipment ticket vending machines and station validators shall be 17 inches. Should a vendor be unable to meet the dimensional requirements, vendors shall describe the nonconformance and such will be evaluated as part of the Scope of Work/Proposal Meets Project Requirements evaluation criteria. 50. Could IPTC clarify that it would like to use platform validation devices installed curbside on station platforms for its fixed line service? No validators will be deployed on board those buses that serve these lines? Outside of fixed line, any other services or routes where platform validators may be required or expected? IPTC Response: IPTC plans to operate three separate bus rapid transit facilities as part of its implementation of the Marion County Transit Plan. These systems will operate in a proof-of-payment environment in which individuals using physical fare media (as opposed to a mobile ticketing application) will be expected to activate/validate their payment at station validators at rapid transit stops. At present, there are no plans to purchase or install on-board validators on the rapid transit vehicles. At present, there are no plans for platform/station validators to be installed in areas other than the rapid transit stations, with the exception of the Downtown Transit Center. At present, any platform/station validators at the rapid transit station would be installed adjacent to where the rapid transit services will dock. 51. Vehicle Installation: How many vehicles are available for installation per day? IPTC Response: IPTC staff and/or its designees will be responsible for installing fare processing equipment on local fixed route and paratransit vehicles.

16 Page 16 of Vehicle Installation: Please specify times and days when vehicles are available for installation. IPTC Response: IPTC staff and/or its designees will be responsible for installing fare processing equipment on local fixed route and paratransit vehicles. 53. Please provide a vehicle list, specifying types and quantities of vehicles, and number of doors. IPTC Response: IPTC staff and/or its designees will be responsible for installing fare processing equipment on local fixed route and paratransit vehicles. For the purposes of pricing the equipment for the all-door boarding option, each fixed route vehicle should be assumed to have one rear door (in addition to the door by the coach operator). No equipment installation is required for BRT vehicles. 54. Vehicle Installation: Please list any components that the vendor must remove. IPTC Response: IPTC staff and/or its designees will be responsible for installing fare processing equipment on local fixed route and paratransit vehicles 55. Please detail the communications infrastructure available on IPTC vehicles including make and model of any mobile router, number of available ports on mobile router to be used for fare collection, ISP information including carrier, bandwidth and any limitations in routing, and any other pertinent information that constrains real-time connectivity to the vehicles. IPTC Response: IPTC has identified the Waav AirBox X2A as the device that will provide LTE data communications to the vehicle technology systems. The AirBox X2A provides 3, 10/100 Ethernet ports. Carriers identified at this time are as follows: Primary: T-Mobile

Please detail the communications infrastructure available at IPTC station areas including existing network connectivity between stations and IPTC network/data center. Please detail the type (copper, fiber, etc.) and capacity of connectivity between stations and IPTC central network location and if proposer can leverage, through IPTC provided VLAN, existing network between stations and IPTC network. IPTC Response: For BRT, IPTC s plans include cellular and/or small cell network. Communication to IPTC data center/s will be provided through a private network. 58. Please detail the communications infrastructure available within IPTC vehicles intended to be used with proof of payment devices. Please confirm the existing connectivity solution, and if the solution can be extended (through additional SIM or device purchase). Please detail the carrier information including Carrier name, technology type (3G, 4G, LTE, etc.), carrier limitations (Public Internet vs. APN), etc.). IPTC Response: Device specifications answered in question 56. The Waav Airbox devices can maintain two (two) SIM cards for separate carriers. IPTC plans to deploy initially, one (1) SIM per vehicle, per device initially, reserving the second slot for additional capacity, redundancy or other system communications as needed. Carriers identified at this time are: Primary: T-Mobile Secondary: Sprint Carriers have been awarded and approved by IPTC Board. Contract negotiations are not finalized now. 59. What specific BRT project completion stage is driving the desired April 1, 2019 Operational deadline? IPTC Response: The timeline for the fare system to be fully operational and ready for revenue service is hereby changed to June 1, This is the date by which the BRT project is anticipated to be operational and ready for revenue service. 60. Does IPTC have any specifics regarding a desired test plans?

18 Page 18 of 23 IPTC Response: IPTC does not have specific requirements regarding desired test plans. Vendors shall propose testing plans as part of their proposals. Testing plans should be included as part of the project delivery schedule discussed on page 19 of the RFP. In detailing test plans, system validation must be performed to training being provided by the vendor; use cases and test scripts are to be defined based on functional requirements. Training documentation must include results and comments from test results. These plans will be evaluated as part of the Scope of Work/Proposal Meets Requirements evaluation criteria. 61. Does IPTC have any specific requirements regarding a desired citations, penalties, and monitoring? IPTC Response: These are under development and are not currently available. IPTC requests that vendors provide specifications regarding any constraints of their systems. 62. Does "all-door boarding" only refer to BRT vehicles or might it also apply to fixed-route vehicles? If so, could IPTC please provide an indication of how many FR vehicles have potential rear-boarding doors? IPTC Response: The all-door boarding option for fare-processing devices refers to fixed route vehicles exclusively. The BRT system will validate payment via station platform validators; and therefore, no additional on-board infrastructure is required for the BRT vehicles. For the purposes of pricing the equipment for the all-door boarding option, each fixed route vehicle should be assumed to have one rear door (in addition to the door by the coach operator). 63. Will there be an opportunity for clarification after the questions are answered? IPTC Response: The RFA period shall be amended to be a period for RFAs and additional RFIs, to enable vendors the opportunity to request further clarification to any answers received through this addendum. Per the revised schedule, the RFAs are due on April 26 th by 12 noon EST 64. Could IPTC extend the due date to ensure we provide a comprehensive solution and have time to respond to any clarification rounds following the question period?

IPTC Response: A singular cost structure and pricing form are provided to provide for a uniform means of comparing competing proposals. Provided that vendors respond to the cost structure outlined within the solicitation, vendors may propose other cost structures for consideration by IPTC. 66. Page 2 of the RFP requires a 10 am delivery of the proposal while page 23 specifies noon. Please clarify what time the proposal is due on May 11. IPTC Response: Proposals are due by 10 am EST on May 18, per the amended schedule. 67. In reference to the requirement that "the system should include built in credit/debit card processing capabilities," does the agency have an existing or preferred payment gateway? If so, what is it? IPTC Response: IPTC currently uses Authorize.net for retail, web and phone transactions. Vendors can propose a solution that integrates with the existing payment gateway, or proposals can include a different solution. 68. In the RFP, it states that, "the dimensions of the area to house both the ticket vending machine and the fare validator is 54 wide, 83 tall, and 11 deep." In the pre-bid meeting, it was clarified that the depth measurement does not need to be met. What is the maximum allowable depth? IPTC Response: The maximum depth for fare collection equipment ticket vending machines and station validators shall be 17 inches. Should a vendor be unable to meet the dimensional requirements, vendors shall describe the nonconformance and such will be evaluated as part of the Scope of Work/Proposal Meets Project Requirements evaluation criteria. 69. What is the IP rating for environmental for all equipment to be installed?

20 Page 20 of 23 IPTC Response: IPTC has not specified a specific IP rating. 70. Should vendors price ongoing maintenance after warranty? If yes for both Software and Hardware? IPTC Response: Unless otherwise stated in the RFP, vendors should assume ongoing maintenance of software and hardware for all components of the system for the term of the agreement. 71. Should vendors include onsite warranty and onsite maintenance services or will IPTC swap defective components and send them for repair? IPTC Response: IPTC does not have a preference with respect to whether warranty and maintenance services are provided onsite or remotely. However, such warranty and maintenance activities should be provided with minimal or no disruption to transit operations and fare collection activities. Vendors should specify how warranty and maintenance will be administered as part of their responses. Vendors may provide a singular approach for all components; however, if the warranty and maintenance activities will vary by component, vendors should detail the approach for each component. 72. Are there concept drawings that could be shared with technical specifications at the BRT stations. IPTC Response: Such has been provided as a supplemental document. Please see Attachment A for Addendum What level of integration is expected with the existing farebox? IPTC Response: Aside from sharing a common power source and occupying physical space on or adjacent to the existing fare box, no integration is required. 74. Who will be installing the physical hardware on vehicles and at the BRT stations? IPTC Response: IPTC staff and/or its designees will be responsible for installing fare processing equipment on local fixed route and paratransit vehicles. Should a BRT vehicle need to be outfitted in such a way that it may operate in local service, IPTC staff and/or its designees would be responsible for installing fare processing equipment on those vehicles as well. For physical equipment to be provided at BRT stations (e.g., station validators and ticket vending machines), vendors shall be responsible for installation. Vendors

21 Page 21 of 23 must also provide an option for the training of IPTC staff and/or its designees for installation. 75. It was stated that the terminal block in the farebox base located on each coach has an interface type of J1708, RS-422/RS485. Are these ports available for use? IPTC Response: The J1708 connection is currently used by the GFI Farebox to communicate with the CAD AVL equipment for Block information related to fares paid or validated through the GFI Farebox. Moving forward with a new solution which integrates existing GFI Fareboxes for cash only transactions, the new Fare Validation system will integrate with the CAD AVL system as needed and will be able to connect to the existing GFI Farebox for passing information relating to validating cash payments. This will allow the new Fare Validation system to consume the available J1708 connection on the GFI farebox as needed. 76. It was stated that the farebox power supply is designed to operate from a bus power source of between 10 VDC and 60 VDC. The power supply converts this to an output voltage of 12.5 VDC, which powers all modules and circuit boards on the farebox. What is the nominal power input we get from the bus? IPTC Response: 24 VDC is the maximum power input available. 77. With this being an account based system will passengers need to log in to their account to purchase a ticket at the BRT stations via cash, credit/debit card or can they just insert payment without logging into their account? IPTC Response: This process is ultimately dependent upon the solution and processes provided by the vendor as a result of this solicitation. It is IPTC s strong preference that individuals be able to purchase valid fare media at a station without having to log in and/or otherwise link to their accounts to complete a transaction. It is preferred that purchasers be able to retroactively link cards to existing accounts and/or start a new account that incorporates the initial transaction, following that transaction. 78. Regarding the fare media, it states the following: Vendor is responsible for providing an initial stock of fare media, totaling not less than 100,000 fare media to be vended. However, it does not stipulate the type of media IPTC is wanting here; i.e., reloadable smartcards, disposal smartcards or a combination of both? IPTC Response: Fare media vended from the TVMs or elsewhere (e.g., third-party vendors) should be durable to sustain normal use and wear over a long period of

Due to the account-based nature of the fare system being procured, the cards themselves are unlikely to be reloadable in a technical sense, but they should be of sufficient quality and durability to last. 79. Is this Bid funded by the FTA? IPTC Response: The system being procured is funded, in part, by the Federal Transit Administration. 80. Will IPTC consider removing the following point: Vendor is required to provide materials that will enable IPTC staff and/or its designees to train others in the installation, operation, troubleshooting, and maintenance of all farebox components. IPTC Response: It is required that the vendor selected for the project will deliver materials that would enable IPTC staff and/or its designees to become knowledgeable about the equipment so as to perform and/or train others in the installation, operation, troubleshooting, and maintenance of equipment. This requirement should not be construed as a requirement of all vendors responding to this solicitation; rather, this will be a requirement of the selected vendor. Provided that an operating manual provides the types of information required by the statement, an operating manual would be seen as sufficient in meeting this requirement for the selected vendor. 81. Can the TVM have different dimensions than what is stated in the RFP? Presently the following dimensions are what BEA-TT s TVM s are; 25 wide, 60 tall and 20 deep? It is indicated that the dimensions of the area to house both the ticket vending machine and the fare validator is 54 wide, 83 tall, and 11 deep. Will the TVM we propose be acceptable for these dimensions? IPTC Response: The maximum depth for fare collection equipment ticket vending machines and station validators shall be 17 inches. Should a vendor be unable to meet the dimensional requirements, vendors shall describe the nonconformance and such will be evaluated as part of the Scope of Work/Proposal Meets Project Requirements evaluation criteria. 82. Is there a specification of what the weather grade needs to be for the TVM s?

23 Page 23 of 23 IPTC Response: IPTC has not established a weather grade for the TVMs. As stated in the RFP, fare collection equipment must be designed in such a way that they are able to withstand climatological extremes typical of Marion County, Indiana. 83. Is it contemplated to provide the selected vendor an inform payment structure based on a submitted milestone payment schedule? IPTC Response: The payment structure will be set through contract negotiations, once a vendor is selected. 84. For the Proof of Payment Readers & Citation Issuance devices, does IPTC have specific format for the citations that will be issued? IPTC Response: The content and format of citations to be issued by IndyGo are under development. IPTC will work within the specifications provided by the vendor to create content and format for citations. At present, IPTC anticipates the content and format to be similar to parking citations; however, such is subject to change.
