Aims of ILPPW Raise awareness about lead poisoning Highlight efforts to prevent childhood lead poisoning Urge further action to eliminate lead paint 15

What to we want to achieve? Consumers: Choose lead-free paint Urge manufacturers to stop using lead ingredients Know about need to remove old paint in a safe manner Policy makers Understand health, social and economic arguments to legislate for lead-safe paint Know how to develop effective legislation Identify and put in place necessary technical capacities e.g. laboratories, analytical equipment, enforcement measures 16

What to we want to achieve? Health sector Understand how lead exposure from paint occurs Understand the health impact and burden of disease from lead including from lead paint Be able to recognise, diagnose and treat lead exposure Be able to collect data on lead exposure from paint Provide evidence to advocate for legal controls on lead paint Manufacturers / suppliers Reformulate their paints to minimise lead content Stop selling lead paint 17

How can we achieve these objectives through ILPPW? Continue to provide campaign materials find out how to improve effectiveness Survey 2017 event organisers about what they used, what they felt was most useful etc Seek advice from a communications expert to see if materials can be improved? Look for new communication methods Support activities in countries through small grants Ask organisers to assess impact of activities? 18

How can we achieve these objectives other methods? Provide information e.g. Guidance on developing laws Regulatory toolkit (are there gaps?) ILPPW information materials (fact sheet, Q&As) Seek feedback on the above? Regional workshops Aim to: increase knowledge, address questions, motivate Participants: should include both health and environment sector include consumer protection organizations? Test impact through before-and-after questionnaires? 19

Knowledge, attitude and practice (KAP) surveys Quantitative method that provides quantitative and qualitative information uses predefined questions formatted in standardized questionnaires KAP surveys reveal misconceptions or misunderstandings that may represent obstacles to the activities that we would like to implement and potential barriers to behaviour change 21

Why do a KAP survey? Targets Consumers e.g. What do they know about lead paint? What would they do if they discovered lead paint in their homes? What influences their purchasing decisions? What are the obstacles to buying lead-safe paint? Manufacturers e.g. What do they know about lead paint? What influences their manufacturing decisions? What are the obstacles to changing production methods 22

Why do a KAP survey? Targets Policy makers e.g. What do they know about lead paint? What would they need to know/do to develop legislation on lead paint What are the obstacles to introducing legislation on lead paint Health sector e.g. What do they know about lead poisoning and lead paint? What would they do if they suspected lead poisoning? What are the obstacles to identifying and managing lead exposure? 23

KAP surveys require significant resources Consultant to develop study protocol and questionnaire Research what is already known Identify survey populations and develop sampling plan Develop lists of questions addressing knowledge, attitude and practices Test questionnaire Train supervisors and interviewers Implement methods to ensure data quality Analyse data and prepare report Supervisors and interviewers E.g. 2 supervisors for interviewers 24

KAP surveys require significant Translation of questions Data collection tools portable electronic devices computer(s) resources open source data collection tools available e.g. KoBo Toolbox Training time (min 1 day) and regular meetings with survey team Travel and subsistence costs for interviewers 25

What about KAP survey lite? 1) Design a good questionnaire in multiple languages and send to key individuals Challenges: ensuring a representative sample identifying respondents reaching respondents e.g. consumers getting responses 2) Focus group discussions May be better way to reach consumers Other ideas? 26
