A. RFQ Details Detail of the RFQ is as follow: RFQ Issue Date: 25 th Oct 2017 RFQ Closing Date: 31 st Oct 2017 Time: 4:00pm B. Criteria of Award Contract In reference to the announcement of this RFQ, criteria of awarding contracts will be based on the principle of best value for money. And as per AABRAR definition, best value of money will be as specified below: Best value for money will not just be achieving the lowest rate, it will also incorporate technical assessment, overall bidder s experience, reliability, reputation, past performance and experience in the required area etc. It is worth mentioning that all bidders will undergo a technical evaluation in order to check their overall technical capacity in terms of the items offered as defined in this Tender. Those fulfilling the technical requirements will be processed for Financial Evaluation. In the financial evaluation all financial factors including cost, warranty, quality etc. will be checked. 2 RFQ Term and Conditions: 1. No questions will be answered over the phone or in person; all questions must be submitted in writing. 2. The quantity specified above is provided as a best estimate only. The AABRAR reserves the right to order the quantity that it requires. 3. Prices are in Afghani Currency quoted DAP (Delivered at Place) AABRAR Destination as indicated above including all charges related to freight, in-transit insurance and delivery of the goods at Qarabagh/Akakhil at AABRAR targeted Areas. and risks remain with the supplier until delivery to above mentioned Destination. 4. In the event of a discrepancy/error in the total prices indicated above or in the Supplier quotation, the unit price will prevail. 5. Contract withholding taxes at rate or 2% for whom they hold AISA or Ministry of Commerce trading license or at rate of 7% for whom they do not own mentioned licenses are applicable and should be included in the quoted prices. 6. Terms of payment shall be Net 5-10 working days from the receipt of Supplier's original invoice by AABRAR. 7. Supplier's proposal shall be valid for thirty (30) days from the date of Supplier's submission. 8. Price may or may not be the determining factor in Supplier selection process. 9. The award may be made to the Supplier(s) whose proposal(s) is (are) determined to be of highest value in terms of quality and price. 10. The AABRAR reserves the right to request the Supplier(s) to demonstrate that adequate skills, equipment and resources are available for performance of the services. 11. The AABRAR reserves the right to request any additional information that it deems necessary in order to make a decision on any proposal. 12. The AABRAR reserves the right to reject any or all proposals after evaluation. 13. Rejection of all proposals will mean that AABRAR, in its own best interest at this time, has determined not to pursue the acquisition. 14. Supplier who submits a proposal to AABRAR in response to this RFQ must be licensed and certified as required by the laws of Afghanistan. 15. Any resulting purchase shall be subject to AABRAR Terms and Conditions of Purchase. 16. 3 Submission Guideline of RFQ: Quotations may be submitted on or before 16:00 (Kabul Time), 31 st Oct, 2017 by hand delivery in sealed envelopes to Afghan Amputee Bicyclists For Rehabilitation And Recreation (AABRAR), House # 554, 3 rd Street Timani Project, opposite to Jehan High School, Kabul, Afghanistan, before dropping of the bid document in AABRAR tender box please make sure to register in the AABRAR entrance gate. For any question regarding RFQ please contract on the below address; Procurement@aabrar.org.af Your quotation must be expressed in the English or any of National Languages, and be valid for a minimum period of 30 days. In the course of preparing your quotation, it shall remain your responsibility to ensure that it reaches the address above on or before the deadline. Quotations that are received by AABRAR After the deadline indicated above, for whatever reason, shall not be considered for evaluation. The quotation that complies with all of the requirements meets all the evaluation criteria and offers the best quality and value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected. No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by AABRAR after it has received the quotation. At the time of Award of Contract or Purchase Order, AABRAR reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum twenty five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions. Please be advised that AABRAR is not bound to accept any quotation, nor award a contract or Purchase Order, nor be responsible for any costs associated with a Service Providers preparation and submission of a quotation, regardless of the outcome or the manner of conducting the selection process. AABRAR encourages every prospective Service Provider to prevent and avoid conflicts of interest, by disclosing to AABRAR if you, or any of your affiliates or personnel, were involved in the preparation of the requirements, design, cost estimates, and other information used in this RFQ.
