Cyclne risks and preparedness measures The rainy seasn starts in March/April. Additinally, cyclnes are t be expected frm nw until June (histrically mst cyclnes hit Bangladesh in May). The current assumptin is that camps will be heavily affected and that the delivery f humanitarian carg will be interrupted. A natinal cyclne preparedness planning tk place, hwever, participants had questin n hw the plan can be implemented n an peratinal level. Participants agreed that risks and preparedness planning has t include three areas: Nrth t Suth transprtatin - Chittagng prt t Ukhiya Lgistics Hub/pre-camp distributin strage site: ptential cngestin is envisaged due t the increased presence f humanitarian actrs during the rainy/cyclne seasn and t the effects that the weather may have n access. Lcal warehusing in Cx s Bazar, Ukhiya and new strage facilities within Cx s Bazar: with limited view n the prepsitining needs fr the next 3 t 6 mnth, cngestin in existing strage facilities is envisaged. Frward transprtatin frm strage facilities at Lgistics Hub t Distributin Pints: mvements may be disrupted if access t the Distributin Pints is blcked r slwed. Rads may nt be accessible and thse that are may becme cngested.

2 Sea access Chittagng prt: birth access may becme a cnstraint due t dredging and channel usability during the rainy seasn. Air access Air supprt ptins are limited due t the damage that helicpter dwndraft will cause t tarp and bamb shelters, while rutes deemed safe fr sling deliveries thrugh/ver camps have nt been identified, shuld regins within camps and settlements becme unreachable by land transprtatin. Strage Nn weather prfed MSUs will becme unusable during the cyclnes, it is therefre necessary t weather prf warehusing in Cx s Bazar. 2. Cyclne seasn planning T get a better understanding f the planning prcess fr rainy and cyclne seasn f the different rganisatins, participants split int fur grups discussing the fllwing questins and fed back t the frum: Are yu planning t still be active in 2018? All rganisatins in attendance are planning n being active in 2018 but unsure n the scale f their assistance, as respnse is dependent n funding, ppulatin mvement, camp ppulatins. Organisatins wrk under the assumptin that the Bangladesh Military will cntinue in its current capacity. Where will Distributin Pints be lcated? Participants assumed that Distributin Pints will be within the camps and nt clse t main rads alng the brders f the camps. It is necessary t knw where rganisatins will have their Distributin Pints fr the Lgistics Sectr t assist them in ensuring timely deliveries. Organisatins feel the need fr better Interagency cmmunicatin and fr Site Planning and Management plans t be shared mre penly t allw fr apprpriate planning fr 2018 peratins. Participants expressed the need fr mre clarity and updates n decisins made by the Site Management Task Frce n the develping camp plan. D yu have any plan n hw t deliver t Distributin Pints during rainy seasn? Are yu planning t have stcks prepsitined in the camps? Prepsitining near Distributin Pints is necessary and as these may nt be accessible during parts f the rainy seasn, r due t cyclne damage, rganisatins must plan accrdingly.

3 Atlas Lgistics is prepared t ffer kitting and strage facilities in Unchiprang n a free t user basis. IHP is planning n a secnd emergency crdinatin supprt facility further suth (Teknaf/Unchiprang area) that may have a service/kitting area attached t it dependent n space. Participants agreed n the fllwing further steps: 1. Trigger discussin with meeting participants abut their cntingency plans n distributin; 2. Cllect crdinates f Distributin Pints and share them with ISCG fr mapping; 3. Discuss and agree with the Camp Management/Crdinatin bdies n respnsibilities in maintaining infrastructure and access t Distributin Pints; 4. Identify jintly ptential bttlenecks and gaps fr humanitarian cmmunity in the rainy seasns, r in case f cyclne. 3. Lgistics Sectr 2018 Planning The Lgistics Sectr plans t maintain the lgistics crdinatin rle, t keep facilitating strage services, and t cntinue t prvide Infrmatin Management. The Lgistics Sectr is investigating the need fr strage and kitting facilities in Unchiprang and Teknaf. These services culd ptentially be managed by Atlas Lgistique r Slidarites Internatinal respectively. The Lgistics Sectr is lking int alternative ptins t replace the current Ukhiya Lgistics Hub, as it is likely that the Ukhiya Degree Cllege prperty will nt remain available t hst the Hub. The Lgistics Sectr is planning t hld meetings in Bangla frtnightly, t engage Natinal NGOs with the Lgistics Sectr. Further infrmatin will be shared. The need fr a Lgistics Sectr Natinal Infrmatin Management Officer was identified t prduce infrmatin prducts in Bangla and reinfrce infrmatin sharing within natinal actrs. The Lgistics Sectr will fllw up n the issue. The Lgistics Sectr is investigating the need fr an engineering team t assist rganisatins with engineering advice n strage fr prepsitining. Additinal Lgistics Cluster trainings will be arranged t take place in Bangladesh in 2018, including the Lgistics Cluster Inductin training and additinal strategic-peratinal lgistics trainings. 4. Lgistics Sectr Update The Ukhia Lgistics Hub has nw 16 peratinal MSUs, ut f the 16 planned (6,400 m 3 capacity). Three additinal MSUs are lcated utside f the camp t prvide supprt t the Gvernment. Twenty 20 cntainers will be placed in the Lgistics Hub: Eight are currently in Chittagng awaiting transprtatin t the Ukhiya Lgistics Hub, while the remaining twelve are en rute.

4 One 40 reefer cntainer has been installed at the Ukhiya Lgistics Hub and will be available fr thse items that need t be in a temperature cntrlled envirnment ( 18 t 25 C) nce electricity has been supplied. The Lgistics Sectr is currently prviding strage fr eleven rganisatins: UNICEF, WFP, Save the Children, Christian Aid, Slidarities Internatinal, NGO Frum fr Public Health, IFRC, WaterAid, Dhaka Ahsania Missin, IOM and CARE. Ttal strage usage is currently at percent f the available capacity. 5. Accessing cmmn lgistics services Standard Operating Prcedures (SOPs) n hw t request access t cmmn strage services as well as the Service Request Frm (SRF) are published n the Lgistics Cluster website. It has been reminded that the nly way t access cmmn strage services is by cmpleting and submitting the Service Request Frm (SRF): SRFs must be submitted befre using the services t: bangladesh.clustercarg@wfp.rg ROFs (Release Order Frms) must be submitted befre carg cllectin t: bangladesh.clustercarg@wfp.rg Pipeline infrmatin, including ETA, is crucial fr the Lgistics Sectr t plan fr warehuse management. The pipeline template will be shared with these minutes. The Sectr Crdinatr reminded participants that when cmpiling an SRF, it is critical that carg is described respecting its minimum standard requirements. 6. AOB The Lgistics Sectr will be preparing a map f strage and ffice lcatins as well as Distributin Pints planned fr Organisatins are requested t share with the Lgistics Sectr GPS crdinates and cntact infrmatin fr strage facilities. An excel sheet t cllect the crdinates will be sent with the meeting minutes and will be als available n the Lgistics Sectr Ggle drive. The Lgistics Sectr is lking at ffering additinal training curses and seminars t build respnders amngst. Pssible trainings prpsed are: MSU set up and maintenance, warehuse management and pest cntrl. Other lgistics related curses can be requested. These training can be prvided starting frm January The Nutritin Sectr representative gave an update n activities and discussed dnatins, distributin and the Nutritin Sectr and the IYCF-E Advisry. Further infrmatin can be fund in the dcument attached t these minutes. The next Lgistics Sectr meeting will be held n Mnday, 11 December at 11:00 at the WFP Cnference Rm in the WFP/IOM Cmpund
