(a) The visio for the Federal Acquisitio System is to deliver o a timely basis the best value product or service to the customer, while maitaiig the public s trust ad fulfillig public policy objectives. Participats i the acquisitio process should work together as a team ad should be empowered to make decisios withi their area of resposibility. (b) The Federal Acquisitio System will (1) Satisfy the customer i terms of cost, quality, ad timeliess of the delivered product or service by, for example (i) Maximizig the use of commercial products ad services; (ii) Usig cotractors who have a track record of successful past performace or who demostrate a curret superior ability to perform; ad (iii) Promotig competitio; (2) Miimize admiistrative operatig costs; (3) Coduct busiess with itegrity, fairess, ad opeess; ad (4) Fulfill public policy objectives. (c) The Acquisitio Team cosists of all participats i Govermet acquisitio icludig ot oly represetatives of the techical, supply, ad procuremet commuities but also the customers they serve, ad the cotractors who provide the products ad services. (d) The role of each member of the Acquisitio Team is to exercise persoal iitiative ad soud busiess judgmet i providig the best value product or service to meet the customer s eeds. I exercisig iitiative, Govermet members of the Acquisitio Team may assume if a specific strategy, practice, policy or procedure is i the best iterests of the Govermet ad is ot addressed i the FAR, or prohibited by law (statute or case law), Executive order or other regulatio, that the strategy, practice, policy or procedure is a permissible exercise of authority. 4

(1) The pricipal customers for the product or service provided by the System are the users ad lie maagers, actig o behalf of the America taxpayer. (2) The System must be resposive ad adaptive to customer eeds, cocers, ad feedback. Implemetatio of acquisitio policies ad procedures, as well as cosideratio of timeliess, quality, ad cost throughout the process, must take ito accout the perspective of the user of the product or service. (3) Whe selectig cotractors to provide products or perform services, the Govermet will use cotractors who have a track record of successful past performace or who demostrate a curret superior ability to perform. (4) The Govermet must ot hesitate to commuicate with the commercial sector as early as possible i the acquisitio cycle to help the Govermet determie the capabilities available i the commercial marketplace. The Govermet will maximize its use of commercial products ad services i meetig Govermet requiremets. (5) It is the policy of the System to promote competitio i the acquisitio process. (6) The System must perform i a timely, high quality, ad cost-effective maer. (7) All members of the Team are required to employ plaig as a itegral part of the overall process of acquirig products or services. Although advace plaig is required, each member of the Team must be flexible i order to accommodate chagig or uforesee missio eeds. Plaig is a tool for the accomplishmet of tasks, ad applicatio of its disciplie should be commesurate with the size ad ature of a give task. (b) Miimize admiistrative operatig costs. 5

(2) The System must provide uiformity where it cotributes to efficiecy or where fairess or predictability is essetial. The System should also, however, ecourage iovatio, ad local adaptatio where uiformity is ot essetial. (c) Coduct busiess with itegrity, fairess, ad opeess. (1) A essetial cosideratio i every aspect of the System is maitaiig the public s trust. Not oly must the System have itegrity, but the actios of each member of the Team must reflect itegrity, fairess, ad opeess. The foudatio of itegrity withi the System is a competet, experieced, ad well-traied, professioal workforce. Accordigly, each member of the Team is resposible ad accoutable for the wise use of public resources as well as actig i a maer which maitais the public s trust. (2) To achieve efficiet operatios, the System must shift its focus from risk avoidace to oe of risk maagemet. The cost to the taxpayer of attemptig to elimiate all risk is prohibitive. The Executive Brach will accept ad maage the risk associated with empowerig local procuremet officials to take idepedet actio based o their professioal judgmet. (3) The Govermet shall exercise discretio, use soud busiess judgmet, ad comply with applicable laws ad regulatios i dealig with cotractors ad prospective cotractors. All cotractors ad prospective cotractors shall be treated fairly ad impartially but eed ot be treated the same. (d) Fulfill public policy objectives. The System must support the attaimet of public policy goals adopted by the Cogress ad the Presidet.
