Publishers COUNTER (Counting Online Usage of Networked Electronic Resources) launched in March An international initiative designed to serve librarians, publishers and intermediaries by facilitating the recording and exchange of online usage statistics. Released Code of Practice that provides guidance on data elements to be measured, definitions of these data elements, usage report content and formats, as well as on data processing. Develop acceptable, global standards for measuring online usage.

20 Measurement of Usage Statistics COUNTER Code of Practice Definition of Terms Used in Usage Statistics Report Data Processing and Auditing by approved 3 rd Party Only intended usage should be recorded and all requests that are not intended by the users should be removed. All double clicks on an http link within 10 seconds of each other will be counted as only one request.
