1 CALL FOR ARTIST OR ARTIST TEAM Request fr Qualificatins Artwrk Opprtunity The City f Bellingham is seeking an artist r artist team t design, fabricate and install artwrk at the Nrth End Reginal Pnd (NERP) alng Mahgany Avenue in Bellingham, WA. $60,000 is available fr design, materials, fabricatin and installatin f the artwrk. The surrunding area will be underging substantial residential develpment ver the next several years; the NERP and adjacent trail prvide a serene respite and pedestrian cnnectin frm the cmmercial area t the neighbrhds t the nrth. Mahgany Avenue, currently under cnstructin, will becme a busy eastwest cnnectin frm Pacific Highway t Nrthwest Avenue. See attached lcatin map fr site reference and NERP pnd cnfiguratin image. The City's One Percent fr the Arts prgram dedicates ne percent f large capital prject budgets fr the incrpratin f artwrk. The inclusin f artwrk in public places reinfrces the City's status as a reginal arts destinatin, increases quality f life and attracts turism and visitrs t the area. The primary gal f this prject is t create a feature f interest (t be viewed) frm the newly develped Mahgany Avenue and the pedestrian trail adjacent t the Nrth End Retentin Pnd (NERP).

2 Descriptin f Prject and Site The NERP water lever rises and falls with the fluctuatin f rainfall with the depth f the pnd ranging frm 10' deep at its peak, t dry during the summer mnths. The City has identified the artwrk shuld be visible frm Mahgany Avenue and ptentially alng the trail which wuld likely require elevated artwrk alng Mahgany Avenue due t the slpe. The "bench" area f the pnd, shwn in the attached image, is easily accessible and available fr artwrk installatin f a limited prfile. Explratin f ther areas in r arund the pnd is a pssibility. The City will wrk with the selected artist r artist team n the specifics f placement, t be determined by the feasibility f the prpsal. Due t the nature f the pnd fluctuatin, and the imprtance f the pnd t reginal strmwater management, the City is nt interested in prpsals fr flating r therwise unsecured artwrk. Required Qualificatins Interested parties shuld cnsider installatin challenges and lcatin f the artwrk during the prpsal develpment stage. Up t the tp fur respndents t this RFQ will be selected and paid a small stipend t develp a specific prpsal. The selected prfessinal artist r artist team will develp, fabricate and install artwrk at the described site. T be cnsidered fr this Request fr Qualificatins, the artist r artist team must meet the fllwing criteria: Experience in design and installatin f artwrk in the public realm. The ability t furnish all supplies, materials and equipment necessary fr the design, executin, fabricatin, transprtatin and installatin f the artwrk n site. The willingness t prvide prfessinal dcumentatin phts at cnclusin f the prject. The ability t prvide prf f required insurance during the duratin f the prject. Cverage shall include but is nt limited t: Wrkers Cmpensatin Autmbile Liability Brad Frm Cmprehensive Liability Statutry Amunt $1,000,000 $1,000,000/ccurrence $2,000,000 aggregate And, an endrsement listing the City as additinally insured. Ability t perfrm the requested wrk within the timeline utlined belw.!

Semi - finalists will receive a packet f specificatins regarding site lcatins, design criteria and any design limitatins r requirements. The semi-finalists will be requested t submit a cnceptual idea fr cnsideratin. Semi-finalist may be asked t present prpsals in Bellingham, WA. Selected semi-finalists will receive a stipend f $1000 fr travel and design fees fllwing the submissin and presentatin f a design prpsal. Jury will select the final prpsal and the City will enter int a cntract with the selected artist r artist team. Specific prpsals will be requested f the semi-finalists selected thrugh this prcess.
