2 The PoA Title of the PoA: Landfills gas capture, flaring and use program in Morocco. CME: Fonds d Equipement Communal (FEC) PoA Objective: Avoid methane emissions from Municipal waste landfills in Morocco by promoting landfill gas (LFG) capture and flaring or utilization projects. 4 PoA Analysis Module I Introduction of the PoA 1. What is the PoA s scope (technical and geographical)? 2. Which are the main eligibility criteria? 3. How is the CME structured? 4. What are the basic implementation arrangements? 5. What is the PoA s fit with the existing national policies and the regulatory framework? 6. What are the main GHG emission sources within the PoA that will deliver ERs (IPCC categories)? Page 4

5 PoA Analysis Module II Eligibility Criteria 1. Eligibility criteria - What are the PoA s eligibility criteria? 2. Should the eligibility criteria be adjusted to include additional activities under a NAMA (such as expansion to other sectors and intervention-types)? 3. Should the eligibility criteria be adjusted to be able to scale-up activities through the involvement of additional implementation entities? 4. Is the PoA limited to a region? Should its geographical coverage be increased to a national scale? 5. Should the eligibility be adjusted to target emission reductions from the same IPCC GHG emission categories under a NAMA? Page 5

6 Eligibility Criteria 1. LFG flaring or utilization projects developed in landfills projects in Morocco; 2. For new landfills, availability of an Environmental Impact Assessment (EIA) in conformity with the Moroccan EIA law; 3. Signed letter to confirm the voluntary participation to the PoA ; 4. Compliance with the baseline and monitoring methodology ACM 0001; 5. Demonstration of the CPA additionality according to the ACM Page 6

7 Scaling up Opportunities Options I : Extend the PoA to Small landfills for which the transaction costs will be high even as CPA; Option II : Extend the PoA to landfills that potentially cannot satisfy the additionality criteria; Option III : Use the NAMA as enabling and supportive tool to the PoA : technical assistance for the local municipalities Page 7
